Guangzhou to Gradually Expand the Implementation Scope of Prefabricated Buildings Citywide in Phases

Prefabricated building industry to reach RMB 500 billion in scale by 2028
New-type building industrialization is an important means of promoting the high-quality development of the construction industry and building good homes. On April 10, the 66th executive meeting of the 16th municipal government reviewed and approved the Guangzhou Five-Year Action Plan for Accelerating New-Type Building Industrialization (2024–2028) (hereinafter referred to as the Action Plan). The Action Plan sets the goal of making Guangzhou a leading city in China for the high-quality development of new-type building industrialization by 2028. According to the plan, this year at least 100,000 square meters of construction area implementing modular building construction is to be granted, increasing by 300,000 square meters each subsequent year.
Taking the lead in planning the development of highly integrated modular buildings
According to the Action Plan, by 2025 the quality of new-type building industrialization development in Guangzhou will improve significantly, with prefabricated buildings accounting for no less than 50% of the floor area of newly built buildings citywide, and the prefabricated building industry reaching a scale of about RMB 240 billion. By 2028, Guangzhou will become a leading city in China for the high-quality development of new-type building industrialization: new-type building industrialization will become the main development model for the city's construction industry, prefabricated buildings will account for no less than 80% of the floor area of newly built buildings citywide, and the prefabricated building industry will reach a scale of RMB 500 billion.
The Action Plan requires that, starting from July 2024, in all construction land planning conditions, state-owned construction land use right grant contracts, or state-owned land allocation decisions processed citywide, residential buildings must specify that they are to be planned, designed, and constructed in accordance with prefabricated building evaluation standards. Throughout the year, no less than 100,000 square meters of construction area implementing modular building construction is to be granted, increasing by 300,000 square meters each subsequent year. Prefabricated building projects invested by municipal and district governments should apply prefabricated interior fit-out in 100% of cases, and a certain proportion of projects should adopt the engineering general contracting model or the architect responsibility system.
Starting from 2028, no less than 30% of the land supply area granted each year shall be for modular building construction. Urban renewal projects and affordable housing projects that newly obtain construction project planning permits shall, in principle, use modular building construction for no less than 30% of the build. Affordable housing, government-invested public buildings, and existing building renovation projects should adopt prefabricated interior fit-out in 100% of cases.
Anchored to the goal of “building homes the way cars are built,” the Action Plan takes the lead nationwide in planning the development of highly integrated modular buildings.
According to the Action Plan, Guangzhou will optimize policies and mechanisms for new-type building industrialization, gradually expand the implementation scope of prefabricated buildings citywide in phases, raise prefabricated building implementation standards, progressively increase prefabrication rate targets, and expand the application scenarios for high-quality new-type building industrialization projects.
At the same time, led by flagship enterprises and giving full play to the strengths of local advanced manufacturing enterprises such as GAC, XPeng, and Infotech, Guangzhou will promote the upgrading and transformation of component and parts manufacturers, building a group of intelligent factories with Guangzhou characteristics that lead the nation.
Greater policy support for the industrialization of the construction industry
In light of Guangzhou's actual conditions, the Action Plan proposes selecting a certain proportion of urban renewal projects to promote the application of modular buildings, achieving high-quality, rapid construction and shortening the construction cycle. By comprehensively reducing the incremental cost of modular buildings through scale and time efficiency, the relevant requirements are to be specified in district planning proposals, implementation plans, and renovation plans, and incorporated into planning and land-use conditions. Modular construction technology is to be applied as a priority in projects such as urban village renovation resettlement housing and the “Hundred-Thousand-Ten Thousand Project.”
The Action Plan forward-looks the industrial layout of new-type building industrialization, proposing that Guangzhou should base itself in the Greater Bay Area, orient itself toward Southeast Asia, and look to the “Belt and Road,” building new-type building industrialization parks, benchmarking against the manufacturing industry to create a modular building industrial ecosystem, gradually improving the upstream and downstream industrial chain, and driving the development of industrial clusters.
Guangzhou will also increase policy support for the industrialization of the construction industry and actively seek favorable support from the state. Relevant departments will increase support for construction land used to produce precast components and parts. For component-type and modular prefabricated building projects that meet the requirements upon evaluation, support of up to 3% and 6% respectively of the floor area approved by the planning of the building (excluded from plot ratio) will be granted, and the pre-sale approval process for commercial housing will be optimized, allowing prefabricated buildings that meet the regulations to be pre-sold earlier.
