Shanghai Implements BIM-Assisted Completion Acceptance, Marking a Key Step Toward Digital Delivery in Construction
WeChat Sync · Xiaowei · 2026-11-07
From July 20, 2026, the Shanghai Housing and Urban-Rural Development Commission officially implements BIM-assisted comprehensive completion acceptance and digital delivery (Hu Jian Jian Guan [2026] No. 293). This means Shanghai is the first in China to incorporate BIM models into the statutory completion acceptance process, and the digital closed loop of the construction industry's "last mile" is closing.
For design, construction and consulting firms, this is not merely an adjustment of administrative procedures, but a profound change in the way of working.
I. Policy Core: From "Submitting Drawings" to "Submitting Models"
The core changes of this policy can be summarized in three keywords: IFC model, drawing-model homology, and one-click upload.
According to the notice, the design or construction unit commissioned by the project owner must submit, through the "Completion Acceptance Filing Software," an as-built model in IFC format homologous to the as-built drawings, as well as PDF as-built drawings signed and sealed by the design, construction and supervision parties. After the data and model pass pre-inspection, they are uploaded to the Shanghai Engineering Construction Project Approval and Management System with one click.
It is worth noting that the scanned copies of construction materials, supervision materials and construction drawings previously required for upload in the original comprehensive completion acceptance will be cancelled. This "subtraction" releases a clear signal: BIM models are upgrading from "additional deliverables" to "core deliverables," and the traditional piling up of paper materials will gradually exit the stage of history.
II. "Drawing-Model Homology": Forcing Integrated Design and Construction
"Drawing-model homology" is the most noteworthy technical requirement in this policy. So-called drawing-model homology means that as-built drawings must be directly exported from the BIM model, rather than re-modeled afterward based on drawings. This fundamentally eliminates the "two skins" phenomenon where "the model is the model and the drawings are the drawings."
For design institutes, this means BIM forward design is no longer optional but mandatory. Model accuracy must meet as-built delivery standards, and design changes must be synchronized to the model in real time. For construction units, model maintenance during construction will become a rigid requirement, rather than a "showpiece" at the bidding stage.
As early as 2022, Shanghai released China's first local BIM data standard based on the international IFC format. The implementation of this completion acceptance policy is a natural extension of this technical route. As an open standard, IFC ensures data interoperability between different software platforms and avoids vendor lock-in.
III. National Perspective: BIM Policies Moving from "Advocacy" to "Institutionalization"
Shanghai's move is not an isolated case. Since 2026, BIM policies in many places across the country have shown an accelerating implementation trend:
Shenzhen released the BIM quantity calculation information model standard, implemented from January 2026 for projects invested by state-owned funds; Fujian clarified that BIM technical service fees are listed separately under other engineering construction costs, implemented from July 2026; Guangdong requires 100% BIM forward design for relevant new projects; Zhejiang promotes three-dimensional BIM forward design to replace the traditional two-dimensional design mode.
At the level of the Ministry of Housing and Urban-Rural Development (MOHURD), "digital technical service fees (including BIM technical service fees)" have been included in other engineering construction costs and explicitly borne by the project owner. BIM services are moving from "free bonus" to "independent pricing," and the industry's business logic is being reshaped.
IV. Practical Impact on Practitioners
For design and construction units undertaking building construction projects in Shanghai, the following points need to be prepared as early as possible:
First, software capability. Teams need the ability to create and export IFC-format models. Mainstream BIM software (Revit, Archicad, Tekla, etc.) all support this, but export settings must be confirmed to comply with Shanghai local delivery requirements. Second, process reengineering. Information such as design changes and on-site visas must be reflected in the model in real time, and the practice of "construct first, supplement the model later" will no longer be feasible. Third, staffing. Project teams need BIM engineers with experience in as-built model delivery, not just configured at the bidding stage. Fourth, pay attention to the pilot pace. July 20 is the pilot stage, and full implementation begins October 1, leaving companies a preparation window of only two months.
V. Outlook: What Is the Endgame of Digital Delivery?
There is a statement in the notice that is easy to overlook: "Subsequently, gradually promote full-process digital delivery." This means completion acceptance is only the starting point. It can be foreseen that from planning permission, construction drawing review, construction process supervision to completion acceptance and operation and maintenance handover, BIM models will run through the entire building life cycle and become the digital foundation for engineering approval and asset management.
Combined with the current trend of AI and BIM integration, future as-built models will not only be static geometric information carriers, but will also become the data foundation for intelligent drawing review, automatic quantity calculation, and digital twin operation and maintenance. The implementation of this Shanghai policy is a key step toward this endgame.
For industry participants, rather than watching and waiting, it is better to lay out plans as early as possible. Digital delivery is not a matter of the future; it has already arrived.
