Key Work Points for Promoting Smart Construction and Prefabricated Building Development Province-wide in 2025
I. Overall Approach
Thoroughly implement the decisions and deployments of the Provincial Party Committee and Provincial Government on building a "strong construction province" and the spirit of the province-wide housing and urban-rural development work conference. Adhere to science and technology innovation as the driving force, focus on market entities and industrial chain development, vigorously develop new-type construction methods, continuously promote and apply smart construction technologies, expand the scope of prefabricated buildings, improve the industrialization, digitalization and intelligence levels of the construction industry, empower the construction of "good houses", and strive to build an upgraded version of "Sichuan Construction".
II. Goals and Tasks
In 2025, the province will add 3 smart construction pilot cities and 60 pilot projects. Newly started prefabricated buildings will account for more than 42% of new buildings, and the prefabrication rate of individual projects will reach 50% or above. A batch of new-type construction industry chain enterprises and products will be cultivated, striving to build an industrial ecosystem cluster.
III. Key Work
(1) Improve the technical standards system. Issue the Detailed Rules for Calculating the Prefabrication Rate of Prefabricated Buildings in Sichuan Province, the Guide for Smart Construction Scenario Applications in Sichuan Province, and the Guide for the Implementation of Smart Construction Technology Projects to promote systematic assembly of prefabricated buildings, and advance the whole-process application of smart construction digital platform development, digital design, intelligent production, intelligent construction and smart O&M. Compile the Sichuan Province Smart Construction Technology Application Standard to regulate the application of smart construction technologies. Compile the Key Technical Points for Prefabricated Interior Fit-out in Sichuan Province, the Key Points for Reviewing Design Documents of Prefabricated Interior Fit-out in Sichuan Province, and the Key Points for Quality Management of Prefabricated Interior Fit-out Projects in Sichuan Province, clarifying the application priorities of prefabricated interior fit-out technology as well as design document review, construction quality process management and related matters.
(2) Strengthen industrial chain development. Study the Opinions on Accelerating the Full Industry Chain Development of New-Type Construction Methods. Focusing on the coordinated development elements of smart construction and building industrialization, cultivate and develop a batch of forward-looking, applicable and green new-type construction industry chain enterprises and products. Give play to the role of design, construction, supervision and other project construction responsible entities in guiding upstream and downstream industry chain development, continuously enhance the industrial capacity and scale effects of building industrial clusters and strengthening industrial chains, and provide important support for the development of new-type construction.
(3) Accelerate technological innovation and application. Innovate digital supervision, delivery and service methods, and carry out research, development and achievement transformation of digital software, intelligent equipment and construction robots. Refine and summarize new-type construction methods, and support applications for provincial-level construction methods and demonstration projects for the application of new construction technologies. Release the Achievements of Smart Construction and Building Industrialization Research Topics. Support enterprises, universities and research institutes in tackling key issues in new-type construction technologies, building products and green building materials, focusing on breakthroughs in a batch of key technologies for the construction of "good houses".
(4) Vigorously promote BIM technology. Urge and guide design and construction enterprises to innovate in the application of BIM information technology. Compile the Guiding Opinions on the Development and Application of BIM Information Modeling Technology to enhance the whole-process application capabilities of BIM technology in design schemes, detailed design and review of construction drawings, cost analysis, schedule control, construction management, component production, building O&M and more, expand the scope and depth of BIM information modeling technology applications throughout the construction process, and achieve "one model all the way through" and BIM information model delivery of as-built drawings.
(5) Expand the scope of pilots and demonstrations. Continue to advance smart construction pilots in Chengdu, Mianyang, Yibin and Dazhou, and expand provincial-level smart construction pilot cities. Promote Grade A prefabricated building project demonstrations and prefabricated interior fit-out project pilots in affordable housing, schools, hospitals, multi-story industrial factories and other buildings. Convene a province-wide observation meeting for smart construction and building industrialization pilot and demonstration projects.
(6) Actively promote prefabricated interior fit-out. Compile the Guiding Opinions of Sichuan Province on Promoting the Development and Application of Prefabricated Interior Fit-out. Focusing on projects such as affordable housing, schools, hotels, healthcare and eldercare facilities, office buildings and industrial parks, promote prefabricated interior fit-out technology to achieve "integrated construction and fit-out". Popularize the use of prefabricated interior fit-out technology in the renovation of old residential communities and old houses, and extend prefabricated interior fit-out to home decoration and smart homes. Accelerate the cultivation of enterprises with prefabricated interior fit-out capabilities, enhance product integration and on-site assembly capabilities, and announce a batch of prefabricated interior fit-out pilot enterprises and demonstration projects.
(7) Strengthen the supervision of project quality and safety. Compile the Implementation Guide for the Design and Manufacturing of Standardized Prefabricated Components to promote standardized design of prefabricated buildings, standardized production of components, and standardized management of construction sites. Compile the Working Guide for On-site Quality Supervision of Prefabricated Concrete Structure Building Projects to strengthen the supervision and management of component assembly quality at construction sites, enhance training of key technical personnel in areas such as sleeve grouting, encourage component enterprises to organize professional labor teams to carry out component assembly, and improve the skill levels of practitioners. Accelerate the promotion of smart construction technology products related to construction safety, such as lightweight automatic external scaffolding, unmanned construction hoists, and safety risk monitoring and early warning systems, to assist and replace manual operations that are "dangerous, tedious, dirty and heavy".
(8) Strengthen the cultivation of professional talents. Focusing on the talent needs of new-type construction methods such as smart construction and prefabricated buildings, innovate the "college + base + construction site" model to organize rotational training for industrial workers. Leverage safe and efficient simulation technologies to further enhance the training of technical workers in key positions of building industrialization. An expert team led by the Provincial Smart Construction and Building Industrialization Committee will implement scenarios such as BIM application, robot operation, equipment O&M, sleeve grouting and component connection, and carry out systematic training for industrial workers.
