Key Points of the 2020 Work Plan for Developing Prefabricated Buildings in Beijing

1. All types of government-subsidized housing, whether or not included in the subsidized housing construction plan, shall adopt prefabricated construction (except those with an above-ground floor area of less than 20,000 square meters). For collective-land rental housing, prefabricated construction is encouraged in accordance with the requirements of the Interim Opinions on Strengthening the Construction Management of Pilot Collective-Land Rental Housing Projects in Beijing (Jing Zhu Bao [2018] No. 14). For enterprise self-held rental housing, prefabricated construction shall be implemented in accordance with the relevant requirements of the land tender, auction and listing documents.

2. Newly approved government-invested buildings shall adopt prefabricated construction. Newly built public buildings such as schools, hospitals, gymnasiums, shopping malls and office buildings are encouraged to give priority to steel structures; among them, newly built government-invested public buildings with a single-building above-ground floor area of 10,000 square meters or more shall adopt steel structures.

3. Through requirements set in the tender, auction and listing documents, commercial housing development projects that obtain state-owned land use rights by tender, auction or listing with an above-ground building scale of 50,000 square meters or more in the six urban districts and Tongzhou District shall adopt prefabricated construction; those that obtain state-owned land use rights with an above-ground building scale of 100,000 square meters or more in other districts shall adopt prefabricated construction. The above-ground building scale of commercial housing development projects shall be based on the project building control scale specified in the land tender, auction and listing documents.

4. Newly built industrial buildings shall adopt prefabricated construction, mainly including factory buildings (machine rooms, workshops) and warehouses.

5. The following newly built building projects within the above implementation scope may be exempt from prefabricated construction:

—— Newly built public building projects with a single-building area of less than 5,000 square meters;

—— Structures and supporting ancillary facilities of construction projects (garbage rooms, power distribution rooms, etc.);

—— Construction projects with special technical conditions that are unsuitable for prefabricated construction (subject to review and demonstration by the Municipal Prefabricated Building Expert Committee and approval by the Office of the Municipal Prefabricated Building Joint Conference).

Shanghai
Notice of the Shanghai Municipal Commission of Housing and Urban-Rural Development on Further Clarifying the Implementation Scope and Related Work Requirements of Prefabricated Buildings (Hu Jian Jian Cai [2019] No. 97)
Except for the scope listed below, all newly built civil buildings and industrial buildings shall be implemented in accordance with prefabricated building requirements.
1. For public building, residential building and industrial building projects whose total above-ground floor area approved in the construction project design scheme reply does not exceed 10,000 square meters, all individual buildings may be exempt from prefabricated construction.
2. For residential buildings taller than 100 meters (excluding 100 meters), the precast ratio of each building shall be no less than 15%, or the prefabrication rate of each building shall be no less than 35%. For buildings with flat roofs or pitched roofs with a slope of no more than 45°, the building height refers to the height from the outdoor ground to the top of the main roof panel (excluding portions projecting locally above the roof); for buildings with pitched roofs with a slope greater than 45°, the building height refers to the height from the outdoor ground to half the height of the pitched roof.
3. Freestanding structures, garbage rooms, supporting equipment rooms, guard rooms and the like within a construction project may be exempt from prefabricated construction.
4. In residential building projects, where the total above-ground floor area of non-residential buildings does not exceed 10,000 square meters and their ratio to the total above-ground floor area of the project does not exceed 10%, freestanding supporting buildings such as sales offices, clubhouses (activity centers) and shops with an above-ground floor area of no more than 3,000 square meters may be exempt from prefabricated construction.
5. In industrial building projects, where the total above-ground floor area of supporting living quarters and supporting R&D buildings does not exceed 10,000 square meters and their ratio to the total above-ground floor area of the project does not exceed 7%, freestanding non-production buildings such as supporting living quarters and supporting R&D buildings with an above-ground floor area of no more than 3,000 square meters may be exempt from prefabricated construction.
6. Construction projects with special technical conditions may apply to adjust the precast ratio or prefabrication rate indicators.

Guangzhou

Notice of the Guangzhou Municipal Bureau of Housing and Urban-Rural Development and the Guangzhou Municipal Bureau of Planning and Natural Resources on Optimizing the Implementation Scope of Prefabricated Buildings

For construction projects that are required by relevant regulations to implement prefabricated construction, the following construction contents may be exempt from prefabricated construction:
1. Freestanding garbage rooms, guard rooms and other supporting equipment rooms;
2. In residential building projects, non-residential freestanding supporting buildings such as community service centers and kindergartens with an above-ground floor area of no more than 3,000 square meters, where their total above-ground floor area does not exceed 10,000 square meters and their ratio to the total above-ground floor area of the project does not exceed 10%;

3. Public building projects in which the single-building area is 5,000 square meters or less (inclusive) and the total above-ground floor area of the project is 10,000 square meters or less (inclusive).

Jiangsu

“Notice on Accelerating the Promotion and Application of Precast Interior and Exterior Wall Panels, Precast Stair Panels and Precast Floor Slabs in New Buildings(Su Jian Ke [2017] No. 43)

1. Newly built hospitals, hotels and office buildings with a single-building area of more than 20,000 square meters, and newly built school buildings of more than 5,000 square meters;

2. Newly built commercial housing, apartments and government-subsidized housing;

3. Standard factory buildings with a single-building area of more than 10,000 square meters.

Shenzhen

Notice of the Shenzhen Municipal Bureau of Housing and Construction on Further Clarifying the Implementation Scope and Related Work Requirements of Prefabricated Buildings, Shen Jian She [2020] No. 1

The following new buildings under the Special Plan may select suitable prefabricated building technologies at their own discretion and are not subject to scoring requirements:
1. Newly built buildings with a single-building area of 5,000 square meters or less;
2. Public supporting facilities built within the construction land that do not occupy independent land (including property service premises, community health service centers, cultural activity rooms, nurseries, kindergartens, bus depots, parking lots, garbage rooms, etc.), and supporting dormitories that are not freestanding buildings;
3. Medical and health buildings other than inpatient departments;
4. Education buildings other than teaching and office buildings;
5. Transportation, municipal and landscaping buildings;
6. Special buildings involving cultural relics, religion, national security and confidentiality.
For single buildings with special technologies, complex shapes or mixed functions that genuinely cannot meet the minimum technical score requirements of the Prefabricated Building Scoring Rules due to technical constraints, an application may be made to adjust the prefabricated building technical scoring requirements in accordance with the Notice.
The following supplementary explanations are made to the Detailed Scoring Rules for Prefabricated Concrete Building Technology in the Shenzhen Prefabricated Building Scoring Rules:
I. Main structural works
(1) For public buildings with a building height of 50 m or less, when Item ② is used to score the technical items for vertical members and horizontal members, the non-precast portions are not required to use prefabricated formwork technology.
(2) For reinforced concrete buildings taller than 150 m and exceeding Grade B height, if the special seismic review for super-tall buildings beyond code limits determines that precast floor slabs would affect structural seismic safety, precast floor slabs may be omitted. In this case, for the horizontal members technical item score, if all non-precast portions use prefabricated formwork technology, 10 points shall be awarded.
(3) For residential buildings with a height of 54 m or less (or 18 stories or fewer) and public buildings with a height of 50 m or less, tool-type scaffolding under the prefabricated construction technical item may be counted as an omitted item.
II. Enclosure walls and interior partition walls
For public buildings with a main building height of 24 m or less, no minimum score is required for the technical item on non-masonry, plaster-free exterior walls.

Zhengzhou

Supplementary Notice of the Zhengzhou Municipal People's Government on Vigorously Promoting the Development of Prefabricated Buildings (Draft for Comments)
Individual buildings within projects that are required to be constructed using prefabricated technology may be exempt from prefabricated technology if they meet any of the following conditions:
(1) Residential buildings taller than 100 meters (excluding 100 meters).
(2) Freestanding structures, garbage rooms, supporting equipment rooms, guard rooms and the like within a construction project.
(3) Freestanding non-residential supporting buildings in residential building projects, such as sales offices, clubhouses (activity centers), kindergartens and shops, that meet all three of the following conditions:
1. The total above-ground floor area of the supporting buildings does not exceed 10,000 square meters;
2. The total above-ground floor area of the supporting buildings does not exceed 10% of the total above-ground floor area of the project;
3. The above-ground floor area of each individual supporting building does not exceed 3,000 square meters.
(4) Projects that cannot meet prefabricated building construction requirements for technical reasons such as seismic resistance, special uses or complex structures.

Jinan

Implementation Opinions of the General Office of the Jinan Municipal People's Government on Reducing Construction Costs, Ji Zheng Ban Fa [2019] No. 1
1. Establish a negative list for prefabricated building projects. Real-economy projects are in principle not subject to mandatory prefabrication ratio indicators; education facility projects such as schools and kindergartens with a building area of less than 5,000 square meters, and public building projects such as commercial and office buildings with a building area of less than 10,000 square meters, are not required to adopt prefabricated construction.
2. Apply prefabricated construction forms in a differentiated manner. Where individual buildings in a construction project exceed the scope stipulated by current national and provincial prefabricated building standards and codes and prefabricated technology is unsuitable, prefabricated construction is not mandatory. For low-rise building projects such as villas and detached office buildings, and projects with special process or functional requirements, an application may be submitted to the competent prefabricated building authority, which will organize expert demonstration to determine whether prefabricated construction shall be adopted.

Kaifeng

“Notice on Further Clarifying the Implementation Requirements of Prefabricated Building Projects in Kaifeng(Bian Zhu Jian Wen [2020] No. 269)

1. With immediate effect, all newly built government-subsidized housing projects with a total floor area of 50,000 square meters or more shall be constructed entirely using prefabricated building technology; residential communities with a total floor area of 50,000 square meters or more shall use prefabricated building technology for more than 50% of construction; public buildings invested by the government or state-owned enterprises, and other public buildings with a total floor area of 20,000 square meters or more, shall be constructed entirely using prefabricated building technology.

2. Schools, hospitals, gymnasiums and the like are encouraged to adopt prefabricated steel structure buildings, and pilot construction of prefabricated steel structure residences shall be advanced; scenic areas, garden landscapes, imitation ancient buildings and the like are encouraged to adopt prefabricated timber structures; light steel structures are encouraged in rural house construction.

3. Freestanding structures, garbage rooms, supporting equipment rooms, guard rooms and the like within a construction project may be exempt from prefabricated construction. For construction projects with special technical conditions, an application may be submitted to the Kaifeng Municipal Leading Group for Promoting Prefabricated Buildings to adjust the precast ratio or prefabrication rate indicators.

Tianjin
“Implementation Plan on Vigorously Developing Prefabricated Buildings

1. By the end of 2017, government-invested projects, government-subsidized housing and public buildings of 50,000 square meters or more shall adopt prefabricated construction, and no less than 30% of the total floor area of newly built commercial housing of 100,000 square meters or more shall use prefabricated construction;

2. From 2018 to 2020, all newly built public buildings that meet the conditions shall adopt prefabricated construction; commercial housing in the central urban area, the core area of Binhai New Area and the Sino-Singapore Eco-City shall all adopt prefabricated construction; government-subsidized housing and commercial housing using prefabricated construction shall achieve a 100% full fit-out ratio;

3. From 2021 to 2025, all new projects on state-owned construction land citywide that meet the conditions shall adopt prefabricated construction.

Dongguan

“Notice on Further Clarifying the Implementation Scope and Related Work Requirements of Prefabricated Buildings in Our City(Dong Jian Jie Neng [2020] No. 4)

1. Before December 31, 2020, plot projects transacted through public land tender, auction or listing and urban renewal projects with a plotable floor area exceeding 100,000 square meters, and government-financed civil building projects exceeding 10,000 square meters, shall implement prefabricated construction. From January 1, 2021, plot projects transacted through public land tender, auction or listing and urban renewal projects with a plotable floor area exceeding50,000 square meters, and government-financed civil building projects exceeding 5,000 square meters, shall implement prefabricated construction.

2. Project owners shall, in compliance with the land use planning conditions, grant contracts, site selection opinions and other documents for the project plot, carry out preliminary project evaluation and organize implementation in accordance with our city's prefabricated building evaluation requirements. During the scheme design and construction drawing design stages, projects shall emphasize modular and standardized research, select structural systems suitable for prefabricated construction, and ensure the feasibility of prefabricated building implementation.

3. The following new buildings within a project may voluntarily explore and select suitable prefabricated building technologies and are not subject to prefabricated building evaluation requirements.

(1) Single buildings with an above-ground floor area of no more than 5,000 square meters within the project construction land.

(2) Public supporting facilities built within the project construction land that do not occupy independent land (including property service premises, facility premises, community service centers, cultural activity rooms, nurseries, kindergartens, bus depots, parking lots, garbage rooms, structures, etc.), and dormitories that are not freestanding buildings.

(3) In health and education projects, buildings other than office buildings and dormitories.

(4) Other transportation, municipal and landscaping buildings, and special buildings involving cultural relics, religion, national security and confidentiality.

4. For single buildings with special construction technologies, complex shapes or mixed functions that genuinely cannot meet the relevant technical evaluation requirements for prefabricated buildings due to technical constraints, the project owner shall, after completion of the project scheme design, prepare the relevant demonstration materials and submit an application to the Municipal Bureau of Housing and Urban-Rural Development; the prefabricated building technical evaluation requirements may be adjusted after expert technical demonstration.

Guangxi

I. Implementation timing of “Three Panels” application projects

1. Newly built government-subsidized housing, commercial housing and dormitory (apartment) buildings within the central urban areas of the four autonomous region prefabricated building pilot cities of Nanning, Liuzhou, Yulin and Hezhou and the contiguous concentrated construction zones adjoining them (the concentrated construction zones are delineated by the pilot cities).

In the four autonomous region prefabricated building pilot cities of Nanning, Liuzhou, Yulin and Hezhou, new projects that obtain land use rights on or after October 1, 2020 and fall within the implementation scope shall fully promote and apply precast stair panels, precast floor slabs and precast interior wall panels, and the use of precast exterior wall panels is encouraged.

Taiyuan

Notice on Further Strengthening the Prefabricated Building Work in Taiyuan, Bing Zhu Jian Zi [2020] No. 82

1. Government-invested projects, including government-subsidized housing, public buildings of more than 20,000 square meters, and municipal infrastructure such as bridges and comprehensive utility tunnels, shall adopt prefabricated construction methods.

2. Commercial housing development projects that obtain state-owned land use rights by tender, auction or listing with an above-ground building scale of 100,000 square meters or more shall fully adopt prefabricated construction.

3. Schools, hospitals, gymnasiums and the like are encouraged to adopt prefabricated steel structure buildings, and pilot construction of prefabricated steel structure residences shall be advanced; scenic areas, garden landscapes, imitation ancient buildings and the like are encouraged to adopt prefabricated timber structures; light steel structures are encouraged in rural house construction.

Hefei

“Notice on Properly Carrying Out the Implementation of Prefabricated Building Projects in Our CityHe Jian Chan Zu Ban [2019] No. 13

1. From January 1, 2020, all newly built government-subsidized housing citywide (including shantytown and urban village renovation, demolition resettlement housing, and rental housing), talent apartments and other residential buildings, and government-invested public buildings with a total floor area greater than 100,000 square meters, shall fully apply prefabricated construction technology. In secondary towns within the key promotion zones and active promotion zones, non-government-invested new projects with a total floor area greater than 200,000 square meters shall adopt prefabricated construction technology. New projects in Binhu Science City (Binhu New District) with a total floor area greater than 100,000 square meters shall adopt prefabricated construction technology. All types of construction projects are encouraged to actively adopt prefabricated construction technology.

2. Civil buildings implementing prefabricated construction technology in the key promotion zones shall achieve a prefabrication rate of no less than 50%; civil buildings implementing prefabricated construction technology in the active promotion zones shall achieve a prefabrication rate of no less than 30%. (See appendix.)

3. Structures within the project plot, supporting ancillary facilities (such as garbage rooms, power distribution rooms and duty rooms), and individual buildings that are genuinely unsuitable for prefabricated construction technology due to special technical conditions or building functions may be exempt. The project owner shall clearly indicate such buildings in the project master site plan, subject to review and confirmation by the natural resources and planning authorities.

Dalian

“Implementation Opinions of Dalian Municipality on Further Promoting the Development of Prefabricated Buildings

1. Government-financed construction projects shall in principle adopt prefabricated building technology. Government-financed public buildings such as schools, hospitals, museums, science and technology museums, exhibition halls and offices, government-subsidized housing projects, municipal works such as bridges, rail transit, roads, comprehensive utility tunnels and tunnels, as well as port and water conservancy projects, shall in principle adopt prefabricated building technology.

2. Non-government-invested construction projects shall be advanced by zone.

(1) Core zone. Newly built residential projects with a total floor area of more than 30,000 square meters and public building projects with a single-building area of more than 5,000 square meters shall fully adopt prefabricated building technology.

(2) Key zone. For newly built residential projects with a total floor area of more than 30,000 square meters, more than 40% of the floor area shall adopt prefabricated building technology; public building projects with a total floor area of more than 30,000 square meters and a single-building area of more than 10,000 square meters shall fully adopt prefabricated building technology.

(3) Active development zone. By 2020, prefabricated buildings shall account for no less than 10% of new buildings. The Municipal Construction Commission shall promote this annually. 3. Industrial buildings. Construction projects that meet the conditions for adopting prefabricated building technology shall actively adopt it.

4. Others. Supporting office, R&D and similar projects with a total floor area of less than 2,000 square meters, as well as structures and supporting ancillary facilities of construction projects (garbage rooms, power distribution rooms, etc.), may be exempt from prefabricated building technology.

(4) Prefabricated building construction standards. The prefabrication rate of prefabricated buildings shall comply with relevant national, provincial and municipal standards and regulations, with a single-building prefabrication rate of no less than 50%. Prefabricated residences must have industrialized full fit-out.

Hainan

“Notice on Matters Concerning the Promotion of Prefabricated Buildings in 2019” Qiong Jian Ke[2019] No. 137

Newly built social-investment building projects shall be implemented according to the following requirements:

(1) For commercial housing projects with a total floor area of 100,000 square meters or more, the proportion constructed using prefabricated methods shall be no less than 50%;

(2) Public buildings with a total floor area of 50,000 square meters or more, or a single-building area of 30,000 square meters or more, shall be constructed using prefabricated methods.  

Sanya

“Notice on Issuing the Work Measures for Promoting Prefabricated Buildings in Sanya in 2019

Scope of mandatory promotion of prefabricated construction:

1. Government-invested projects whose feasibility studies were approved after April 8, 2018.

2. Commercial housing projects with a floor area of 100,000 square meters or more, and public building projects with a total floor area of 50,000 square meters or more or a single-building area of 30,000 square meters or more, whose planning schemes were approved after May 15, 2019.

Jinan

Implementation Opinions of the General Office of the Jinan Municipal People's Government on Reducing Construction Costs

Government-invested projects shall be constructed using prefabricated technology. Newly built public rental housing, shantytown renovation, old village renovation, demolition resettlement housing and other government-subsidized housing projects shall fully implement prefabricated construction.

(1) Real-economy projects are in principle not subject to mandatory prefabrication ratio indicators. The real economy includes industrial projects such as factory buildings.

(2) Education facility projects such as schools and kindergartens with a building area of less than 5,000 square meters, and public building projects such as commercial and office buildings with a building area of less than 10,000 square meters, are not required to adopt prefabricated construction. (3) Where individual buildings in a construction project exceed the scope stipulated by current national and provincial prefabricated building standards and codes and prefabricated technology is unsuitable, prefabricated construction is not mandatory. Baoding

Implementation Plan on Accelerating the Promotion of Green Building Development, Bao Zhu Jian Fa [2020] No. 33

1. Starting from 2020, newly started prefabricated buildings in the central urban area shall account for more than 35% of new construction floor area; in other counties (county-level cities) and Baigou New Town, prefabricated buildings shall account for more than 20% of new construction floor area.

2. All newly built government-subsidized housing projects and government-invested projects within the municipal administrative area shall be constructed entirely using prefabricated methods. All newly built public buildings that meet the conditions shall adopt prefabricated construction. For newly built commercial housing with a floor area of 50,000 square meters or more in the central urban area, the proportion using prefabricated construction shall be no less than 50% of the total floor area; in Zhuozhou, Gaobeidian, Anguo and Baigou New Town, the proportion for newly built commercial housing of 50,000 square meters or more shall be no less than 40% of the total floor area; in other counties, the proportion for newly built commercial housing of 50,000 square meters or more shall be no less than 20% of the total floor area, and prefabricated buildings shall be constructed first (floor area includes phased construction projects).

Yan'an

“Implementation Plan of the General Office of the Yan'an Municipal People's Government on Vigorously Developing Prefabricated Buildings” Yan Zheng Ban Han [2018] No. 7

1. Zoning: The Yan'an urban area (Baota District, New District, High-Tech Zone), Ansai District and Nanliwan Scenic Area are key promotion zones for prefabricated buildings; Ganquan, Zichang and Huangling counties are active promotion zones; the remaining counties are encouraged promotion zones.

2. Project priorities: Government-subsidized housing, shantytown renovation projects, demolition resettlement projects, and newly built (expanded) office, school, hospital and elderly care buildings fully invested by the government or state-owned enterprises shall adopt prefabricated building technology; commercial housing projects with a total floor area of more than 100,000 square meters, and public building projects with a total floor area of more than 30,000 square meters or a single-building area of more than 20,000 square meters, shall adopt prefabricated building technology.

Changchun

Detailed Rules for Further Developing Prefabricated Buildings(Draft for Comments)

I. Before December 31, 2020, the prefabrication rate shall be no less than 30%;

II. Before December 31, 2025, the prefabrication rate shall be no less than 40%;

III. From January 1, 2026, the prefabrication rate shall follow the national requirement of no less than 50%.

IV. [Objectives] The development objectives for prefabricated buildings in our city are as follows:

1. By 2020, newly built prefabricated buildings shall account for more than 20% of new construction floor area;

2. By 2025, newly built prefabricated buildings shall account for more than 30% of new construction floor area.

V. [Government-Invested Projects] Public buildings for office, commercial, service, education and health purposes built with government investment or financing, government-subsidized housing such as affordable housing and low-rent housing, and resettlement housing for village (district) renovation shall use prefabricated construction. Where prefabricated construction genuinely cannot be adopted due to technical, financial or other reasons, approval shall be sought from the Municipal Leading Group for Prefabricated Building Work.

VI. [Social-Investment Projects] Where land use rights are obtained by tender, auction or listing, the prefabricated building requirements are as follows:

1. Residential projects with an above-ground floor area of 50,000 square meters or more, and non-residential building projects with an above-ground floor area of 20,000 square meters or more, shall implement prefabricated construction; buildings implementing prefabricated construction shall account for no less than 30% of the total floor area, and in principle all concrete-structure buildings in such projects shall use precast stairs;

2. For projects with a floor area less than that stipulated in Item 1, in principle all concrete structures in the project shall use precast stairs.

Yantai

“Opinions of the General Office of the Yantai Municipal People's Government on Further Promoting the Development of Prefabricated Buildings in Yantai” Yan Zheng Ban Zi[2019] No. 54

Citywide shantytown renovation resettlement housing, government-invested projects and large public buildings shall be fully constructed in accordance with prefabricated building standards. For government-invested projects, the administrative approval authorities shall review the implementation of prefabricated building requirements in the feasibility study reports of project entities at the project approval stage. For social-investment projects, in principle those with a planned floor area exceeding 50,000 square meters shall have indicators such as the prefabricated building floor area ratio specified in the Real Estate Development Project Construction Conditions Opinion at the land grant stage. For residential projects, on the basis of promoting precast stairs, composite floor slabs and other components, the application of precast components such as precast interior and exterior wall panels, precast flues and precast pipe shafts shall be vigorously promoted.

Depending on actual circumstances, the following types of projects may be exempt from prefabricated construction:

1. Multi-story residential building and public building projects whose total above-ground floor area approved in the construction project design scheme reply does not exceed 1,000 square meters.

2. Freestanding structures, garbage rooms, supporting equipment rooms, guard rooms and the like within a construction project.

3. For shantytown renovation resettlement housing, government-invested projects, large public buildings, and real estate projects with prefabricated building requirements specified in the construction conditions opinion, where prefabrication cannot be adopted due to later technical conditions, special process requirements or functional needs, changes may only be made after review and demonstration by prefabricated building experts.

Chengdu

“Implementation Opinions of the Chengdu Municipal People's Government on Further Promoting the Development of Prefabricated Buildings” (Draft for Comments)

All newly built building construction projects citywide (including civil and industrial building projects) shall in principle be constructed entirely using prefabricated methods, except as follows.

(1) Scope eligible for adjustment

For building construction projects that cannot fully meet prefabricated building construction requirements due to technical reasons such as seismic resistance, beyond-code-limit conditions or special uses, the prefabrication rate may be adjusted as appropriate. The adjustment measures shall be separately formulated by the housing and urban-rural development authorities.

(2) Scope eligible for exemption

1. Building construction projects with a total floor area of less than 10,000 square meters (measured by land parcel; for combined parcels the higher requirement applies, the same below).

2. In building construction projects with a total floor area of 10,000 square meters or more, freestanding supporting buildings with a total floor area of less than 10,000 square meters.

3. Production buildings with special production process requirements in industrial building projects.

IV. Applicable standards

(1) Government-subsidized housing, talent apartments, supporting housing in industrial parks, and government-invested schools, hospitals, office buildings, parking garages and similar projects

Calculated in accordance with the national standard Evaluation Standard for Prefabricated Buildings: the single-building or average prefabrication rate shall be no less than 50%, full fit-out shall be adopted, the main structure portion shall score no less than 20 points, and the enclosure walls and interior partition walls portion no less than 10 points. For projects built in phases, in principle the construction of each phase shall meet the requirements.

(2) Other projects

Calculated in accordance with the current Sichuan Province prefabrication rate calculation method for prefabricated buildings: the single-building or average prefabrication rate shall be no less than 50%, and full fit-out shall be adopted, with the main structure portion scoring no less than 20 points. For projects built in phases, in principle the construction of each phase shall meet the requirements.

For building construction projects that have already obtained land, the original prefabricated building construction requirements shall in principle remain unchanged; where the project planning and design conditions or the land grant (or allocation) procedures change, the corresponding requirements for newly obtained land projects shall apply.

Chenzhou

Notice on Promoting the Development of Prefabricated Buildings in Our City, Chen Jian Fa [2020] No. 31

The Notice specifies that the following projects shall adopt prefabricated construction and meet the prefabrication rate requirements of the Hunan Green Prefabricated Building Evaluation Standard: newly built (renovated or expanded) social-investment construction projects with a building height below 100 meters, including public buildings, ordinary buildings, apartment buildings, collective dormitories and detached residences; government-invested government-subsidized housing, schools, hospitals, scientific research buildings, government office buildings, hotels, comprehensive buildings, industrial factory buildings and similar projects shall be constructed entirely using prefabricated technology (except those with specialized engineering technical requirements); and municipal public facility projects suitable for factory precasting, such as underground comprehensive utility tunnels, urban roads, municipal bridges and auxiliary landscaping facilities.

The Notice requires that commercial housing development projects in the city's central urban area with a total floor area of 80,000 square meters or more must be constructed using prefabricated technology; for commercial housing projects developed in phases, the proportion of prefabricated buildings in each phase shall be no less than 40% of the plotable floor area. In counties (county-level cities), commercial housing development projects with a total floor area of 50,000 square meters or more must be constructed using prefabricated technology; for phased commercial housing projects, the proportion of prefabricated buildings in each phase shall be no less than 30% of the plotable floor area.

Hunan

Hunan Department of Housing and Urban-Rural Development Issues Document to Further Promote the Development of Prefabricated Buildings

I. When the construction administration authorities of the central cities of each prefecture-level city review and approve newly built building projects at their level, the following projects should adopt prefabricated construction:

1. Residential buildings: including ordinary housing, apartment buildings, collective dormitories and detached residences.

2. Public buildings: including offices, teaching buildings, hospitals, hotels, office buildings, etc., as well as large-span public buildings suitable for steel structures.

3. Industrial buildings: including standard factory buildings and warehouses.

4. Municipal public facility projects suitable for factory precasting, such as urban metro segments, underground comprehensive utility tunnels, urban roads, municipal bridges and auxiliary landscaping facilities.

Government-invested projects listed above shall adopt prefabricated construction. Localities may, in accordance with the objectives and tasks specified by the Provincial People's Government, determine the specific regional scope and proportion of new buildings for which other investment entities shall implement prefabricated construction.
