Zhejiang Province Work Plan for “AI+” in Housing and Urban-Rural Development (2025-2027) Released

Work in housing and urban-rural development is linked on one side to people's livelihoods and on the other to development. Artificial intelligence has broad application prospects and can inject strong momentum into the quality improvement and upgrading of traditional industries, revitalizing them. Against the backdrop of the full implementation of the “AI+” initiative, the Provincial Department of Housing and Urban-Rural Development recently issued the Zhejiang Province Work Plan for “AI+” in Housing and Urban-Rural Development (2025-2027) (hereinafter referred to as the Plan). It aims to guide the housing and urban-rural development system across the province in accelerating the innovative application of AI, cultivating and developing new quality productive forces, promoting industrial transformation and upgrading, and driving the high-quality development of housing and urban-rural development undertakings province-wide.


Part.01

Overall Requirements

The Plan focuses on the key fields and critical links of the housing and urban-rural development sector, and proposes implementing the “AI + Housing and Urban-Rural Development” action, and building a “512N” work system covering 5 major fields — urban construction, building construction, housing, regulation, and services — together with 12 key application scenarios and N innovative practice cases. It advances in an integrated manner the AI-enabled transformation and upgrading of industries, the transformation of production efficiency, and the improvement of regulatory and service effectiveness, providing strong support for the modernization of the governance capacity and governance system of our province's housing and urban-rural development sector.


By 2025:

Consolidate a unified provincial data foundation for the housing and urban-rural development sector, and take the lead in forming a batch of innovative practice cases in fields such as intelligent Q&A on urban renewal and building construction, smart housing provident fund services, intelligent monitoring of water supply quality, smart early warning of urban waterlogging, and smart home decoration design.


By 2026:

Establish and improve standards and codes, resource catalogs, and corpus systems, and drive AI development across the 5 major fields and 12 key application scenarios to achieve initial results.


By 2027:

The development of key application scenarios achieves remarkable results, and an application ecosystem, policy standards, technical collaboration, and mechanism innovation system for “AI + Housing and Urban-Rural Development” are basically formed.


Part.02

Key Tasks

The Plan sets out 13 concrete measures across 5 major fields, namely “building smart cities, developing smart construction, and creating smart residential communities, strengthening smart regulation, and developing smart services”.


Strengthening Smart City Development   Building Safe and Resilient Cities

First, implement the smart construction and renovation of municipal infrastructure. Focusing on hidden risks and problems in water supply, sewage, gas, waterlogging, and bridge and tunnel structures, accelerate the deployment of IoT monitoring facilities to enhance sensing capabilities. Encourage qualified enterprises to develop and apply specialized intelligent inspection equipment in fields such as gas, urban roads, and water supply and drainage.

Second, build an AI agent for urban operation safety early warning. By 2027, AI technology will be applied to assist with water supply quality analysis, gas cylinder circulation analysis, and profiling of sewage system operating conditions.

Third, implement smart urban management. By 2027, the four categories of AI scenarios — “construction waste”, “household waste”, “sanitation and cleaning”, and “city appearance regulation” — will be applied to the fullest extent appropriate in urban governance.


Developing Smart Construction   Reshaping the Production Paradigm of the Construction Industry

First, implement AI-assisted design. Steadily advance the replacement of the traditional 2D CAD flat-drawing design model with 3D BIM forward design, and build an intelligent review and management system for electronic construction drawings, so that by 2027 the AI-assisted review rate for mandatory provisions on fire safety and structural safety reaches over 80%.

Second, develop smart construction cost management. Build a “Construction Cost AI Assistant” agent and develop specialized intelligent tools for material prices, cost indicators, fee calculation, and consumption quota standard management. By 2026, realize more than 5 application scenarios such as intelligent Q&A on construction costs, document parsing, and report generation.

Third, advance intelligent building construction. At the provincial level, develop application scenarios for precast component production data analysis and intelligent quality supervision, and promote their application in over 90% of the province's key precast component production enterprises by 2027. Localities should promote the integration and innovative application of equipment such as automated construction machinery, construction robots, and three-dimensional (3D) printing, and cultivate smart construction industrial clusters. By 2027, the province will foster 10 technology support companies in the construction industry, and engineering construction projects applying smart construction technologies will account for over 30%.


Creating Smart Residential Communities   Co-creating a Better New Life

First, research, develop, and promote smart homes. Guide relevant enterprises in building home decoration design AI agents, achieving a usage coverage rate of over 50% in the home decoration design industry by 2027. Support relevant enterprises in developing smart home scenarios for kitchens and dining, entertainment, water use, and security, and create more than 100 smart home scenario showcases across the province by 2027.

Second, advance the smart upgrading of communities. In combination with the development of future communities, integrate smart community services through multi-domain collaboration. Encourage property service enterprises to deploy systems such as smart access control, smart parking, and intelligent security, thereby improving the effectiveness of property service management. By the end of 2027, more than 1000 residential communities featuring “smart property service scenarios” will be developed.


Strengthening Smart Regulation   Exploring New Models for Industry Management

First, deepen smart regulation of the construction market. At the provincial level, develop and build AI application scenarios such as compliance checking of tender documents and AI-assisted bid evaluation; develop precise pre-bid queries of enterprise credit and profiles; and implement real-time full-chain post-bid credit monitoring and early warning.

Second, promote intelligent supervision of engineering projects under construction. Conduct intelligent inspection of high-risk projects involving major hazardous works, build a three-dimensional site sensing network, and intelligently monitor safety hazards. Promote smart wearable devices to monitor and issue real-time warnings on the condition and behavior of workers, achieving full coverage of newly commenced building construction projects with a floor area of over 10,000 square meters by 2027.

Third, promote smart management of rural housing and rural pollution. Sort out the knowledge graph for the rural pollution treatment field and build a “Rural Pollution Treatment AI Assistant” agent to empower grassroots management work. By 2027, establish a province-wide IoT sensing network for rural pollution treatment facilities and expand network coverage in line with local conditions.


Developing Smart Services   Raising the Overall Level of Convenience and Benefit for the Public

First, optimize smart government services. Centering on high-frequency service matters, build intelligent customer service supporting multimodal voice and text interaction to provide around-the-clock policy consultation, business guidance, and pre-review of materials. By 2026, achieve full coverage of intelligent customer service in housing provident fund centers across the province. By 2027, extend the application to cover more than 50% of provincial-level approval matters. At the provincial level, collect in full the laws and regulations, rules and systems, policy documents, and business knowledge of the housing and urban-rural development sector, and strengthen the sector's knowledge base so that by 2027 it covers more than 90% of business scenarios in the field.

Second, advance smart archives management. Encourage urban construction archives across localities to establish engineering archives service agents that provide whole-process engineering archive services to project owners. Promote the use of AI to automatically review archive utilization certification materials and provide intelligent archive query services.


Part.03

Safeguard Measures

To ensure the steady and orderly advancement of the “AI + Housing and Urban-Rural Development” action, the Plan specifies the following:

First, establish a province-wide coordination mechanism for “AI + Housing and Urban-Rural Development”, define annual goals and construction tasks, and implement checklist-based dynamic management of key tasks.

Second, encourage higher education institutions, research institutes, and enterprises to jointly form “AI+” technology innovation consortia, and support leading and backbone construction enterprises in establishing provincial-level science and innovation platforms, so as to drive breakthroughs in core “AI+” technologies and the deep integration of industry, academia, and research.

Third, improve and refine the AI safety management system, and strengthen the protection and management of sensitive data.

Fourth, incorporate “AI + Housing and Urban-Rural Development” as an important element of the comprehensive deepening of reform in the province's housing and urban-rural development sector; organize “AI + Housing and Urban-Rural Development” open-call challenge programs; encourage construction authorities at municipal and county levels as well as enterprises and public institutions to actively innovate and explore; and have the Provincial Department of Housing and Urban-Rural Development regularly release innovative practice cases for replication and promotion across the province.
