To promote the transformation and quality improvement of construction methods in Sichuan Province's construction industry, advance the industrialization, digitalization, and greening upgrade of the construction industry, and build an upgraded version of “Sichuan Construction,” the Department of Housing and Urban-Rural Development of Sichuan Province recently solicited public comments on the Opinions on Accelerating the Whole-Industry-Chain Development of New Construction Methods (from July 10, 2025 to July 20, 2025).

The document proposes that by the end of 2030, the following main goals will be achieved:

1. Basically establish a policy system adapted to the whole-industry-chain development of new construction methods, accelerate the application of industrialized, digital, and green technologies and measures throughout the full life cycle of engineering construction, continuously strengthen the industrial chain's support capacity, and markedly improve construction standards.

2. Promote newly started prefabricated buildings to account for more than 50% of new buildings, with a prefabrication rate of no less than 50% for individual buildings; Grade A concrete and Grade AA steel structure prefabricated building projects to reach more than 20%; comprehensively promote green construction, with more than 50% of large and medium-sized projects adopting smart construction. Promote the adoption of prefabricated construction technologies in engineering fields such as transportation and water conservancy, and increase the application proportion of precast components and integrated parts and components.

3. Relying on the Chengdu Plain Economic Zone to build a provincial-level construction industry headquarters park, incubate a batch of industrial chain “chain leader” enterprises integrating design, production, construction, smart equipment manufacturing, and digital software R&D, and develop a batch of high-quality industrial chain products. Support qualified cities (prefectures) in integrating regional resources to build circles and strengthen chains, and lay out a batch of industrial function parks led by the construction industry ecosystem.

It emphasizes improving new construction capabilities as a key priority.Accelerate the enhancement of the whole-process system solution capabilities of BIM technology in design schemes, construction drawing detailed design and review, cost analysis, schedule control, quality management, component production, and O&M management. Vigorously promote the application of smart construction technologies and products such as smart construction equipment, smart monitoring equipment, and construction robots.Coordinate the systematic assembly of the main structure, exterior enclosure walls and interior partition walls, and fit-out and M&E pipelines of prefabricated buildings, and explore the application of cutting-edge technologies such as integrated technology and modular construction. To thoroughly implement the decisions and deployments of the Provincial Party Committee and the Provincial Government on building a “construction powerhouse province,” to promote the transformation and quality improvement of construction methods in our province's construction industry, advance the industrialization, digitalization, and greening upgrade of the construction industry, and build an upgraded version of “Sichuan Construction,” our Department has taken the lead in drafting the Opinions on Accelerating the Whole-Industry-Chain Development of New Construction Methods (Draft for Comments) (see the attachment for details), and now solicits public comments from society. Due to the urgency of the situation, the comment period runs from July 10, 2025 to July 20, 2025. Relevant organizations and individuals with revision suggestions may send scanned copies of written materials to the Construction Management Division of our Department during the public comment period. Feedback from organizations must bear an official seal and provide contact information; feedback from individuals must be signed and provide genuine contact information.

To the Housing and Urban-Rural Development Bureaus (Commissions), Development and Reform Commissions, Bureaus of Economy and Information Technology, Education Bureaus, Science and Technology Bureaus, Finance Bureaus, Human Resources and Social Security Bureaus, Natural Resources Bureaus, Transportation Bureaus, Water Resources Bureaus, Administrations for Market Regulation, Tax Bureaus, and Central Sub-branches of all cities (prefectures):

To thoroughly implement the decisions and deployments of the Provincial Party Committee and the Provincial Government on building a “construction powerhouse province,” to cultivate and develop new quality productive forces in the construction industry in light of local conditions, accelerate the transformation of new construction methods, vigorously develop smart construction and prefabricated buildings, promote the industry to “string beads into chains, gather chains into clusters, and build clusters into momentum,” form a pattern of chain-style industrial agglomeration and coordinated development, promote the industrialization, digitalization, and greening transformation of the construction industry, and build an upgraded version of “Sichuan Construction,” the following opinions are hereby put forward on accelerating the whole-industry-chain development of new construction methods.

I. Development Goals

By the end of 2030, the following main goals will be achieved.

1. Basically establish a policy system adapted to the whole-industry-chain development of new construction methods, accelerate the application of industrialized, digital, and green technologies and measures throughout the full life cycle of engineering construction, continuously strengthen the industrial chain's support capacity, and markedly improve construction standards.

II. Key Tasks

(1) Strengthen scientific, technological, and industrial innovation. Give play to the role of enterprises as the main body of scientific and technological innovation, and encourage enterprises to take the lead in establishing national-level (provincial-level) engineering research centers, technology innovation centers, key laboratories, and other innovation platforms. Centering on the scientific and technological R&D of chain segments such as digital design software, building parts and components, smart construction equipment, automated construction machinery, smart quality and safety supervision equipment, smart O&M platforms, and the construction industry internet, achieve breakthroughs in a batch of core technologies for the whole industry chain of new construction methods, and enhance the service support capacity and engineering technological innovation of industrial chain enterprises. (2) Enhance the supply capacity of the industrial chain. Based on regional economic advantages and oriented toward industry development, cultivate, transform, restructure, and introduce a batch of high-quality new construction industrial chain enterprises to serve as “chain leaders and sub-chain leaders,” driving the coordinated development of chain leader enterprises and “specialized, refined, distinctive, and innovative” enterprises. Enhance the supply capacity of upstream and downstream industrial chains such as digital survey, digital design, smart production, smart construction, smart O&M, the construction industry internet, and green building materials, shore up the weak links of the industrial chain, improve the key links of the industrial chain, and promote the integrated, clustered, and convergent development of the whole industry chain of new construction methods. (3) Expand the application of whole-chain achievements. Based on the full life-cycle management of building products, vigorously promote the application of industrialized, digital, and green technologies and measures in engineering fields such as housing construction, municipal engineering, transportation, and water conservancy. Promote the construction of a batch of safe, green, and smart good houses and good projects, select a batch of demonstration projects with a certain scale and basic conditions, and promote the development and application of whole-chain technologies and products. (4) Improve the industrial chain standards system. Support institutions of higher learning, research institutes, and backbone enterprises in improving the technical requirements for building materials, parts and components, construction equipment, industrial internet platforms, and the like around the whole industry chain of new construction methods, and in building a system of construction and application standards for the full life cycle of projects. Support “chain leader” backbone enterprises in forming industrial chain innovation consortia, collaborating with upstream and downstream industrial chain enterprises to formulate high-level group and enterprise technical standards, supporting the gradual transformation of group and enterprise standards into national standards, and stimulating whole-industry-chain enterprises to enhance their innovation vitality. (5) Improve new construction capabilities. Actively promote the construction of a three-tier building industry internet platform covering projects, enterprises, and government. Accelerate the enhancement of the whole-process system solution capabilities of BIM technology in design schemes, construction drawing detailed design and review, cost analysis, schedule control, quality management, component production, and O&M management. Vigorously promote the application of smart construction technologies and products such as smart construction equipment, smart monitoring equipment, and construction robots. Coordinate the systematic assembly of the main structure, exterior enclosure walls and interior partition walls, and fit-out and M&E pipelines of prefabricated buildings, and explore the application of cutting-edge technologies such as integrated technology and modular construction. (6) Promote general contracting for construction projects. Actively promote government- and state-owned-fund-invested housing construction and municipal projects to give priority to the general contracting construction model and new construction methods, and support localities in specifying, in light of local conditions, the annual proportion of projects implementing general contracting and new construction methods. Encourage socially invested projects to adopt the general contracting construction model. Actively promote Grade A and above prefabricated buildings to adopt general contracting and smart construction. Encourage design, supervision, and other enterprises to develop whole-process engineering consulting through mergers, acquisitions, and restructuring, and cultivate a batch of general contracting enterprises capable of solving whole-process construction problems in engineering projects. (7) Strengthen whole-industry talent cultivation. Establish a “colleges + bases + construction sites” training mechanism for new construction industrial workers, encourage construction enterprises to carry out school-enterprise cooperation to innovate talent cultivation models, support construction-related colleges and universities in adding majors related to smart construction and prefabricated buildings, and accelerate the cultivation and expansion of a batch of whole-industry-chain professional talent teams covering equipment manufacturing, software development, design, production, construction, management, and O&M. Further improve the talent team system, innovate the introduction and cultivation of leading talents in the new construction industrial chain, cultivate high-quality skilled talents such as master craftsmen of the nation, and continuously foster the ranks of industrial workers in the new era. (8) Strengthen policy support. Implement preferential policies in taxation, land, science and technology, talent, and other aspects to support the whole-industry-chain development of new construction methods. Provide support to enterprises that transform, upgrade, or are introduced into the new construction industrial chain, promote the inclusion of industrial chain enterprises within the scope of support for green finance and carbon-neutral bonds, and encourage financial institutions to grant special loans to industrial chain enterprises. Enterprises that purchase and use smart construction-specific equipment shall enjoy preferential tax policies in accordance with regulations. Include smart construction-related equipment and software within the key solicitation scope of the guiding catalog for the promotion and application of the first set of major technical equipment and the first version of software. III. Safeguard Measures

Relevant provincial-level departments shall, in accordance with their functions and responsibilities, improve the coordinated implementation mechanism for accelerating the whole-industry-chain development of new construction methods, and do well in policy coordination and resource allocation. Relevant city (prefecture) departments shall, according to their division of responsibilities, strictly fulfill their principal responsibilities and clarify task goals, work requirements, and implementation pathways. Strengthen publicity and guidance, enhance the summary of experiences in promoting whole-industry-chain development, and form a batch of replicable and promotable experiences, practices, and typical cases.
