To the housing and urban-rural development departments of all provinces, autonomous regions, and municipalities directly under the Central Government, the Beijing Municipal Commission of Planning and Natural Resources, and the Housing and Urban-Rural Development Bureau of the Xinjiang Production and Construction Corps:
In order to implement the requirements of the Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Promoting the Construction of New Urban Infrastructure and Building Resilient Cities and other documents, accelerate the application of smart construction technologies throughout the whole life cycle of engineering construction, and promote the high-quality development of the construction industry, the Ministry of Housing and Urban-Rural Development has organized the compilation of the Smart Construction Technology Guidelines (Trial). They are hereby issued to you; please refer to them and implement them in light of actual conditions.
