MOHURD General Office Reports on the 2024 Work of Smart Construction Pilot Cities

To the housing and urban-rural development departments of all provinces and autonomous regions, the housing and urban-rural development (management) commissions of all municipalities directly under the Central Government, and the Housing and Urban-Rural Development Bureau of the Xinjiang Production and Construction Corps:

In order to implement the guiding principles of the National Housing and Urban-Rural Development Work Conference, and in accordance with the arrangements set out in documents such as the Guiding Opinions on Promoting the Coordinated Development of Smart Construction and Building Industrialization (Jian Shi [2020] No. 60) issued by MOHURD and other departments, the 2024 work progress of the smart construction pilot cities (hereinafter referred to as the pilot cities) is hereby reported as follows.

In 2024, the 24 pilot cities attached great importance to the work and acted proactively, accelerating the implementation of various supporting policies, vigorously expanding the application scenarios of pilot projects and exploring the cultivation of new smart construction industries. They achieved positive progress and results and played a leading and demonstrative role in promoting the transformation and upgrading of the construction industry and in improving quality and efficiency. Following self-assessment by the pilot cities, mutual assessment among the pilot cities and review by a panel of industry experts, Suzhou, Shenzhen, Beijing, Xiamen, Changsha, Taizhou, Qingdao and Wuhan — these 8 pilot cities have focused on building the policy and industrial systems for developing smart construction, guiding and supporting the clustered development of backbone smart construction enterprises and technology companies in niche fields, and giving rise to a batch of new products, new business forms and new models such as digital design, smart production, smart construction, intelligent O&M, construction robots and the building industry internet. Their overall performance was excellent and they are hereby commended. The other 16 pilot cities all successfully completed their 2024 work plans and their work performance was generally good; among them, Guangzhou, Chengdu, Chongqing, Baoding and Nanjing clearly accelerated their work progress compared with 2023, achieving phased results in areas such as developing prefabricated buildings, strengthening the digital supervision of engineering projects, supporting research and development of key common technologies, promoting practical technologies that benefit the public, and planning and building industrial parks, and forming distinctive local characteristics.

The year 2025 is the final year of the smart construction pilot programme. All pilot cities must further deepen their understanding, conscientiously implement the arrangements of the National Housing and Urban-Rural Development Work Conference, give full play to the guiding role of policy, effectively stimulate the innovative vitality of market entities, and drive all tasks firmly to the ground so as to ensure that the pilot tasks are completed on schedule. At the same time, they must carefully summarize the pilot work and systematically put forward a set of replicable and scalable experience models, promoting smart construction on a wider scale and forging new drivers and new strengths for building a modernized building industry chain and advancing high-quality development.
