Recently, the official website of MOHURD published the reply to Recommendation No. 6704 of the Third Session of the 14th National People’s Congress, submitted by Deputy Jiang Difei regarding the high-quality transformation and development of the construction industry: 1. Explore tendering and bidding policies adapted to new construction methods; 2. In 2024, the Standard for Bill of Quantities Pricing of Construction Works (GB/T50500-2024) was issued, adding the Building Information Modeling Application chapter, encouraging both the employer and the contractor to use Building Information Modeling (BIM) technology for measurement and pricing, to improve efficiency and achieve the reasonable determination of full-lifecycle project construction cost and effective cost control. 3. Incorporating emerging construction occupations such as “Building Information Modeling Technician” and “Prefabricated Building Construction Worker” into the Occupational Classification Dictionary of the People’s Republic of China (2022 Edition); promulgating national occupational skill standards for prefabricated building construction workers, etc., and organizing the formulation of relevant industry occupational standards; organizing the compilation of the Guideline for the Development and Implementation of Enterprise Practice Programs for Teachers of Civil Engineering and Architecture Majors in Vocational Education, strengthening industry-education integration, and promoting school-enterprise cooperation and the cultivation of “dual-qualified” teaching talents.

We have received your recommendation on the high-quality transformation and development of the construction industry. Our reply is as follows:

We agree with your analysis and recommendations on the high-quality transformation and development of the construction industry. New construction methods such as smart construction, green construction, and prefabricated building are important means to promote the transformation and upgrading of the construction industry. They are conducive to further stimulating the vitality of the construction market and promoting the high-quality transformation and development of the construction industry.

I. On the Tendering and Bidding System

In recent years, our ministry has actively promoted new construction methods such as smart construction and explored a tendering and bidding system adapted to them. First, smart construction pilots were launched in 24 cities including Beijing, Shenzhen, Suzhou, and Changsha, guiding each pilot city to cultivate a group of EPC enterprises with smart construction system solution capabilities. Among them, some pilot cities have actively explored the promotion of the prefabricated building EPC model. Second, in cooperation with the National Development and Reform Commission, we have advanced the revision of the Tendering and Bidding Law and explored tendering and bidding policies adapted to new construction methods. Meanwhile, our ministry is actively advancing the revision of the Construction Law, organizing a major research campaign on the revision of the Construction Law, and conducting in-depth research on relevant measures to promote the development of new-type building industrialization.

As the next step, our ministry will accelerate the revision of the Construction Law, intending to include content on new construction methods such as smart construction, green construction, and prefabricated building in the revision, so as to provide legal and institutional guarantees for the high-quality transformation and development of the construction industry. At the same time, we will actively cooperate with the National Development and Reform Commission to advance the revision of the Tendering and Bidding Law, continuously improve the tendering and bidding policy system, and accelerate the coordinated development of smart construction and building industrialization.

II. On Construction Cost

In recent years, our ministry has actively promoted the market-oriented reform of construction cost and broken through the limitations of the traditional pricing model. First, we issued the Notice on Printing and Distributing the Work Plan for Construction Cost Reform (Jianbanbiao [2020] No. 38), promoting a project pricing method of bill-of-quantities measurement, market price inquiry, independent quoting, and competitive pricing, and further improving the market-oriented formation mechanism of construction cost. Second, we gradually stopped issuing budget consumption quota standards, and in 2023 abolished 24 volumes of nationally unified consumption quota standards, including the Consumption Quota Standard for Building and Decoration Works, the Consumption Quota Standard for General Installation Works, and the Consumption Quota Standard for Municipal Works, reducing the impact of government-issued consumption quota standards on pricing. Third, we issued the Investment Estimation Indicators for Prefabricated Building Works, the Investment Estimation Indicators for Urban Rail Transit Works, the Investment Estimation Indicators for Urban Underground Utility Tunnel Works, and the Investment Estimation Indicators for Sponge City Construction Works, optimizing the issuance and dynamic management of pricing bases. Fourth, in 2024 we revised and issued 9 calculation standards including the Standard for Calculation of Quantities of Building and Decoration Works (GB/T50854-2024), updated the bill-of-quantities items for precast components, and added a chapter on prefabricated precast concrete components to the Building and Decoration Works volume, facilitating the pricing of prefabricated buildings. Fifth, in 2024 we studied, formulated, and issued the Standard for Bill of Quantities Pricing of Construction Works (GB/T50500-2024), adding a chapter on Building Information Modeling application, encouraging both the employer and the contractor to use Building Information Modeling (BIM) technology for measurement and pricing, improving efficiency, and achieving the reasonable determination of full-lifecycle construction cost and effective cost control.

As the next step, our ministry will continue to advance the market-oriented reform of construction cost, intensify the publicity and implementation of the Standard for Bill of Quantities Pricing of Construction Works and the 9 calculation standards for quantities of works, and ensure a smooth transition.

III. On Construction Quality Control

At present, our ministry is promoting pilot work on the construction quality insurance system in various regions, and a batch of operable and implementable practical experience has been formed. For example, Shanghai organized the development of a construction quality insurance information platform, integrating multiple insurance functions into unified platform management; Hangzhou used “whole-process insurance” to cover post-delivery repairs of projects and introduced third-party risk control institutions for full-cycle involvement; Shenzhen promoted the “insurance + service” model and required compulsory insurance for some major projects.

As the next step, our ministry will continue to guide local authorities to actively explore the construction quality insurance system, promote replicable experience, and further improve the quality risk control system for buildings.

IV. On Professional Education and Training

Around the transformation and upgrading of the construction industry, the Ministry of Education added majors such as Building Strengthening and Repair Technology and Prefabricated Interior Fit-out Technology to the Catalogue of Majors in Vocational Education, and issued new teaching standards for 21 majors including Prefabricated Building Construction, Building Intelligent Engineering Technology, and Building Engineering, guiding relevant schools to improve their talent cultivation programs in accordance with the needs of the transformation and upgrading of the construction industry.

Our ministry cooperated with the Ministry of Human Resources and Social Security in revising the national Occupational Classification Dictionary, incorporating emerging construction occupations such as “Building Information Modeling Technician” and “Prefabricated Building Construction Worker” into the Occupational Classification Dictionary of the People’s Republic of China (2022 Edition); promulgated national occupational skill standards for prefabricated building construction workers, etc., and organized the formulation of relevant industry occupational standards; organized the compilation of the Guideline for the Development and Implementation of Enterprise Practice Programs for Teachers of Civil Engineering and Architecture Majors in Vocational Education, strengthened industry-education integration, and promoted school-enterprise cooperation and the cultivation of “dual-qualified” teaching talents.

As the next step, the Ministry of Education will continue to strengthen major setup, advance talent cultivation reform, sort out the talent demand list for the new-type construction industry, support various regions and schools in building construction-related majors according to local conditions, and improve the precision of the supply of construction professionals; further support the development of high-quality teaching resources for construction-related majors, guide vocational colleges to innovate talent cultivation models in line with the needs of the transformation and development of the construction industry, promptly revise talent cultivation programs, dynamically update course teaching content, and improve the quality of talent cultivation for construction-related majors. Our ministry and the Ministry of Human Resources and Social Security will work in synergy, continuously strengthen the continuing education of professional and technical personnel in the construction industry, actively promote the inclusion of content related to new-type building industrialization into the industry talent cultivation system, promote industry-education integration, and support the high-quality transformation and development of the construction industry.
