Implementation Opinions on Promoting the Application of Building Information Modeling Technology    

Building Information Modeling (hereinafter referred to as "BIM") technology is an important means of promoting the industrialization and digital transformation of the construction industry, and an urgent need for adapting to the new round of industrial revolution and developing new quality productive forces. In order to implement the Overall Layout Plan for Building a Digital China of the CPC Central Committee and the State Council, the Overall Layout Plan for Building "Digital Housing and Urban-Rural Development" of the Ministry of Housing and Urban-Rural Development (MOHURD), and the Action Plan for Accelerating the High-Quality Development of the Digital Economy in Anhui Province (2024-2026), and to accelerate the application of building information modeling technology in our province, enhance urban functional quality and vitality, and improve the level of urban planning, construction and governance, these implementation opinions are formulated.
I. Main Objectives
         
Through three years of in-depth advancement, supporting policies, standards and a market environment suitable for BIM technology application will be formed; major design, construction and consulting service organizations in our province will generally possess BIM technology application capabilities, and the level of BIM technology application will be significantly improved.By the end of 2027, BIM technology will be widely applied in above-scale building, municipal, transport and water conservancy projects in our province, the application of BIM technology across the whole building life cycle and in smart city construction and management will be gradually deepened, and economic and social benefits will be significantly enhanced.
II. Key Tasks
         
(1) Promote Application
From February 1, 2025, BIM technology shall be fully applied in the design and construction of all newly approved government-invested large public buildings, underground garages larger than 10,000 square meters, three-star green buildings, prefabricated buildings and utility tunnels in our province; from January 1, 2026, BIM technology shall be fully applied in the design and construction of all newly approved large public buildings, underground garages larger than 10,000 square meters, two-star and above green buildings, prefabricated buildings, utility tunnels, rail transit projects, urban interchanges, national expressways and large water conservancy hub projects in our province; from January 1, 2027, BIM technology shall be comprehensively applied in newly approved large building and municipal projects, large transport and water conservancy projects, etc. in our province, promoting the application of BIM technology throughout the whole building life cycle.
(2) Strengthen Process Supervision
1. Strengthen preliminary approval. Project organizations shall propose a BIM technology application plan in the project feasibility study report, and separately allocate funds for BIM application, review and other costs in the design estimate. Housing and urban-rural development departments may submit the BIM application requirements of projects to natural resources departments for inclusion in the land use list.
2.Improve bidding and tendering. Improve the model texts of tender documents. For construction projects that should apply BIM technology, the tender documents shall specify the scope, depth, delivery standards and specific requirements of BIM technology application and include them as bid evaluation factors, and the bid documents shall respond substantively. Bidding with BIM models is encouraged, and BIM-based bid evaluation will be explored.
3. Strengthen construction drawing review.Construction drawing review agencies shall review the BIM technology application content of projects with reference to the Application Guide for Building Information Modeling DB34/T 4714-2024, and include the review opinions in the joint review opinion of construction drawing design documents. Construction administrative authorities shall strengthen supervision and inspection of the review quality of construction drawing review agencies.
4. Strengthen completion acceptance. The project owner shall organize the acceptance of the project BIM application results, ensure that the as-built BIM model is consistent with the physical works, andadd acceptance opinions on BIM application results to the completion acceptance report, and engineering quality supervision departments shall strengthen supervision and guidance.The BIM as-built deliverables and acceptance opinions shall be handed over to the urban construction archives as project archive materials.
5. Strengthen government supervision. Relevant government authorities shall conduct spot checks on the implementation of BIM technology application, and for projects that do not meet application requirements, the relevant organizations shall be ordered to rectify within a time limit. BIM data security management shall be strengthened to safeguard the information security of urban infrastructure, lifeline projects and major projects.
(3) Implement Principal Responsibilities
1. Project owners. The project owner shall specify the BIM technology application requirements of the project in the engineering design and engineering general contracting contracts, organize the preparation of the BIM technology application plan, and clarify the objectives, scope, standards and other content of BIM technology application.The project owner shall implement BIM technology application at all construction stages, realize information transmission and sharing across stages, control the quality of BIM deliverables, ensure consistency between drawings and models and between the physical works and models, and create conditions for applying BIM technology in O&M management.
2. Survey organizations. Survey organizations shall establish BIM-based engineering survey processes and working modes, build visual engineering survey models, carry out BIM-based numerical simulation and spatial analysis, and realize visual management and information sharing of the survey process and survey results.
3. Design organizations. Design organizations shall establish BIM-based collaborative design and management modes, promote BIM forward design, and apply BIM technology to carry out drawing-model checking, integrated pipeline coordination scheme design, visualization and other work to ensure consistency between drawings and models.
4. Drawing review organizations. Drawing review organizations shalluse BIM technology to assist the review of construction drawing design documents, and include review opinions in the joint review opinion of construction drawing design documents. Consistency review between drawings and models, review of BIM technology application results and digital archiving shall first be realized for building construction projects, and BIM-assisted review shall be gradually promoted for all types of construction projects.
5. Construction contractors. Construction contractors shall deepen and build construction BIM models based on the construction drawing BIM models, and use the BIM models to carry out joint drawing review, construction site layout, construction process simulation, construction scheme optimization, construction schedule and cost control, smart construction site development and other activities.
6. Component manufacturers. Component manufacturers shall establish standardized BIM component libraries, apply BIM technology in the production of parts and components according to procurement requirements, and use information technologies such as the Internet of Things to establish BIM-based component production management systems to improve intelligent production capabilities.
7. Supervision organizations. Supervision organizations shall use BIM models to carry out quality, construction cost and schedule control as well as safety, contract and information management, realize the digital application of supervision tasks such as inspection, on-site witnessing, acceptance, documentation improvement and key issue tracking, and improve the overall level of supervision work and management.
8. O&M organizations. O&M organizations should use BIM models for O&M management, leverage as-built BIM model information, improve the BIM O&M model according to equipment and facility conditions, space conditions, etc., and implement space management, asset management, equipment and facility management, security and emergency management, energy management, etc.
9. Engineering consulting, tender agency, construction cost consulting, project management and other related organizations shall use BIM technology in their work at all stages, carry out scheme comparison, simulation analysis, investment control, etc. based on BIM models, and improve the quality and efficiency of decision-making and management. The BIM technology application of all parties shall meet the requirements of relevant standards such as the Unified Standard for Building Information Modeling Application GB/T 51212-2016 and the Application Guide for Building Information Modeling DB34/T 4714-2024.
(4) Improve Standards and Evaluation Systems
1. Improve the BIM technology application standard system. Universities, research institutes, large enterprises and major projects in the province are encouraged to conduct research on data interface and information exchange standards and formulate provincial standards in due course, so as to realize data sharing across the design, production and construction stages and promote the integrated application of BIM with production management systems, engineering management information systems and building industry internet platforms. In conjunction with the China Construction (Anhui) Internet Platform, standards for model delivery, data exchange, acceptance and archiving shall be supplemented, and a BIM-assisted review and approval information system shall be established to promote high-quality and high-level application of BIM technology.
2. Improve the BIM technology application evaluation system. Give full play to the respective advantages of the government, social organizations and enterprises, establish and improve the BIM technology application evaluation system, and regularly release information on application and promotion. By the end of 2027, a mature application evaluation system will be formed.
(5) Build a Whole Life Cycle Management System
1. Promote the application of BIM technology throughout the whole project life cycle in combination with new production organization methods. In conjunction with the reform and promotion of new production organization methods such as engineering general contracting, whole-process consulting and the architect responsibility system, BIM models shall be used to transmit project data across all stages.
2. Establish a BIM-based regional management system. Select certain urban areas to take the lead in piloting and demonstrating regional BIM technology application, integrate data on urban operation management, building O&M management, etc. within the areas, form a BIM-based digital foundation, and realize data aggregation, circulation and interconnection.
3. Explore the establishment of a refined management system for urban buildings based on BIM models. Study and formulate refined data collection and delivery standards based on BIM models, install IoT-based sensing devices, and promote the application of BIM technology with model and data delivery in the overhaul and renovation of key buildings and facilities.
(6) Deepen Integrated Innovation of New Business Forms, New Technologies and New Models
1. Support the coordinated development of smart construction and industrialization with BIM technology. Deepen the application of BIM technology in prefabricated buildings and smart construction, organize breakthroughs in key core technologies, and develop and promote a whole-process information sharing and linkage system for BIM components from detailed design through factory production to on-site installation. By the end of 2026, form a group of smart construction project cases that use BIM technology throughout the whole process for detailed design of prefabricated buildings, production guidance and on-site installation.
2. Deepen the integration of BIM technology and green buildings. Improve BIM-based design, analysis and evaluation algorithms for green buildings, and raise the level of BIM-based simulation and analysis. Enhance the simulation, analysis, optimization and improvement capabilities of green buildings in resource conservation and environmental protection, and promote the application of BIM technology in green buildings.
3. Promote BIM-based smart construction site development. Strengthen data interconnection between smart construction site management systems and BIM technology for intelligent supervision. Collect project-related data and information, and, taking into account factors such as the construction environment, milestone schedules, construction organization and construction methods, make intelligent decisions or provide decision-support bases for construction site layout, construction machinery selection, construction plans, resource plans and construction schemes, so as to avoid problems such as unreasonable construction sequences, equipment allocation conflicts, irrational resource utilization and insufficient working space.
4. Conduct research on City Information Modeling (CIM) based on technologies such as BIM, Geographic Information Systems (GIS) and the Internet of Things (IoT), and promote the digital, networked, collaborative and intelligent development of urban infrastructure. Localities are encouraged to expand CIM applications in urban comprehensive management services, urban physical examination, government services, emergency management and other fields, and to accelerate the construction of digital twin infrastructure.
(7) Strengthen Capacity Building and Carry Out Application Demonstrations
1. Strengthen the cultivation of BIM technology application talent. Strengthen continuing education and training for practitioners, and add BIM courses to the continuing education of registered professionals. Support universities in strengthening BIM-related disciplines and programs, and guide vocational schools in cultivating BIM-skilled talent. Establish practical training systems through school-enterprise cooperation, and cultivate a group of versatile talents proficient in BIM technology application.
2. Formulate BIM technology application demonstration policies and expand the number of demonstration enterprises and projects. Increase publicity for demonstration enterprises and projects, select the best of the best, and form a group of demonstration enterprises and projects whose BIM technology application capabilities are at an advanced national level, implementing in-depth BIM technology application with high quality. Support independent innovation by enterprises, develop BIM software and hardware products with independent intellectual property rights, and gradually increase the proportion of domestically produced BIM technology products.    
III. Safeguard Measures
         
(1) Implement departmental responsibilities. The provincial Department of Housing and Urban-Rural Development shall coordinate with relevant departments to advance BIM technology application throughout the province. Provincial departments of development and reform, science and technology, economy and information technology, natural resources, transport, water resources, data resources, etc. shall work together to promote the application of BIM technology in accordance with their respective duties.
(2) Improve incentive mechanisms. Projects that achieve remarkable results in applying BIM technology shall be given priority recommendation under equal conditions in green building star rating, recognition of outstanding construction enterprises, outstanding engineering survey and design awards, and high-quality engineering quality awards. Enterprises that develop BIM products with independent intellectual property rights shall be supported in applying for recognition as high-tech enterprises and technologically advanced service enterprises.Establish professional technical titles for BIM, organize the vocational skill level certification of building information modeling technicians, and cultivate a professional talent team.
(3) Strengthen exchange and cooperation. Publicize policies, standards, typical cases and application results of BIM technology through various forms. Support industry associations, societies and other social organizations and third-party institutions in carrying out BIM academic exchanges, technical competitions, academic achievement seminars and other activities. Strengthen regional cooperation in the Yangtze River Delta to jointly advance the development of BIM technology application.
