On December 23, 2025, the Fujian Provincial Department of Housing and Urban-Rural Development issued the Notice on Accelerating the Whole-Process Application of Building Information Modeling (BIM) (Min Jian Ke [2025] No. 29),requiring the promotion of BIM “one model all the way” and the deepening of full-lifecycle application: intensifying the application of BIM technology in key stages such as digital permitting, 3D drawing review, smart construction, completion acceptance, and digital delivery.Starting in 2026, newly approved public building projects in the province that are government-invested or predominantly government-invested (including large public buildings, green buildings rated two stars or above, prefabricated buildings, and building projects adopting the EPC model) shall apply BIM technology. Municipal infrastructure projects such as water supply and sewage facilities, urban bridges, utility tunnels, and rail transit, as well as other civil buildings, are encouraged to actively apply BIM technology.
It also released the Fujian Province Building Information Modeling (BIM) “One Model All the Way” Technical Guidelines (Trial) at the same time.The guidelines apply to engineering projects using BIM technology within Fujian and to all participating parties. The main content includes general provisions, terms, basic requirements, model storage and application requirements, and implementation architecture, as well as specific requirements for five stages: preliminary planning and programming, survey and design, construction, operation and maintenance, and renewal and renovation. The appendices specify the classification of model unit attribute information and the delivery accuracy standards for each discipline.
The core requirements highlight “full-lifecycle integration”:First, it follows principles such as full-lifecycle application, data sharing and collaboration, consistency between drawings and models, and consistency between models and the physical asset; second, it specifies model data exchange formats, level-of-detail grading (geometric precision G1-G4, attribute depth N1-N4), and collaboration platform construction standards; third, it divides the core tasks of each stage, such as promoting forward design and multi-discipline collaboration in the design stage, strengthening detailed design and collaboration with smart construction equipment in the construction stage, and integrating IoT data to build a smart O&M platform in the operation and maintenance stage; fourth, it clarifies the implementation architecture, recommending that the project owner or the general contractor take the lead, defining the responsibilities of all participating parties, and strengthening model quality verification, intellectual property protection, and information security management.
