A Wave of New Regulations Took Effect in August: The Standards List Every BIM Professional Should Keep an Eye On

Anyone working on projects knows that standards usually sit quietly in the corner of a shared folder most of the time; the moment submission for review, acceptance or tendering is mentioned, they become the most critical basis. August happens to be such a moment—within a single month, a batch of local standards and policy documents related to BIM and prefabricated buildings either come into force in clusters or reach the deadline for public comments. For projects to be submitted for review or tendered in the second half of the year, these are not news items to be forgotten after reading, but the basis to be followed from next month onward.
Which Standards Have Landed in This Round?
Look first at Shaanxi. According to notices issued by the Shaanxi Provincial Department of Housing and Urban-Rural Development and the Shaanxi Provincial Administration for Market Regulation, 23 local engineering construction standards were approved in one batch, effective from August 22, 2026. Among them, the Technical Standard for Whole-Process Digital Construction of Building Engineering and the Technical Specification for Smart-Construction Integrated Platforms in High-Rise Building Construction point directly to digitalization and smart construction. Also approved in the same batch are standards covering precast concrete buildings, composite-connection precast concrete frame structures, building-façade photovoltaic integration and its fire protection, and archiving of fire-protection acceptance documents for construction engineering—largely covering the main tracks of current smart construction.
Now look at Guangdong. The Evaluation Standard for Prefabricated Buildings (DB44/T 2861—2026) takes effect on August 20, 2026, becoming the new benchmark for assessing the prefabrication level of local projects, with the calculation methodology for the prefabrication rate adjusted accordingly. Almost at the same time, the public consultation on the Technical Standard for Framed Steel-Structure Modular Buildings closes on August 20; this standard fills the gap where steel-structure modular buildings lacked a dedicated basis, and requires adaptation with the full BIM process.
Meanwhile, the association standard Technical Specification for Green Building Construction Management Based on BIM is in the public-comment stage. Administered by the China International Engineering Consulting Association, this standard focuses on the integration of BIM with green construction management. At the national level, MOHURD and the National Data Administration issued in June the Notice on Comprehensively Establishing the Unified Coding System for Housing Buildings (Jian Ban [2026] No. 32), proposing to assign each building a unique “digital ID card” and explicitly requiring improvements to BIM model delivery and technical review standards.
Signal: From “Whether to Use BIM” to “How the Model Is Delivered”
Viewed together, this batch of standards reveals a clear thread: what is being consolidated in the rules is no longer “whether to use BIM,” but “at which step the model is issued, to what depth, and to whom it is submitted for review.”
Take the Unified Coding System for Housing Buildings as an example. The document requires establishing a working mechanism for coding and mapping housing buildings using BIM models, using a unified code to link the entire process of drawing submission, review, changes and acceptance, and implementing closed-loop management of “one set of drawings.” It further proposes that by the end of 2027, unified coding and mapping of newly built housing buildings will achieve full coverage, and by the end of 2030, a high-quality dataset covering the full lifecycle of housing buildings will be basically established. This means model delivery is shifting from a “bonus item” to a mandatory action, and the room for last-minute model reconstruction is shrinking.
Guangdong’s modular-building standard and Shaanxi’s whole-process digital-construction standard show a similar orientation: the former clarifies, for the first time, the boundary between factory prefabrication and on-site assembly; the latter requires each stage—design, construction and O&M—to leave auditable data traces. Smart construction is moving from pilot demonstrations toward binding clauses; the pace of parallel advancement across regions is faster than many had expected.
Where to Get the Originals, Without Detours
If you rely on search engines alone to find standards, what often comes up is a pile of paywalled document sites. In fact, the legitimate channels are just a few: first, the National Public Service Platform for Standards Information and provincial standards libraries, where the implementation status and full text of national, industry and local standards can generally be found; second, the standards-announcement section on provincial-level housing and urban-rural development department websites—for example, the full text and attached PDFs of Shaanxi’s 23 standards are posted on the official website and can be downloaded free of charge; third, for association standards, one must go to the website of the administering association—drafts for comments can be downloaded and studied before the deadline, and comments can even be submitted.
Two points require special attention. First, drafts for comments and officially released versions are not the same thing; project execution must be based on the officially released version, but drafts for comments are worth studying in advance—waiting until the official version comes out to change workflows means being one beat behind. Second, local standards generally apply only within the issuing province; before cross-regional projects reference them, the scope of application must be carefully checked, and mixing is not allowed.
Three Things That Can Be Started Immediately
Projects submitted for review or acceptance in Shaanxi must, from August 22 onward, be executed according to the new local standards. In particular, the Technical Standard for Whole-Process Digital Construction of Building Engineering requires models to be submitted in stages and integrated with the construction-drawing review platform, rather than simply handing over a general-contractor model at the end; aligning delivery specifications with the review authority in advance is the safest approach.
Prefabrication and modular teams in Guangdong can take advantage of the “one taking effect, one open for comments” window to update internal modeling templates and prefabrication-rate calculation sheets against the standards. Steel-structure modular buildings previously lacked dedicated acceptance specifications; this gap has now been filled, and the boundary between factory prefabrication and on-site assembly has been written clearly for the first time—don’t wait until just before bidding to find that specifications do not match.
For teams working on green buildings and low-carbon projects, the BIM green-construction specification is still open for comments, but the direction is already clear: in the future, when evaluating green performance or reporting low-carbon metrics, the carbon emissions and energy consumption of building materials will increasingly rely on data extracted from models rather than estimated figures. Instead of scrambling to fill in tables later, it is better to attach building-material quantities and other information into the model now.
The Comment Period Is Also a Window for Participation
Many people overlook one point: the draft-for-comments stage is actually a window for the industry to participate in rule-making. Whether Guangdong’s modular-building technical standard or the BIM green-construction specification, both are currently in the comment-collection period. Enterprises and teams with deep practice in the relevant directions can absolutely submit comments based on project experience—the delineation of acceptance boundaries, the delivery format of data outputs, the alignment of prefabrication-rate methodologies; these specific clauses may all be adjusted based on front-line feedback. Even without submitting comments, it is worthwhile to assess in advance the differences between drafts and existing internal workflows and estimate the cost of workflow re-engineering. Waiting until the official version lands before starting from scratch is usually one beat behind.
A Suggestion: Build Yourself a Standards Library
Standards are being updated more and more frequently; relying on memory is no longer realistic. We suggest every team keep a shared folder and maintain a standards ledger, categorized by national, industry, local and association standards, with each entry annotated with the issuing document number, effective date, access channel, scope of application, affected project types and internal contact person. As soon as a new standard is released, one can see at a glance whose workflow it moves—far safer than scrambling to look things up when submission for review is imminent.
The industry’s pace is clearly accelerating. The essence of standards is the front-loading of experience and the consolidation of consensus. For practitioners, catching up is not really difficult—the key is to make “catching up” a mechanism.
