To address the problems in data standards, drawing-model consistency, and review rules that emerged during the trial of BIM intelligent-assisted review in Shanghai, the Municipal Commission of Housing and Urban-Rural Development has carried out a comprehensive upgrade of the BIM intelligent-assisted review subsystem (hereinafter the “BIM Review System”) of the Shanghai Municipal Construction Project Approval Management System (hereinafter the “Municipal Project Approval System”), which takes effect on June 15, 2025.

Newly built, renovated, and expanded housing construction projects in this municipality that implement BIM technology applications.
Review Method
Two-dimensional and three-dimensional linked intelligent-assisted review is conducted on design files such as IFC-format BIM models, electronic construction drawings, and structural calculation reports for the architecture, structure, water supply and drainage, HVAC, and electrical disciplines.
Review Content
1. The main mandatory provisions for architecture, structure, and M&E;
2. Structural input and output indicators, reinforcement, and loads;
3. Building (structural) drawing-model (calculation) consistency checks and model quality checks.
Materials to Be Delivered
In accordance with the “Shanghai Requirements for Information Model (BIM) Delivery of Housing Building Construction Drawings” (see “Attachment Download”), carry out BIM modeling and construction drawing design, export model files in “*.ifc” format and the structural calculation review data package, and complete the construction drawing design files at the same time.
Specific Filing and Processing Procedure
1. Preparation.The design institute uses the client software of the Municipal Project Approval System (v2.0) to complete, in sequence, information filing, preparation of the design description, and import of files such as construction drawings, models, and the structural calculation review data package. (Client software download: Shanghai “One-Stop Online Services” - Government Services - Construction Project Approval Management System https://gcls.sh.gov.cn, then go to “Model-Assisted Review” under the “Download Zone”)
2. Pre-check.Complete the model quality check, the “drawing-model consistency” check, the structural discipline pre-check, and the drawing seal pre-check.
3. Submission.After the project owner initiates a construction drawing design file review or a parallel construction permit approval application in the Municipal Project Approval System and confirms that the design institute has uploaded the drawings, the design institute uses the client software to push the data and files with one click to the web portals of the Municipal Project Approval System and the BIM Review System for online two- and three-dimensional review. The project owner then reviews and submits them.
4. Model-assisted review (2D and 3D synchronized).The BIM Review System launches the intelligent review and generates the review results. The construction drawing review agency rechecks the intelligent review results and returns the revision comments to the design institute. After the design institute completes the revisions and passes all the reviews, the construction drawing review agency issues the construction drawing design file review certificate or inspection opinion online.
(Steps 1-2 above can all be completed in advance during the design process, without waiting until the online application. Steps 3-4 are online operations.)
Relevant Requirements
Project owner:Secure the relevant funds and organize the design institute and other parties to carry out BIM design, ensuring compliance with the review requirements.
Design institute:Adopt BIM forward design and drawing generation from the BIM model, or strengthen the collaboration between BIM design and two-dimensional design, to ensure drawing-model consistency.
Construction drawing review agency:Make full use of the system to carry out construction drawing design file review and BIM-assisted review.
Municipal construction administration department:Publish consulting service hotlines via telephone, the internet, and other channels, promptly resolve the problems encountered by enterprises in operation, and continuously improve system functions and user experience.
Municipal and district construction administration departments and special-area administrative committees:Strengthen training on and promotion of intelligent-assisted review, establish rapid consulting service channels for the projects under their jurisdiction, enhance management of the implementation process, and ensure that the work proceeds in an orderly manner.
