03. Shanghai BIM Policies    

In January 2021, the Huangpu District Development and Reform Commission of Shanghai issued the Special Support Measures of Huangpu District for Demonstration Projects of Building Energy Efficiency and Green Buildings, which clearly states: support will be given to BIM technology application demonstration projects. The support standards and methods are as follows: qualifying BIM technology application demonstration projects rated Qualified by expert review receive a subsidy of RMB 50,000; those rated Good receive RMB 80,000; and those rated Excellent receive RMB 100,000. The maximum subsidy for a single demonstration project is RMB 1 million.

         

         

In November 2021, the Shanghai Municipal Commission of Housing and Urban-Rural Development issued the Requirements for Modeling and Delivery of Construction Drawing and As-built Building Information Models for Housing Construction Projects in Shanghai (Trial), effective from January 1, 2022. It specifies that: in addition to complying with these delivery requirements, the modeling and delivery of building information models should also comply with national standards such as the Standard for Design Delivery of Building Information Model GB/T51301 and the Standard for Classification and Coding of Building Information Model GB/T51269, as well as the relevant provisions of municipal standards. The modeling and application of building information models should preferably be carried out by forward design and construction methods; the precision and depth of the models must satisfy both design and construction requirements, and consistency between models and drawings must be ensured. Construction drawing review and completion acceptance will promote a review and acceptance system based on building information models, with the relevant review points and procedures to be formulated separately, further standardizing BIM modeling and deliverable requirements.
