To all relevant units:

To further promote the application of smart construction technology, and in accordance with the Implementation Opinions of Guangzhou Municipality on Vigorously Developing Smart Construction and Industrialized Building to Accelerate the Modernization of the Construction Industry (Sui Jian Ji [2025] No. 1246) and the requirements of other relevant documents, the Guangzhou Smart Construction and Industrialized Building Association is now organizing the application for smart construction project evaluation. The specific matters are hereby notified as follows:

I. Objectives

Promote the integrated application of technologies in areas such as digital design, smart production, and smart construction, to achieve a construction process featuring high efficiency, high quality, low consumption, and low emissions; enhance the industrialization, digitalization, and greening of the construction industry; form replicable and scalable experience; and support the high-quality development of new-quality productive forces in our city's construction industry.

II. Application Requirements

Eligible projects: building construction projects under construction within the administrative area of Guangzhou Municipality, including commercial housing, resettlement housing, affordable housing, various public buildings, dormitories, and factory buildings.

Evaluation units: The unit project serves as the evaluation unit. When a project contains multiple unit projects, an overall evaluation may be conducted for the project, or the multiple unit projects may be evaluated separately.

Applicant units: The applicant should be the project owner or the general construction contractor; other participating parties may apply as participating units. Project owners are encouraged to take the lead and apply jointly with participating parties such as design and construction entities.

Application stages: The comprehensive smart construction evaluation is divided into two stages: pre-evaluation and project evaluation. The pre-evaluation must be carried out no later than 3 months after the project commences; the project evaluation is conducted after the project documentation is complete and available for review.

Note:1. Projects already listed in the first, second, or third batches of the smart construction pilot project cultivation list published by the Guangzhou Municipal Bureau of Housing and Urban-Rural Development may directly apply for project evaluation.

2. For projects whose actual commencement was more than 3 months ago, direct application for project evaluation is open from now until February 28.

III. Application Methods

(1) Application process: Applicant units shall submit materials as required to the Guangzhou Smart Construction and Industrialized Building Association, at the address: Zhongjian Kechuang Building, Chebei South Road, Tianhe District, Guangzhou, Room 708, 7th Floor; contact person: Li Jiayi; telephone: 020-31800339, 15975423022. The Association will conduct a preliminary review of whether the applied projects meet the application requirements and whether the application materials are complete. If the materials are incomplete, the applicant unit shall supplement them. Projects that pass the preliminary review will be reviewed by experts organized by the Association. The specific logistical arrangements and precautions for the review meeting will be notified to each unit's application contact 5-7 days before the meeting.

(2) Application materials

1. Submit application materials with reference to the relevant content in the appendix of the Guangzhou Smart Construction Project Evaluation Guidelines.

2. Integrity Application Commitment Letter (see Attachment 1 for details).

Note: In principle, projects shall apply in accordance with the Guangzhou Smart Construction Project Evaluation Guidelines (Version 2.0) and submit the application materials. Projects that have been included in the smart construction pilot project cultivation list (first, second, and third batches) published by the Guangzhou Municipal Bureau of Housing and Urban-Rural Development and that obtained the third-stage construction permit before the date of this notice may apply and submit materials with reference to the Guangzhou Smart Construction Project Evaluation Guidelines (Version 1.0).

The above materials shall be printed, signed and sealed, bound into a booklet, and submitted (electronic version scanned as PDF onto a CD for submission, or sent to the email: gzsznjz@163.com).

Expert review: Experts are drawn from the expert database of the Guangzhou Municipal Bureau of Housing and Urban-Rural Development to review the application materials in batches, and evaluation grades are determined for projects that pass the review.

Publishing the list: After the review is completed, the project evaluation results will be published on the website.

IV. Application of Evaluation Results

(1) The evaluation results are publicly announced uniformly through the Association's official website.

(2) For projects whose evaluation meets the star-rating grade requirements, smart construction project certificates will be issued to the relevant applicant units and individuals, and priority support will be given for applications for municipal, provincial, and national quality project awards.

(3) The smart construction-related new technologies and new products adopted by the projects will be given priority for inclusion in our city's innovation demonstration cases and promotion/application scope for new smart construction technologies and products; among them, those with remarkable results and advanced features will be given priority recommendation as provincial and national typical cases.

V. Work Requirements

Projects that pass the pre-evaluation shall implement the smart construction technical measure plan as committed, specify the project manager, contact person, and contact information, and submit the Smart Construction Project Implementation Status Form (Attachment 2) to the Association at the end of each quarter.

The Association will strengthen process guidance for projects that pass the pre-evaluation, guiding and supporting the relevant applicants in implementing smart construction technical measures; the Association will provide timely implementation guidance services for applied projects, and handle projects that violate their application commitments in accordance with relevant regulations.

This is hereby notified.
