To the housing and urban-rural development bureaus (urban-rural construction bureaus) of all cities, and the housing and urban-rural development bureaus of Guangde City and Susong County:

In order to implement the requirements of our department's Implementation Opinions on Promoting the Application of Building Information Model Technology (Jian Biao Gui [2024] No. 4) and accelerate the application of building information model technology, our department has built the Anhui Province BIM Review Platform. Matters concerning the implementation of construction drawing BIM review are hereby notified as follows:

I. Review Scope

According to the Implementation Opinions on Promoting the Application of Building Information Model Technology (Jian Biao Gui [2024] No. 4), starting from February 1, 2025, newly approved government-invested large public buildings, underground garages larger than 10,000 square meters, three-star green buildings, prefabricated buildings, and utility tunnels in our province shall undergo construction drawing BIM review.

Starting from January 1, 2026, newly approved large public buildings, underground garages larger than 10,000 square meters, two-star and above green buildings, prefabricated buildings, utility tunnels, rail transit, and urban interchanges in our province shall undergo construction drawing BIM review.

Starting from January 1, 2027, newly approved large building construction projects and municipal engineering projects in our province shall undergo construction drawing BIM review.

II. Review Process and Requirements

(1) Preparation of BIM design deliverables. Engineering projects within the review scope shall build BIM models in accordance with the Technical Standard for Building Information Model (BIM) Review of Building Construction Projects (2025 Edition) issued by our department and the relevant requirements of the Application Guide for Building Information Model DB34/T 4714-2024, and carry out drawing-model verification, integrated pipeline scheme design, and visual presentation. Meanwhile, BIM design deliverables shall be self-checked before the project is submitted for review, and a BIM self-check report shall be completed.

(2) BIM project declaration. The project owner shall log in to the engineering reform system to declare the BIM project, identify it as a BIM project, and upload the BIM design deliverables to the original 2D construction drawing review system in accordance with the requirements of the Technical Standard for Building Information Model (BIM) Review of Building Construction Projects (2025 Edition).

(3) BIM project review. Construction drawing review agencies shall log in to the Anhui Province BIM Review Platform (URL: http://tushen.k2067780.top:88/) and review the project's BIM design deliverables in accordance with the requirements of the Technical Standard for Building Information Model (BIM) Review of Building Construction Projects (2025 Edition), issue BIM review opinions, and incorporate the review opinions into the joint review opinion of the construction drawing design documents. The project owner shall revise and improve the BIM design deliverable files accordingly based on the BIM review opinions. 2D construction drawings shall still be reviewed in the original manner.

III. Safeguard Measures

(1) Strengthen in-process and post-event supervision. Housing and urban-rural development authorities in all localities shall fully recognize the importance of carrying out BIM review and improve in-process and post-event supervision measures.

(2) Strengthen funding support. BIM review fees have been included in our province's construction engineering budget quota; fees may be calculated with reference to the Reference Basis for Building Information Model (BIM) Review Fees in Anhui Province.

(3) Strengthen publicity and training. Relevant units shall increase publicity efforts on BIM review and accelerate the improvement of BIM technology application capabilities of project owners and design firms, as well as the BIM review capabilities of construction drawing review agencies.

(4) Accelerate the application of deliverables. All participating construction units shall accelerate the transformation of BIM review deliverables, applying the BIM model 'one model throughout' across the full life cycle of engineering project construction, forming a virtuous cycle of BIM technology application.
