Notice of the Xiamen Municipal Bureau of Construction on Matters Concerning the Implementation of Prefabricated Buildings

To all relevant organizations:

In order to implement the Notice of the General Office of the Xiamen Municipal People's Government on Issuing the Implementation Opinions on Accelerating the Development of Prefabricated Buildings (Xia Fu Ban Gui [2020] No. 3) and the Notice of the Fujian Provincial Department of Housing and Urban-Rural Development on Issuing the Fujian Provincial Prefabricated Building Evaluation Management Measures (Trial) (Min Jian [2020] No. 4), and to standardize the implementation of prefabricated buildings, the relevant matters are hereby noticed in light of the actual conditions of our city:

I. Overall Project Requirements

For projects implementing prefabricated buildings, the entire project shall be carried out in accordance with prefabricated building requirements, that is, every individual building above ground shall pass the evaluation and certification of prefabricated buildings and meet the relevant requirements for prefabricated buildings.

Individual buildings of no more than 3 storeys with an above-ground floor area not exceeding 500 sq m, such as power distribution rooms, attached ring main units, community bookstores, property management offices, fire control rooms, convenience stores, logistics distribution centers, sanitation stations, gate towers, and security booths, may be excluded from the scope of prefabricated building evaluation.

II. Evaluation and Certification Requirements

The evaluation and certification of prefabricated buildings shall follow the Fujian Provincial Prefabricated Building Evaluation Management Measures (Trial). A prefabricated building shall meet all of the following requirements:

1. The evaluation score for the main structural portion shall not be lower than 30 points;

2. The evaluation score for the enclosure walls and interior partition walls portion shall not be lower than 10 points;

3. The evaluation score for technological innovation shall not be lower than 5 points;

4. The prefabrication rate shall not be lower than 50%.

Individual buildings with precast vertical components may be evaluated and certified in accordance with the national standard Assessment Standard for Prefabricated Building (GB/T51129-2017). A prefabricated building shall meet all of the following requirements:

1. The evaluation score for the main structural portion shall not be lower than 20 points;

2. The evaluation score for the enclosure walls and interior partition walls portion shall not be lower than 10 points;

3. Full interior fit-out shall be adopted;

4. The prefabrication rate shall not be lower than 50%.

III. Construction Management Requirements

1. The project owner shall apply for the pre-evaluation of the design stage after completing the construction drawing design and its review, and shall apply for the construction stage evaluation within 20 working days after the project passes completion acceptance. The project owner shall fulfill its primary responsibility and ensure that the evaluation items and written commitments are fully implemented.

2. For projects requiring design changes, the prefabrication rate shall not be reduced. The project owner shall, after the revised drawings are resubmitted to and approved by the original drawing review agency, calculate the prefabrication rate based on the revised drawings and submit the prefabrication rate calculation report, which shall be reviewed and confirmed by the original review experts and filed with our bureau before implementation.

All relevant organizations must actively promote the implementation of projects in our city in accordance with the relevant provincial and municipal regulations. For organizations or individuals that violate the relevant regulations, the competent construction authorities shall handle them seriously and incorporate their conduct into credit management.
