The scope and requirements of BIM technology application for construction projects in the "Five New Towns" area (hereinafter the "New Town area") shall be no lower than the relevant provisions of the Notice on Further Strengthening the Promotion and Application of Building Information Modeling Technology in Shanghai (Hu Jian Jian Guan [2017] No. 326), and each new town may add to them according to the actual conditions of its construction projects and BIM applications. The added scope and requirements shall be specified in separate documents issued by the relevant departments of each new town, and the corresponding government regulatory requirements shall be clarified.

The Shanghai Municipal Development and Reform Commission issued the Implementation Plan of Shanghai for Promoting Pilot and Demonstration Construction of Carbon Peaking and Carbon Neutrality in Key Regions and Parks, encouraging and supporting key regions and enterprises to actively carry out carbon peaking and carbon neutrality pilots and demonstrations. Section 3 "Urban and Rural Construction" of Chapter 3 "Pilot Contents" proposes exploring the integrated application of advanced green technologies: promoting the full-process integrated application, across design, construction, and O&M, of "PV-storage-DC-flexibility" (photovoltaic power generation, energy storage, DC distribution, and flexible electricity use), Building Information Modeling (BIM), smart control, and prefabricated energy-saving technologies.
