Management Regulations for Smart Construction Pilot Projects in Shanghai (Interim)
These Management Regulations are formulated in order to standardize the management of smart construction pilot projects in this municipality and to promote the orderly, coordinated development of smart construction and building industrialization.
I. Project Application
Pilot projects shall be applied for by the project owner and, upon the recommendation of the construction administration department of the district in which the project is located or of the relevant entrusted management authority (projects that do not meet the application requirements will not be recommended), submitted to the Shanghai Municipal Commission of Housing and Urban-Rural Development (hereinafter referred to as the “Municipal Commission”) for review.
Before applying for the construction drawing design review, the project owner shall submit the stamped and recommended application materials to the Municipal Commission for review; for projects that also apply for floor area ratio calculation, the application shall be made before the application for review of the architectural engineering design scheme. The engineering design shall be consistent with the smart construction technology application scenarios planned for the project.
The application materials shall include:
(1) A project-specific smart construction technical plan prepared in accordance with the Technical Catalogue of Smart Construction Application Scenarios in Shanghai (Interim
) (Attachment 1, hereinafter referred to as the Technical Catalogue) and the Rules for the Assessment and Evaluation of Smart Construction Pilot Projects in Shanghai (Interim) (Attachment 2, hereinafter referred to as the Assessment and Evaluation Rules), and drawn up in light of the actual conditions of the project (see Attachment 3 for the outline of the technical plan). (2) An application letter of commitment (see Attachment 4).
II. Requirements for Applicant Projects
A smart construction pilot project shall have a gross floor area of 10,000 square meters or more, and the scope of its assessment and evaluation shall cover all individual buildings within the applicant project. Projects that implement smart construction technical requirements only in a few individual buildings shall, as a rule, not be included in the scope of smart construction pilot projects.
With regard to the implementation of smart construction technology application scenarios, a smart construction pilot project in this municipality shall score 65 points or more on the basic items and 80 points or more in total (of which the manufacturing stage shall score at least 18 points and the construction stage at least 30 points). For the scoring method, see the Assessment and Evaluation Rules in Attachment 2.
III. Project Assessment Procedure
Upon receipt of the application materials for a pilot project, the Municipal Commission shall organize the assessment of the project-specific smart construction technical plan and, on the basis of the assessment conclusions, issue a recognition opinion to the project owner. For projects that also apply for floor area ratio calculation, the applicant shall simultaneously submit the technical documentation relating to the project's smart construction and ultra-low energy consumption building work; the Municipal Commission will organize the assessment of the technical plans for both applications at the same time and issue a combined recognition opinion. The Municipal Commission will copy the recognition opinion to the relevant district construction administration department and the relevant entrusted management authority. For municipally administered pilot projects, the Municipal Commission will also copy its smart construction recognition opinion to the Municipal General Station for Safety and Quality Supervision.
IV. Project Construction Management
After the construction drawing design of the project is completed, the project owner shall, together with the contractor, further deepen the smart construction special technical plan and develop it into a special implementation plan, and shall organize a dedicated expert review of the implementation plan. The project owner is responsible for the outcome of the review.
The municipal and district construction administration departments will attend the review meetings at this stage for selected projects as circumstances require. The smart construction special implementation plan of the project and its review records shall form part of the materials to be submitted during the review stage of a smart construction pilot project.
Compared with the special technical plan, the smart construction special implementation plan shall refine the specific scope of application of the relevant technologies and the implementation schedule, so as to ensure that the applied technologies are suitable and workable. The implementation plan shall establish and improve the organizational structure for smart construction project management, and shall clearly define the scope of work, the boundaries of responsibility and authority, the collaboration mechanisms and the safeguard measures of each participating party, so as to ensure that the various smart construction technical measures are effective and can be delivered on the ground. The content of the implementation plan shall be confirmed by the responsible parties involved in smart construction, including the project owner, the survey unit, the design unit, the contractor and the supervision unit, and the implementation plan report shall bear the official seals of these entities. The smart construction special implementation plan is a refinement of the technical plan; the content of the technical plan already assessed by the Municipal Commission shall not be changed without authorization, nor shall the smart construction standards be lowered without authorization. Where a change is genuinely necessary, the project owner shall, before the relevant technology scenario is applied, submit a change application together with the revised smart construction special plan to the Municipal Commission (a single project may apply for no more than 2 changes). The Municipal Commission will decide, as circumstances require, whether to reorganize the smart construction special assessment.
The project owner shall implement the project strictly in accordance with the application letter of commitment and the smart construction special plan, and shall incorporate the technology application requirements committed in the plan into the tender documents for the project's survey and design, manufacturing, construction, O&M, supervision and material procurement, so as to ensure that the key smart technologies committed for each application scenario are delivered in the pilot project. The district construction administration departments and the relevant entrusted management authorities are responsible for the day-to-day supervision of the implementation of the key technologies in smart construction pilot projects, and the Municipal Commission will organize irregular spot checks on the implementation of smart construction technology application scenarios in pilot projects. Where a spot check reveals that a project has failed to implement the committed technology application scenarios or has deliberately falsified information, the Municipal Commission will publicly report the problematic project and the responsible entities concerned, and will no longer accept subsequent smart construction pilot applications from the project owner of that project or from its parent development company.
The project owner shall, before the first type of smart equipment is put into use on the project (referring here to the Technical Catalogue
, specifically the equipment corresponding to Category 3 of the construction stage), apply to the Municipal Commission for one on-site verification 15 working days in advance (see Attachment 5 for the format of the verification application), and copy the project's latest smart equipment usage plan and schedule to the construction administration department of the district in which the project is located or to the relevant entrusted management authority. When submitting the on-site verification application, the project party shall also submit, as annexes to the application form, the contract documents that demonstrate the quantity, specific categories and workload of the smart equipment applied on the project.
The project owner shall keep proper process records of the smart construction pilot project and, before the project completion acceptance report is finalized, submit an application to the Municipal Commission for the special review of the smart construction pilot project. The application shall be accompanied by a review application form (see Attachment 6 for the format) and the relevant review materials (see Attachment 7 for the list of materials). The Municipal Commission will organize a document inspection and an on-site verification and evaluation of the project, and will issue a smart construction pilot project review opinion for the projects that pass the review. This opinion shall form part of the application materials for the comprehensive completion acceptance of a smart construction pilot project. The district construction administration departments and the relevant entrusted management authorities shall include this review opinion within the scope of the pre-review for the construction quality acceptance of district-administered smart construction pilot projects, and the Municipal General Station for Safety and Quality Supervision shall include it within the scope of the pre-review for the construction quality acceptance of municipally administered smart construction pilot projects.
These Management Regulations shall come into force on June 1, 2024.
