Recently, the Department of Housing and Urban-Rural Development of Anhui Province issued the Letter on Soliciting Comments on the Implementation Opinions on Promoting the Application of Building Information Modeling Technology (Draft for Comments) (hereinafter referred to as the Opinions) and publicly solicited comments from society. The deadline for submitting comments is September 27.
The Opinions set out the main objectives: through three years of in-depth advancement, design, construction, construction cost and supervision units across Anhui Province will generally possess the capability to apply Building Information Modeling (hereinafter referred to as “BIM”) technology, and the level of BIM application will improve substantially. By the end of 2025, BIM technology will be applied across the board in large-scale public buildings and prefabricated buildings funded by government investment (including state-owned investment). By the end of 2027, supporting policies, standards and a market environment that meet the needs of BIM application will take shape, and BIM technology will be widely applied in building construction, municipal, transportation and water conservancy projects. Breakthroughs will be achieved in the application of BIM technology across the whole building life cycle, it will be applied in smart city development, and its economic and social benefits will be significantly enhanced.
To achieve the above objectives, the Opinions put forward seven key tasks: “defining the scope of application,” “strengthening process supervision,” “implementing primary responsibilities,” “improving the standards and evaluation system,” “building a whole-life-cycle management system,” “deepening the integrated innovation of new business forms, new technologies and new models,” and “strengthening capacity building and carrying out application demonstrations.”

(Draft for Comments)
Building Information Modeling (hereinafter referred to as “BIM”) technology is an important means of driving the industrialization and digital transformation of the construction industry, and is urgently needed in order to adapt to a new round of industrial transformation and to develop new quality productive forces. In order to implement the Overall Layout Plan for Building a Digital China issued by the CPC Central Committee and the State Council, the Overall Layout Plan for Building “Digital Housing and Urban-Rural Development” issued by the Ministry of Housing and Urban-Rural Development (MOHURD), and the Action Plan of Anhui Province for Accelerating the High-Quality Development of the Digital Economy (2024–2026), and to accelerate the application of Building Information Modeling technology in our province, these Implementation Opinions are formulated.
I. Guiding Ideology
Implement the spirit of General Secretary Xi Jinping’s important instructions on advancing the building of a Digital China, and, centered on the goals of promoting high-quality development of the construction industry and building “good houses, good residential compounds, good communities and good urban districts,” use government-invested projects as the driving force to promote the wide application of BIM technology in engineering construction and urban development. Through the deep integration of BIM technology with green buildings, smart construction and building industrialization, accelerate the digital transformation of the construction industry and promote smart city development, providing strong technical support for comprehensively enhancing urban function, quality and vitality and for raising the level of urban planning, construction and governance.
II. Basic Principles
1. Combining government guidance with market leadership. Improve and refine the relevant policies and standards, use government-invested projects as demonstration leaders, and give play to the leading role of the market in allocating resources and advancing the application of BIM technology. Strengthen government guidance and in-process and ex-post supervision, continuously expand the depth and breadth of BIM application, form a sound mechanism in which government and the market drive application in both directions, and enhance the social and economic benefits of BIM application.
2. Combining in-depth application with industry transformation. Improve the market price regulation and evaluation mechanisms for BIM application, promote the shift of architectural design and construction methods from two-dimensional to three-dimensional digital technology and from auxiliary application to fundamental application, continuously enhance application efficiency and benefits, stimulate enterprises to transform their application methods, and achieve the coordinated development of smart construction and building industrialization.
3. Combining talent development with innovative development. Improve the education, professional title review systems and assessment mechanisms for innovative talents ranging from basic application to high-end composite application, build talent hubs and promote in-depth application. Stimulate innovation and entrepreneurship by enterprises and high-end talents, promote and support the use of independently controllable BIM software and hardware products, and gradually raise the proportion and level of domestically produced BIM basic and supporting software and hardware products.
III. Main Objectives
Through three years of in-depth advancement, design, construction, construction cost and supervision units across our province will generally possess the capability to apply BIM technology, and the level of BIM application will improve substantially. By the end of 2025, BIM technology will be applied across the board in large-scale public buildings and prefabricated buildings funded by government investment (including state-owned investment). IV. Key Tasks
(1) Defining the Scope of Application
Starting from October 1, 2024, BIM technology shall be applied throughout the design and construction of large-scale public buildings, three-star green buildings and prefabricated buildings newly approved for government investment in our province. Starting from October 1, 2025, BIM technology shall be applied throughout the design and construction of large-scale public buildings, green buildings of two stars and above, utility tunnels, rail transit, urban interchanges, national expressways and water conservancy hub projects newly approved in our province. Starting from October 1, 2026, BIM technology shall be fully applied in large-scale building construction, municipal, transportation, water conservancy and other engineering projects newly approved in our province, promoting forward-driven application of BIM technology and its application across the whole life cycle.
(2) Strengthening Process Supervision
1. Strengthen preliminary approval. Investment authorities shall set out BIM application requirements in the approval reply for a project’s feasibility study, and the costs for BIM application, review and the like shall be listed separately in the design estimate. Land administration authorities shall specify the project’s BIM application requirements in the announcement or contract for the transfer of state-owned construction land use rights, or in the decision on the allocation of state-owned construction land.
2. Improve tendering and bidding. Refine the model texts for tender documents; tender documents shall specify the concrete requirements for the scope, depth and delivery standards of BIM application and shall include them in the bid evaluation content. Tendering accompanied by BIM models is encouraged, and BIM-based bid evaluation will be explored.
3. Strengthen construction drawing review. Construction drawing review agencies shall review the construction drawings and the related content of their BIM application. Where BIM technology has not been applied in accordance with the relevant policies and standards, the construction drawing review shall not be accepted; where the BIM application does not meet the requirements, the construction drawing review agency shall not issue a certificate of compliance for the construction drawing review.
4. Strengthen completion acceptance. The project owner shall organize acceptance of the project’s BIM application results, ensure that the as-built BIM model data is consistent with the physical works, and add the acceptance opinion on the BIM application results to the completion acceptance report; quality supervision authorities shall strengthen oversight. The BIM as-built deliverables and the acceptance opinion shall be transferred to the urban construction archives as project archival materials.
5. Strengthen government supervision. Relevant government authorities shall conduct spot checks on the implementation of BIM application and, for projects that fail to meet the application requirements, order the relevant units to complete rectification within a set time limit. Strengthen BIM data security management and safeguard the information security of urban infrastructure, lifeline projects, major projects and the like.
(3) Implementing Primary Responsibilities
1. Project owner. The project owner shall organize the preparation of the BIM application plan, specify the objectives, scope, standards and other content of BIM application, and implement BIM application at every stage of construction. It shall control the quality of BIM deliverables, achieve information transfer and sharing across all stages, and ensure that “the drawings are consistent with the model and the physical works are consistent with the model,” so as to create the conditions for applying BIM technology in O&M management.
2. Survey unit. The survey unit shall establish a BIM-based engineering survey workflow and working mode, build a visualized engineering survey model, and carry out BIM-based numerical simulation and spatial analysis, so as to achieve visual management and information sharing of the survey process and survey results.
3. Design unit. The design unit shall use BIM models to carry out engineering design, establish a BIM-based collaborative management mode, advance BIM forward design, and apply BIM technology to drawing-model verification, integrated M&E pipeline coordination design, visual presentation and the like, so as to ensure consistency between drawings and models.
4. Drawing review unit. The drawing review unit shall use BIM models to assist the review of construction drawing design documents, first achieving drawing-model consistency review, BIM application result review and digital archiving for building construction projects, then progressively extending BIM-assisted review of construction drawing design documents to all types of construction projects, and incorporating the model-assisted review opinions into the joint review certificate of compliance for construction drawing design documents.
5. Construction unit. The construction unit shall develop and refine a construction BIM model based on the construction drawing BIM model, and use the BIM model to carry out joint drawing review, construction site layout, construction simulation and smart construction site development.
6. Component production unit. The component production unit shall establish a standardized BIM component library, apply BIM technology to the production of components and parts in accordance with procurement requirements, and use information technologies such as the Internet of Things to build a BIM-based component production management system, so as to enhance intelligent production capacity.
7. Supervision unit. The supervision unit shall use BIM models to carry out quality, construction cost and schedule control as well as safety, contract and information management; achieve digital application of supervision tasks such as patrol inspections, on-site witnessing, acceptance, documentation improvement and tracking of key matters; and raise the overall level of supervision work and management.
8. O&M unit. The O&M unit is advised to use BIM models for O&M management, make use of the information in the BIM as-built model, refine the BIM O&M model according to the condition of equipment and facilities and of the building’s key structures, and implement space management, asset management, equipment and facility management, security and emergency management, energy management and the like.
9. Engineering consulting, tender agency, construction cost consulting, project management and other relevant units shall use BIM technology to carry out work at each stage and use BIM models for scheme comparison, simulation analysis, investment control and the like, so as to improve the quality and efficiency of decision-making and management.
The BIM application of all participating parties shall meet the requirements of relevant standards such as the Unified Standard for Building Information Model Application GB/T51212–2016 and the Guide for Building Information Model Application DB34/T4714–2024.
(4) Improving the Standards and Evaluation System
1. Improve the BIM application standards system. Universities, research institutes, large enterprises and major projects within the province are encouraged to conduct research on data interface and information exchange standards and to formulate provincial-level standards in due course, so as to achieve data sharing across the design, production and construction links and to promote the integrated application of BIM with production management systems, engineering management information systems and building industry internet platforms. In conjunction with the China Construction (Anhui) Internet Platform, provisions on model delivery, data exchange, acceptance and archiving will be supplemented, and an information system for BIM-assisted review and approval will be established, so as to promote the high-quality, high-level application of BIM technology.
2. Improve the BIM application evaluation system. Give play to the respective strengths of government, social organizations and enterprises to establish government-level, enterprise-level and project-level evaluation systems for BIM application, form a routine collection system and evaluation platform for evaluation information, and regularly publish evaluation results on application and promotion as a basis for decisions on adjusting and optimizing BIM promotion policies. By the end of 2027, a mature application evaluation system will be established, bringing all projects that should apply BIM technology within the scope of evaluation.
(5) Building a Whole-Life-Cycle Management System
1. Promote the application of BIM technology across the whole project life cycle in conjunction with new modes of production organization. Alongside the reform and promotion of new modes of production organization such as engineering general contracting, whole-process consulting and the architect responsibility system, BIM models shall be used to transfer project data across all stages.
2. Establish a regional management system based on BIM technology. Selected areas in Hefei, Wuhu and Bozhou will take the lead in piloting regional BIM application demonstrations, integrating data on urban operation management and building O&M management within the area to form a BIM-based digital foundation and achieve data aggregation, circulation and interconnection.
3. Explore the establishment of a refined management system for urban buildings based on BIM models. Research and formulate refined data collection and delivery standards based on BIM models, install Internet of Things-based sensing devices, and promote the application of BIM technology in the overhaul and renovation of key buildings and facilities, with models and data delivered accordingly. Connect with the urban operation management platform and explore establishing a full-element information collection system for the classified early warning of construction and operation risks of building construction and municipal infrastructure projects, so as to provide support and safeguards for urban operations.
(6) Deepening the Integrated Innovation of New Business Forms, New Technologies and New Models
1. Promote the coordinated development of smart construction and industrialization with BIM technology as the support. Deepen the application of BIM technology in prefabricated buildings and smart construction, organize efforts to achieve breakthroughs in key core technologies, promote the application of BIM technology in the detailed design and construction of prefabricated buildings, and develop and promote a system for whole-process information sharing and coordination of BIM components from detailed design through factory fabrication to on-site installation. By the end of 2025, a batch of smart construction project cases will be formed in which BIM technology is used across the whole process for the detailed design of prefabricated buildings, production guidance and on-site installation.
2. Deepen the integration of BIM technology and green buildings. Refine BIM-based design, analysis and evaluation algorithms for green buildings, improve the level of BIM-based simulation and analysis software, and enhance the simulation analysis and optimization capabilities of green buildings in areas such as resource conservation and environmental protection, so as to promote the use of BIM technology in green buildings.
3. Advance BIM-based smart construction site development. Strengthen data interconnection between smart construction site management systems and BIM technology for intelligent supervision. Collect project-related data and information and, taking into account factors such as the project’s construction environment, milestone schedule, construction organization and construction methods, make intelligent decisions or provide decision-support data on construction site layout, construction machinery selection, construction plans, resource plans and construction schemes, so as to avoid problems such as unreasonable construction sequences, equipment dispatch conflicts, irrational use of resources, safety hazards and insufficient working space.
4. Conduct research on City Information Modeling (CIM) based on technologies such as BIM, Geographic Information Systems (GIS) and the Internet of Things (IoT), and promote the digital, collaborative and intelligent development of urban infrastructure. Cities are encouraged to expand CIM applications in areas such as integrated urban management services, urban physical examination, government services and emergency management, and to accelerate the construction of digital twin infrastructure.
(7) Strengthening Capacity Building and Carrying Out Application Demonstrations
1. Strengthen degree education and continuing education in the basic application of BIM technology and cultivate composite talents. Strengthen the management of continuing education for practitioners and add continuing education courses and examination subjects for registered professionals. Relying on hands-on practice in engineering construction projects, promote cooperation between schools and enterprises; support universities in strengthening disciplines and programs related to BIM technology; guide vocational schools in cultivating the skilled talents urgently needed for industrial development; establish a school-enterprise cooperation framework and a BIM discipline and program system; and support relevant universities and vocational schools in offering related majors or courses. Establish a practical training system through school-enterprise cooperation and cultivate a batch of composite talents proficient in the application of BIM technology.
2. Formulate standards for model BIM enterprises and projects and expand the number of such model enterprises and projects. Intensify publicity for model enterprises and projects and promote BIM application and innovative transformation and upgrading among design, construction, supervision and consulting enterprises in particular. Establish an assessment mechanism and carry out assessment work to select the best from among the good, so as to form a batch of model enterprises and projects whose BIM application capabilities are at an advanced national level and to implement the in-depth application of BIM technology to a high standard. Support enterprises in independent innovation and in developing BIM software and hardware products with their own intellectual property rights, and gradually increase the proportion of domestically produced BIM technology products in application.
V. Safeguard Measures
(1) Implementing Departmental Responsibilities
The Provincial Department of Housing and Urban-Rural Development shall coordinate the advancement of BIM application across the province together with relevant units, and the relevant provincial departments for development and reform, science and technology, industry and information technology, finance, natural resources, transportation, water resources and data shall work in coordination to promote and apply BIM technology in accordance with their respective division of responsibilities.
(2) Establishing Incentive Mechanisms
In project tendering and bidding, priority shall be given to design and construction units that apply BIM technology. Projects that apply BIM technology will be supported in applying for provincial-level special funds for green buildings and the like. For projects that have achieved notable results in applying BIM technology, priority recommendation will be given on equal terms in the star rating of green buildings, the recognition of outstanding construction enterprises, and the selection of outstanding engineering survey and design awards and engineering quality awards; advanced units and individuals in applying BIM technology will be commended. Enterprises that develop BIM products with their own intellectual property rights will be supported in applying for recognition as high-tech enterprises and technologically advanced service enterprises. Professional technical titles for BIM will be established to cultivate a team of professional talents.
(3) Strengthening Publicity and Exchange
Through various means, popularize knowledge of BIM technology and publicize the relevant policies, standards, typical cases and application results of BIM technology, so as to enhance the understanding of BIM technology within the industry and across society. Support social organizations such as industry associations and academic societies, as well as third-party institutions, in carrying out academic exchanges, technical competitions and seminars on academic achievements. Strengthen cooperation within the Yangtze River Delta region and jointly advance the development of BIM application.
