To advance market-oriented reform of construction cost management, rationally determine and effectively control construction costs, and improve the preparation quality of investment estimates and design budget estimates for housing construction projects, the Department of Standards and Quotas of MOHURD has drafted the “Guidelines for Preparing Investment Estimates and Design Budget Estimates of Housing Construction Projects (Draft for Comments)” and is now soliciting public comments. Relevant organizations and the public may submit feedback before November 1:
1. These Guidelines apply to the preparation and review of investment estimates for new, expansion and renovation housing construction projects.
2. The consulting service fee for Building Information Modeling (BIM) technology application refers to the costs incurred for BIM technology consulting throughout the project lifecycle of planning, operation and maintenance.

3. The total investment of a construction project comprises construction investment, financing costs during the construction period and initial working capital; construction investment comprises engineering costs, other construction-related costs and contingency reserves (basic contingency and price-difference contingency); engineering costs comprise building works, installation works and equipment procurement.
