Guidelines for the Application of Zhengzhou Smart Construction Pilot (Backbone) Enterprises (Trial)
Chapter 1 General Provisions
Article 1 In order to accelerate the work of the smart construction pilot city, implement the Notice of the Zhengzhou Municipal People's Government on Issuing the Implementation Plan for the Zhengzhou Smart Construction Pilot City (Zheng Zheng Wen 〔 2023〕 No. 22), comprehensively improve the overall level of smart construction in Zhengzhou, and form replicable and promotable implementation paths and experience for smart construction, these Guidelines are formulated in light of Zhengzhou's actual conditions to carry out the application for smart construction pilot (backbone) enterprises.
Article 2 The Evaluation Office for Zhengzhou Smart Construction Pilot (Backbone) Enterprises is set up at the Zhengzhou Construction Industry Association, under the guidance of the Office of the Zhengzhou Leading Group for Smart Construction Pilot City Development (hereinafter referred to as the “Smart Construction Office”), and specifically implemented by the Zhengzhou Construction Industry Association.
Article 3 The evaluation process follows the principles of fairness, openness and selecting the best of the best.
Chapter 2 Application Procedures
Article 4 Fill in the Application Form for Zhengzhou Smart Construction Pilot Enterprises (in triplicate) and, together with the relevant supporting materials, after being stamped by the applicant unit, submit them to the Evaluation Office.
Article 5 The Zhengzhou Construction Industry Association organizes experts from the smart construction expert database to conduct a project-initiation evaluation of the applicant enterprises.
Chapter 3 Application Conditions
Article 6 Smart construction pilot (backbone) enterprises shall meet the following conditions:
(1) Registered in the city, with independent legal person status and fixed office, production and R&D premises;
(2) Having certain advantages in terms of enterprise scale, technical team, standards system, R&D investment and the number of valid intellectual property rights held;
(3) Having a sound organizational structure and a well-established management system, and having passed quality, safety and occupational health system certifications;
(4) Enterprises that have obtained a credit rating of AA or above in the Zhengzhou construction enterprise credit evaluation in the past three years;
(5) No relatively serious or above safety accidents, general or above quality accidents, or mass incidents with relatively large social impact have occurred in the past three years.
Chapter 4 Evaluation Procedures
Article 7 As pilot enterprises vary in the progress of their smart construction work, each pilot enterprise shall conduct a self-assessment in accordance with the Evaluation Indicators for Zhengzhou Smart Construction Pilot Enterprises and, upon reaching ≧ 60 points, submit an evaluation application to the Evaluation Office. The applicant unit shall prepare the following materials:
(1) Acceptance application for Zhengzhou smart construction pilot (backbone) enterprises (in duplicate);
(2) Smart construction plan for the next three years;
(3) Self-assessment scoring form;
(4) Relevant supporting materials (including image and video materials);
(5) A comprehensive PPT report on the enterprise's smart construction, mainly covering the basic profile of the enterprise (staffing and funding investment), technical foundational capabilities (basic software and hardware configuration, integrated management platform development and software R&D), application and implementation (prefabricated buildings, independently undertaken projects and pilot project applications), and overall results (smart construction benefit capability, replicability and technological achievements), etc.
Article 8 The Zhengzhou Construction Industry Association organizes 3 to 5 experts to verify the application materials in accordance with the Evaluation Indicators for Zhengzhou Smart Construction Pilot Enterprises.
Article 9 Based on the Evaluation Indicators for Zhengzhou Smart Construction Pilot Enterprises, the expert group makes a comprehensive evaluation of the applicant enterprise's smart construction work; those scoring ≧ 60 points are recognized as smart construction backbone enterprises, and the verification results are jointly signed and confirmed by the members of the expert group.
Article 10 A recusal system applies to experts, who shall not participate in the evaluation of smart construction pilot (backbone) enterprises from their own organization.
Article 11 The evaluation results of smart construction pilot (backbone) enterprises shall be reported to the Smart Construction Office.
Chapter 5 Incentive Mechanism
Article 12 Rewards shall be given in accordance with the relevant reward and subsidy measures. Smart construction pilot (backbone) enterprises shall be given credit incentives, with 5 points added in the next year's Zhengzhou construction enterprise credit evaluation and priority consideration in the annual selection of outstanding and advanced enterprises.
