To further enhance the level of informatization and digitalization in the construction industry, deepen and promote high-quality technological development in construction, support urban digital transformation, and accelerate the implementation of the spirit of documents including the Implementation Opinions of Shanghai Municipality on Comprehensively Promoting the In-Depth Application of Building Information Modeling Technology (Hu Zhu Jian Gui Fan Lian [2023] No. 14), the Shanghai Municipal Commission of Housing and Urban-Rural Development recently held the citywide BIM Intelligent Assisted Review Briefing and BIM Application Implementation Inspection Report Meeting. The Shanghai Survey and Design Management Center, Shanghai Market Management General Station, construction management commissions (construction and transportation commissions) of all districts, specific area management committees, and some drawing review agencies and design institutes attended the meeting.    

          

The meeting covered work deployment, key point interpretation, policy briefing, and system training on recently issued documents including the Notice of the Shanghai Municipal Commission of Housing and Urban-Rural Development on Piloting BIM Intelligent Assisted Review in the City (Hu Jian Jian Guan [2023] No. 668). The meeting also reported on the 2023 annual inspection of BIM technology application implementation for construction projects, and deployed the 2024 annual BIM technology application promotion work.

The meeting proposed focusing on delivering high-quality construction products, actively promoting the transformation of industry production methods, supporting the development of new quality productive forces in the construction industry, and advancing the 2024 annual BIM technology application promotion work. First, BIM intelligent assisted review must be carried out for building construction projects that are required to apply BIM technology: project owners must fulfill their primary responsibilities, design institutes must complete BIM design, drawing review agencies must effectively use the project approval system for assisted construction drawing review, and construction management departments of all districts must carry out in-process and post-process supervision. Second, the 2024 annual BIM technology application inspection and project inspections in key areas of the five new cities must be completed, combined with routine supervision measures of all districts, to improve the two-level municipal-district supervision system, form synergy, and promote BIM technology application throughout the entire construction project process. Third, institutional development must be deepened by improving BIM technology application bidding demonstration texts and evaluation methods in engineering survey, design, construction, and supervision bidding, ensuring BIM application implementation at every stage.
