Notice on Launching a Pilot of BIM Model-Based Tendering in the City's Construction Engineering Bidding FieldTo all relevant organizations: In order to implement the requirements of the Implementation Opinions of Shanghai Municipality on Comprehensively Advancing the Deepened Application of Building Information Modeling (BIM) Technology (Hu Zhiujian Guifan Lian [2023] No. 14), further optimize the business environment in Shanghai's engineering construction sector, and promote the application of BIM technology in the construction industry, matters concerning the pilot use of BIM model-based tendering for government-invested projects that are required by law to be tendered are hereby notified as follows:I. Project selectionEach district shall select at least 2 government-invested projects that are required by law to be tendered, with a total investment of over RMB 100 million or a single-building floor area of over 20,000 square meters, covering new, renovation, or expansion building works, to pilot BIM-based design tendering or combined survey-and-design tendering.II. Tendering and bidding requirementsTenderers shall clearly state in the tender documents the requirements for BIM-based bid submissions and the requirements for submitting BIM-based design deliverables after winning the bid. Bidders shall respond substantively in their bid documents and provide corresponding BIM model screenshots.III.
