Recently, the Shenzhen Housing and Construction Bureau released the “Shenzhen Three-Year Action Plan for Promoting the Development of Modern Engineering Services (2024–2026)”. Section III “Main Tasks”, Part 3 “Promoting the Spatial Clustering of the Modern Engineering Service Industry” states:It is necessary to promote the R&D and integrated application of technologies such as Building Information Modeling (BIM) and City Information Modeling (CIM), build an integrated supporting service system of “digital R&D design + engineering services + information services”, and promote the clustered development of engineering general contracting, engineering design, engineering services and high-level engineering consulting firms;Section IV “Work Measures”, Part 2 “Strengthening the Industry’s Scientific and Technological Innovation ‘Core Competitiveness’” states: advance industry transformation with digitalization as the focus. Promote the application of BIM technology throughout the planning, construction and management of new projects, accelerate the implementation of design-led forward BIM design, and support the development of BIM software and platforms with independent intellectual property rights, and consolidate a citywide spatiotemporal information platform and digital twin foundation centered on BIM/CIM; encourage modular construction projects to actively implement BIM-based integrated digital delivery (IDD), build a batch of modular construction benchmark projects, and strive to reach a cumulative construction area of no less than 2 million square meters of modular buildings citywide by 2026; optimize the pricing methods of engineering service projects and improve BIM technology application fee pricing for government-invested construction projects, advocate premium prices for premium quality, and promote the healthy and orderly development of the industry.

   

In order to fully implement the decisions and arrangements of the CPC Central Committee and the State Council on building a modern industrial system, accelerate the enhancement of the development level of our city’s modern engineering service industry, and strengthen, expand and optimize the modern engineering service industry in line with pioneering demonstration standards, this Action Plan is formulated in accordance with the spirit of the citywide conference on accelerating the high-quality development of the service sector.


I. Guiding Ideology

  Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the CPC, deeply study and implement the important speeches and instructions of General Secretary Xi Jinping on Guangdong and Shenzhen, completely, accurately and comprehensively apply the new development philosophy, actively integrate into and serve the construction of a new development pattern, accelerate the development of new quality productive forces, and stimulate Shenzhen’s innovative and creative vitality as a world-class “City of Design”. We will enhance urban functional quality and cultural soft power, take high-quality development as the goal and the deep integration of the innovation chain, industrial chain, capital chain and talent chain as the main line, follow the overall requirements of territorial spatial planning, and combine the layout of the city’s key industrial clusters to promote the high-quality clustered development of the modern engineering service industry. We will coordinate, integrate and advance the construction of the “Five Centers”, accelerate the rapid quantitative growth and effective qualitative improvement of the service sector, help Shenzhen accelerate its construction into a more globally influential economic center city and a modern international metropolis, and strive to advance the construction of the pioneering demonstration zone of socialism with Chinese characteristics.


II. Development Goals

  Uphold innovation-driven development, technology empowerment, integration of the “Four Chains” and clustered development, and comprehensively enhance the development level, economic benefits and overall strength of our city’s modern engineering service industry.

  —Industrial clustering takes shape and gains momentum. Cultivate, expand and introduce a group of leading domestic and international enterprises, headquarters enterprises and “specialized, refined, distinctive and innovative” enterprises in the field of modern engineering services. Plan at a high starting point and advance at high standards the planning and construction of the Shenzhen International Engineering Design Headquarters Cluster and the Shenzhen Construction Industry Eco-Smart Valley, giving full play to industrial clustering and synergy effects.

  —Industrial momentum continues to strengthen. Actively develop modern engineering management models, continuously improve the level of scientific and technological innovation and the transformation of achievements, promote the intelligent, green and integrated development of the industry, accelerate and enhance industry transformation, and speed up the formation of new quality productive forces.    

  —The industrial ecosystem continues to improve. The modern engineering service industry system is basically established, the “Four Chains” are deeply integrated, upstream and downstream of the industrial chain collaborate efficiently, the completeness, advancement and security of the industrial system continue to strengthen, industrial capital and financial capital reinforce each other, and the industry’s comprehensive strength and national influence improve significantly.


III. Main Tasks

  (1) Actively develop modern engineering management models

  1. Promote the design-led engineering general contracting model. Encourage government-invested and state-owned enterprise-invested projects to implement the design-led engineering general contracting model, promote deep integration among engineering design, component and part production, construction and operation, and take the lead in energy, industrial, municipal transportation and modular construction projects. Actively promote the “Integrated Project Management Team (IPMT) + Engineering Procurement Construction (EPC) + Supervision” model.

  2. Promote whole-process engineering consulting services. Encourage enterprises in investment planning, survey and design, construction cost consulting, supervision and project management to transform into whole-process engineering consulting institutions, fully implement design intent, and control engineering quality, construction cost and project progress. Government-invested and state-owned enterprise-invested projects shall take the lead in promoting whole-process engineering consulting and the architect responsibility system. Encourage social investment projects to adopt whole-process engineering consulting services to enhance project investment efficiency and full life-cycle benefits. Promote the chief planner, chief architect or “dual chief” system in key areas and major projects. For technically complex projects, construction organization technology coordination service institutions may be engaged to provide multi-disciplinary, all-element and whole-process technical consulting services.

  (2) Cultivate and expand market entities in the modern engineering service industry

  3. Vigorously develop engineering design service enterprises. Innovate the preferred selection system for architectural design proposals, and encourage design creation that better reflects Chinese style, Lingnan characteristics and Shenzhen elements. Improve the accreditation system for masters of engineering survey and design, and give full play to the role of academicians, masters and Pengcheng craftsmen in leading teams, undertaking projects and conducting research. Encourage enterprises to add qualification categories and upgrade qualification levels; district governments where the enterprises are located may provide certain rewards for those first promoted to Comprehensive Grade A qualifications for engineering design, Comprehensive Grade A qualifications for engineering survey, comprehensive qualifications for engineering supervision, or Grade A industry qualifications for engineering design. The city shall add no fewer than one Grade A industry design enterprise per year on average, and strive to incubate the city’s first Comprehensive Grade A design enterprise by 2025.    

  4. Cultivate leading enterprises in producer services in key fields. Seize new opportunities in the green, digital, unmanned and platform-based development of the automotive industry, actively introduce large domestic and foreign automotive inspection, testing and certification institutions, accelerate the construction of a digital distribution center for auto parts, and build a highland of industrial innovation and service application that matches the construction of a new generation of world-class automotive cities. Compete on the new track of the semiconductor and integrated circuit industry, promote the construction of public service platforms such as the integrated circuit industry innovation center and integrated circuit design platforms, and build a national hub for integrated circuit industry clustering, talent gathering and innovation. Cultivate new momentum in the new energy industry, focus on incubating backbone equipment manufacturing and producer service enterprises in new energy fields such as new-type energy storage, digital power grids, charging and battery-swapping facilities, wind, solar and hydropower, nuclear energy, natural gas and hydrogen energy, and help build a global pioneer city for digital energy. Seize new opportunities in industries such as biopharmaceuticals, deploy and upgrade major municipal industrial public service platforms such as Good Laboratory Practice (GLP) institutions for non-clinical safety evaluation of drugs and inspection, metrology and testing platforms, and promote the high-quality development of industrial clusters such as biopharmaceuticals, high-end medical devices and big health.

  5. Build high-level engineering service institutions. Strengthen and expand engineering professional technical services such as engineering management, supervision, survey and bidding agency, and cultivate a group of leading enterprises with industry influence. Actively develop engineering technology research and testing services, align with major national strategies, provincial and municipal key industrial layouts, science and technology development needs, and key fields such as urban safety, and cultivate a group of leading enterprises in engineering technology research and testing services with international competitiveness. Actively develop new technology promotion services, focus on new materials, low-carbon energy conservation, three-dimensional printing and other fields, and cultivate promotion service institutions covering high-end technology development, consulting, transfer, evaluation and certification. Vigorously develop engineering quality inspection technical services such as inspection and testing, metrology, standardization, and certification and accreditation, and help enhance the service capacity of strategic emerging industries. Support the development of home engineering services, fully advance whole-house smart applications, and incubate leading one-stop service enterprises for interior fit-out and property management based on the industrial internet.

  (3) Promote the spatial clustering of the modern engineering service industry

  6. Accelerate the construction of the Shenzhen International Engineering Design Headquarters Cluster. Relying on the Shenzhen North Station International Business District and the South China Logistics Park, integrate industrial space resources in an all-round way, and build at high standards a modern industrial park integrating design, consulting, R&D and operation with industry-city integration, with a total planned land area of no less than 15 hectares.Promote the R&D and integrated application of technologies such as Building Information Modeling (BIM) and City Information Modeling (CIM), build an integrated supporting service system of “digital R&D design + engineering services + information services”, and promote the clustered development of engineering general contracting, engineering design, engineering services and high-level engineering consulting institutions.Build the Longhua Modern Engineering Service Design Industrial Park at high standards, and encourage newly built buildings planned and designed in the park to reach the three-star green building standard and the national “AA Grade” or above standard for prefabricated buildings.    

  7. Build the Shenzhen Construction Industry Eco-Smart Valley at a high level. Focus on the three major industrial clusters of smart construction, smart buildings and low-carbon energy conservation, and attract a group of engineering general contracting, survey and design, whole-process engineering consulting, inspection and testing, material procurement platform and technology service enterprises to cluster in fields such as new energy, new materials, electronic information, and semiconductors and integrated circuits. Build demonstration parks at high standards, accelerate the completion and commissioning of Phase I of the Shenzhen Construction Industry Eco-Smart Valley Headquarters Base and the Smart Construction Industrial Park, and rely on Phase II of the Eco-Smart Valley Headquarters Base and existing industrial space in the Bantian area to build a Longgang Modern Engineering Service Industrial Park coordinated by an eastern and western dual core, forming a modern construction industry development pattern of “1 headquarters base + 1 industrial park + N industrial clusters”.

  8. Develop key modern engineering service industrial clusters in line with local conditions. Seize the major opportunity of deepening Shenzhen–Hong Kong science and technology cooperation, support the Qianhai Cooperation Zone in building a planning and design cluster, and support key areas such as Hetao in building modern engineering service development clusters. Relying on the Guangming Central District Science and Technology Service Headquarters Economic Cluster, the Nanshan Xili High-Speed Rail New Town New-Generation Information Technology Headquarters Economic Cluster, the Overseas Chinese Town Cultural and Creative Headquarters Economic Cluster and others, accelerate the development of strategic emerging industries covering new energy, new materials, green low-carbon, network and communication, marine industries, biopharmaceuticals and other fields, and form a modern engineering service development cluster with distinctive features, complete functions and a reasonable layout.


IV. Work Measures

  (1) Deeply implement “dual recruitment and dual attraction”

  9. Attract target enterprises precisely and efficiently. Around authoritative domestic and international rankings in the engineering construction field such as Engineering News-Record (ENR), focus on the layout of the city’s key industrial clusters and concentrated contiguous area development, actively cultivate and introduce industry-leading enterprises with strong comprehensive strength, and continue to attract large, high-quality and outstanding investors from around the world. District governments where qualified enterprises are located may provide certain rewards in accordance with regulations.    

  10. Build strong synergy in investment attraction. Formulate an investment promotion handbook for the modern engineering service industry, integrate reward and support measures in areas such as locational advantages, business environment, settlement incentives, land policies and office premises, form a package of investment attraction policies, and centrally and precisely promote enterprise-friendly policies. Uphold the combination of “sincerity” and “action”, and do our utmost to provide “one-to-one” follow-up services and landing guarantees.

  (2) Strengthen the industry’s scientific and technological innovation “core competitiveness”

  11. Lead industry development with scientific and technological innovation as the core. In accordance with the requirements of “three transformations, three properties and one capability”, actively guide modern engineering service enterprises to increase R&D investment and continuously enhance the industry’s development level. Seize development opportunities in the global information and communications industry and develop supporting modern engineering service businesses. Support modern engineering service enterprises that master key core technologies to actively develop new business formats such as the low-altitude economy, photovoltaic-storage-DC-flexible systems, DC microgrids, near-zero-energy buildings and smart construction, and expand new space for the development of modern engineering services. Encourage applications for national, provincial and municipal innovation platforms, and accelerate the construction of national-level science and technology innovation platforms such as the MOHURD Smart Low-Carbon Building Engineering Technology Innovation Center, the Whole-House Intelligence Key Laboratory, and the Quality Assessment Engineering Technology Innovation Center (Guangdong–Hong Kong–Macao Greater Bay Area).

  12. Advance industry transformation with digitalization as the focus. Promote the application of BIM technology throughout the planning, construction and management of new projects, accelerate the implementation of design-led forward BIM design, support the development of BIM software and platforms with independent intellectual property rights, and consolidate a citywide spatiotemporal information platform and digital twin foundation centered on BIM/CIM.Promote the application of technologies such as the Internet of Things, big data and artificial intelligence, build an internationally leading, independently controllable and Shenzhen-featured construction industry internet platform, and realize resource sharing, information connectivity and business interaction.

  13. Enhance industry quality and efficiency with modularization as the lever. Accelerate the R&D and promotion of highly integrated modular building products, and broaden the application scenarios of modular construction. Give priority to modular construction technologies for schools, hospitals, “industry upstairs” projects, elevator retrofitting in old residential communities, smart multi-level parking facilities, affordable housing, and “dual-use for peacetime and emergencies” public infrastructure projects. Actively organize and implement modular construction projects within government-invested projects, and municipal and district development and reform departments shall include the relevant costs in project investment.Encourage modular construction projects to actively implement BIM-based integrated digital delivery (IDD), build a batch of modular construction benchmark projects, and strive to reach a cumulative construction area of no less than 2 million square meters of modular buildings citywide by 2026.    

  14. Expand industry space with urban construction as the foundation. Support high-quality modern engineering service enterprises to resonate with urban construction and development, and serve key tasks such as the “Three Major Projects”, the “Hundred-Thousand-Ten Thousand Project”, “new urban construction”, “new infrastructure”, “industry upstairs”, concentrated contiguous area development and construction, renovation of old residential communities, urban sixth-facade improvement, and the development of tunnel and underground engineering construction. Cultivate a group of innovative rail transit enterprises, strengthen and expand manufacturing service industries such as maintenance, inspection and certification, and smart operations, improve the city’s rail transit industrial chain, systematically export “product + technology + service + standard” solutions, and build a new model for Shenzhen rail transit construction.

  (3) Strengthen cross-regional exchanges and cooperation

  15. Actively advance Shenzhen–Hong Kong cooperation pilots. Deepen the mutual recognition mechanism for construction enterprise qualifications and professional qualifications between Shenzhen and Hong Kong, and select pilot projects to innovatively explore the alignment of Shenzhen–Hong Kong engineering construction management rules. Improve and strengthen the Shenzhen–Hong Kong Urbanism\Architecture Bi-City Biennale, support Hong Kong enterprises, universities or R&D centers in setting up R&D institutions in our city, encourage relevant planning and design societies to organize academic seminars and talent exchange activities, and strengthen Shenzhen–Hong Kong technology exchanges and cooperation. Encourage industry enterprises to integrate into the construction of major national economic zones such as the Guangdong–Hong Kong–Macao Greater Bay Area, Beijing–Tianjin–Hebei and the Yangtze River Delta, and actively participate in international competition.

  16. Promote the internationalization and scaling-up of the industry. Actively advance the alignment of management rules and technical standards with international practice, focus on promoting leading overseas engineering contracting and engineering service enterprises with strong capabilities and international competitiveness, use engineering contracting and engineering services to drive the export of design, consulting, labor and other services, and increase the proportion of high value-added projects such as general contracting. Continue to expand the export of overseas engineering contracting services and design services, polish the “Shenzhen Construction” brand, and broaden the international influence of Shenzhen as a “City of Design”.

  (4) Create a first-class business environment at high standards    

  17. Solidly carry out enterprise follow-up services. Implement “one policy per enterprise” and door-to-door services for leading enterprises, precisely meet enterprise needs, and help enterprises develop healthily. For high-growth enterprises with strong capabilities, outstanding innovation advantages, and resource coordination and allocation capabilities in the industrial chain, strengthen guidance and services to help them grow into leading enterprises. For small and medium-sized enterprises, especially modern engineering service enterprises with the potential to scale up to above-designated-size, strengthen dynamic operation monitoring and database cultivation.

  18. Provide efficient and convenient government services. Further deepen the reform of the approval system for engineering construction projects and continuously optimize project approval procedures. Continuously improve the bidding mechanism for engineering services such as engineering general contracting, and create a fair competition environment.Optimize the pricing methods of engineering service projects, improve the pricing of BIM technology application fees for government-invested construction projects, advocate premium prices for premium quality, and promote the healthy and orderly development of the industry.

  (5) Strengthen the allocation of key resources

  19. Implement tax and financial support measures. Modern engineering service enterprises settled in the Qianhai Cooperation Zone shall enjoy relevant tax preferential policies in accordance with regulations. Income from technology transfer, technology development and related technology consulting and technology services provided shall be exempt from value-added tax in accordance with regulations. Qualified income from technology transfer shall be eligible for reduction or exemption of enterprise income tax in accordance with regulations. Relevant expenses incurred by enterprises in commissioned or cooperative development of advanced technologies may, if qualified, enjoy the additional-deduction tax preference in accordance with regulations. Support small, medium and micro modern engineering service enterprises in enjoying subsidies for loan interest, micro-loan guarantee insurance premiums and guarantee fees in accordance with regulations. Encourage financial institutions and insurance institutions to increase financing support for modern engineering service enterprises, provide various insurance services, and continue to expand financing channels for the industry chain.

  20. Strengthen the guarantee of industrial space. Raise innovative industrial premises through means such as rectification and upgrading, buy-back, and supporting construction, to guarantee the premises needs of scientific research institutions, science and technology public service platforms, incubators, makerspaces and technologically advanced service enterprises in the field of modern engineering services. Make full use of commercial office land and premises resources, and increase subsidies for the leasing and purchase of commercial office premises by modern engineering service enterprises in accordance with regulations.

At present, the new development pattern with domestic circulation as the mainstay and mutual promotion of domestic and international dual circulation is being built at a faster pace, which puts forward new requirements for industry transformation and upgrading; the strategic deployment of the “Three Major Projects”, the “Hundred-Thousand-Ten Thousand Project”, “new urban construction” and “new infrastructure” has been implemented, bringing new opportunities for industry development; a new round of scientific and technological revolution and industrial transformation is being deepened, especially the deep integration of digital technology with the construction industry, adding new momentum to the industry’s quality improvement and efficiency enhancement; and the promotion of new models such as design-led engineering general contracting and whole-process engineering consulting has expanded new space for industry development. Our city’s modern engineering service industry urgently needs to seize new opportunities, face new challenges head-on, and achieve high-quality clustered development.

  The “Action Plan” mainly includes four major parts—“Guiding Ideology, Development Goals, Main Tasks and Work Measures”—with a total of 20 measures. The main contents are as follows:

  (1) Three main tasks.
