Notice of the Housing and Construction Bureau of Longhua District, Shenzhen on Promoting the Implementation of Building Information Modeling (BIM) Technology Application in Longhua District

To all relevant organizations:

  To accelerate the construction of the Longhua digital twin city, build an integrated dynamic-static twin-city data foundation, and promote district-wide future urban scenario pilots, and in accordance with the spirit and requirements of documents such as the Implementation Opinions of the General Office of the Shenzhen Municipal People’s Government on Accelerating the Application of Building Information Modeling (BIM) Technology (Trial) (hereinafter referred to as the Implementation Opinions), the following notice is hereby issued on promoting the implementation of Building Information Modeling (BIM) technology application in our district:

  I. Goals and Tasks

  Fully advance the strategic deployment of “Digital Longhua, Urban Core”, closely follow the development thread of “full life-cycle urban digitalization”, driven by promoting the high-quality development of the construction industry through information technology and with government digital services as the focus, comprehensively improve the green, industrialized, digital and intelligent level of the construction industry, shape new business forms and a new landscape for the construction industry, build an integrated dynamic-static twin-city data foundation, and promote district-wide future urban scenario pilots.    

  II. Scope of Application

  (1) Newly built (approved, verified or filed) projects
  1. Government-invested and state-owned capital-invested construction projects, district major projects, and key area engineering projects newly built (approved, verified or filed) between January 1, 2022 and January 1, 2023;
  2. From January 1, 2023 onward, all newly built (approved, verified or filed) projects with an investment of more than RMB 10 million and a floor area of more than 1000 square meters.
  (2) Existing important building projects
  1. Existing important public building projects constructed with government investment (including office, educational, medical, cultural and sports facilities);
  2. Existing important building projects whose property rights belong to state-owned enterprises, central government-owned enterprises, government platform enterprises, village committee unified construction, etc. (including industrial parks, office buildings, commercial facilities, residential buildings, etc.);
  3. Socially invested existing important building projects (such as industrial parks, office buildings, commercial facilities, residential communities, etc.).
  III. Specific Requirements
  (1) Newly built (approved, verified or filed) projects
  For government-invested and state-owned capital-invested construction projects, district major projects, and key area engineering projects newly built (approved, verified or filed) between January 1, 2022 and January 1, 2023, as well as all newly built (approved, verified or filed) projects with an investment of more than RMB 10 million and a floor area of more than 1000 square meters from January 1, 2023 onward, BIM models shall be submitted at each approval and filing stage for planning permission, construction permission and completion acceptance. The BIM models shall meet the requirements of the Notice of the Shenzhen Housing and Construction Bureau on the Trial Operation of BIM-Based Filing System Functions for Fire Protection Design Review, Construction Permits and Joint Completion Acceptance, and shall also be imported into the municipal and district CIM platforms.
  (2) Existing important building projects    
  1. All sub-district offices are requested to conduct a survey of the BIM modeling status of existing public building projects (office, educational, medical, cultural and sports facilities, etc.) constructed with government investment within their jurisdictions, and to complete the survey form (Appendix 3) for projects not included in the Longhua District List of Existing Important Public Buildings for BIM Reverse Modeling (First and Second Batches) (Appendix 1). Taking into account the functional importance, safety requirements and technical feasibility of the buildings, our Bureau will formulate a scientific and reasonable three-year plan to complete BIM models for existing public building projects and connect them to the municipal and district CIM platforms.
  2. All state-owned enterprises, central government-owned enterprises, joint-stock cooperative companies and other organizations are requested to carefully review the BIM modeling status of existing important building projects (such as industrial parks, office buildings, commercial facilities, residential buildings, etc.) under their property rights within their jurisdictions, actively fulfill their social responsibilities, fully utilize existing technical resources, and formulate practical BIM modeling plans to ensure that BIM models of their existing building projects are completed within 2026 and that the relevant models are connected to the municipal and district CIM platforms.
  3. For socially invested existing important building projects (such as industrial parks, office buildings, commercial facilities, residential communities, etc.), the relevant project owners or property management organizations are requested to review the BIM modeling status of the existing buildings, proactively fulfill their social responsibilities, and carry out BIM modeling for the buildings under their management. Through market-oriented operations, the adoption of advanced BIM technology is encouraged to achieve full coverage of BIM models for existing buildings. The BIM models of their existing important building projects shall be completed within 2026 and the relevant models connected to the municipal and district CIM platforms.
  Our Bureau will provide technical support to the relevant organizations participating in BIM modeling of existing important buildings, ensuring that the submitted BIM models meet the standard requirements of the Technical Guidelines for Modeling and Delivery of Existing Important Buildings in Shenzhen — Building Engineering Volume (Revised Draft) (Appendix 2) at or above the Basic Level.
  IV. Work Requirements
  (1) Model Submission. All relevant organizations shall clearly define their primary responsibilities in BIM modeling, attach great importance to it, respond actively, and jointly promote the application of BIM technology in our district and the high-quality development of urban and rural construction. Within 30 days from the date of issuance of this notice, all relevant organizations shall submit to our Bureau the BIM modeling summary table (see Appendix 3), the modeling work plan and the implementation scheme, and shall ensure the accuracy and completeness of the BIM models.
  (2) Technical Support. Our Bureau will provide the necessary technical support and services, assist relevant organizations in optimizing BIM modeling work, review and accept the submitted BIM models, improve work efficiency, and promote the smooth progress of BIM modeling and uploading for existing important buildings.    
  (3) Platform Integration. In accordance with relevant laws, regulations and standards, our Bureau will guide the import and upload of BIM models to the CIM platform and the verification of their positioning on the municipal and district CIM platforms, and provide hardware resources and information security guarantees for the storage and interactive use of urban basic data.
  (4) Technical Training. Our Bureau will organize relevant training and technical exchange activities, conduct regular supervision and inspection of BIM modeling work, ensure work quality and progress, and enhance the BIM technology application capabilities of all relevant organizations.
  This notice is hereby issued.
