On the Municipal Commission of Housing and Urban-Rural Development's Issuance of the Regulations on Construction Safety Management for Monolithic Precast Concrete Structure Projects in Shanghai

In order to strengthen the construction safety management of monolithic precast concrete structure works in this municipality, prevent accidents and safeguard the lives and property of the people, the Shanghai Municipal Commission of Housing and Urban-Rural Development has formulated the Shanghai Regulations on the Construction Safety Management of Monolithic Precast Concrete Structure Works. Relevant matters are hereby notified as follows:
Article 1 (Purpose and Basis)
In order to strengthen the construction safety management of monolithic precast concrete structure works in this municipality, prevent accidents and safeguard the lives and property of the people, these Regulations are formulated in accordance with the Regulations on the Safety Production Management of Construction Projects and the relevant technical standards, and in light of the actual conditions of this municipality.
Article 2 (Scope of Application)
These Regulations apply to monolithic precast concrete structure projects of newly built, renovated and expanded building works and municipal infrastructure works (non-transport category) within the administrative area of this municipality.
Article 3 (Administrative Departments)
The Shanghai Municipal Commission of Housing and Urban-Rural Development is responsible for the overall management of construction safety of monolithic precast concrete structure works in this municipality.
The Shanghai General Station of Construction Project Safety and Quality Supervision is responsible for the specific supervision of construction safety of monolithic precast concrete structure works in this municipality.
The construction administration departments of each district and the administrative committees of the designated special areas are responsible for the day-to-day supervision of construction site safety for monolithic precast concrete structure works within their administrative areas.
Article 4 (Four Systems and One Promotion)
The construction of monolithic precast concrete structures shall implement the systems of detailed construction design, special construction schemes, lifting orders and working with qualification certificates.
(1) Detailed construction design system. Schemes that involve the structural safety of the works - such as storage yard reinforcement, component stacking racks, component lifting points, wall attachments of construction facilities and equipment, temporary support and floor slab bearing points, and attachment facilities - shall be verified and approved by the design entity.
(2) Special construction scheme system. Before the construction of prefabricated concrete structures, a special construction scheme shall be prepared in accordance with the current national standards and codes and in combination with the design drawings and the on-site requirements for safety protection and environmental protection. Where new technologies, new methods, new materials or new equipment that may affect construction safety are adopted and no standards or codes yet exist, an expert review shall be organized as prescribed.
(3) Lifting order system. Before precast components are hoisted for installation, the construction entity and the supervision entity shall carry out a comprehensive inspection of the safety production measures and conditions for the lifting operation, and installation may proceed only after the Lifting Order has been obtained.
(4) Certified employment system. On-site operatives shall hold the corresponding certificates for special trades as required.
(5) Promoting the application of BIM, the Internet of Things, AR, AI and other technologies in safety management. The use of BIM technology is encouraged for the moulding and demoulding simulation of complex three-dimensional components, clash detection and installation process simulation of complex connection nodes of precast components, and simulation of the jib path and spatial movement of lifting equipment, so as to raise the level of construction safety.
Article 5 (Responsibilities of the Project Owner)
The project owner shall perform the following main responsibilities:
(1) In accordance with the detailed construction design system, coordinate the construction, design and component production entities in a unified manner so that each of them clarifies its own detailed construction design and the corresponding safety management responsibilities.
(2) Reasonably determine the cost of safety production and civilized construction measures on the basis of the characteristics of prefabricated construction, such as component transfer, storage yard reinforcement and component installation.
(3) Be responsible for coordinating the production schedule of precast components and the construction programme on site, and for coordinating the construction progress and cooperation between the general contractor and the various specialist subcontractors.
(4) In accordance with the characteristics of prefabricated building construction, organize the participating design, construction and supervision entities to inspect the sub-divisional works involving significant hazards and the key nodes of construction safety.
(5) The design period and the construction programme shall not be arbitrarily compressed.
Article 6 (Responsibilities of the Design Entity)
The design entity shall perform the following main responsibilities:
(1) The design documents shall take into account factors such as component lifting points, construction facilities, equipment attachment points and tie-in points, and shall specify the corresponding safety management measures.
(2) In accordance with the detailed construction design system, verify and approve the construction schemes that involve the structural safety of the works.
(3) Provide on-site guidance and technical disclosure based on the design documents and the actual conditions of the site.
Article 7 (Responsibilities of the General Construction Contractor)
The general construction contractor shall perform the following main responsibilities:
(1) Strictly implement the system of the project manager leading the shift, and in accordance with the Code for the Management of Safety Production in On-site Construction, ensure that the safety responsibilities of every post are fulfilled.
(2) In light of the characteristics of prefabricated building construction and in combination with the detailed construction design, prepare special construction schemes; where a review is required, organize an expert review as prescribed.
(3) Clearly define in the general contract and subcontract agreements the safety responsibilities for the transport of precast components, the maintenance and management of machinery and equipment, etc., and coordinate and urge all subcontractors to cooperate with one another.
Article 8 (Responsibilities of the Supervision Entity)
The supervision entity shall perform the following main responsibilities:
(1) In view of the characteristics of prefabricated construction, prepare detailed supervision rules specifying the key points and requirements of supervision.
(2) Strengthen the review of the site-entry acceptance of precast components.
(3) Reinforce the monitoring of the safety production measures and conditions for lifting operations.
Article 9 (Responsibilities of Precast Concrete Component Manufacturers)
Precast concrete component manufacturers shall perform the following main responsibilities:
(1) Provide the special concealed-work acceptance records for the lifting points of precast components and the attachment points of construction facilities and equipment.
(2) Ensure the finished-product protection of the lifting points, the attachment points of construction facilities and equipment and the temporary support points of precast components, which shall not be damaged.
(3) Apply the corresponding markings at the lifting points of precast components, the attachment points of construction facilities and equipment and the temporary support locations.
Article 10 (Responsibilities of Operatives)
Operatives shall perform the following main responsibilities:
(1) Strictly follow the safe operating procedures.
(2) Strictly observe the system of working with qualification certificates.
(3) Installation operatives shall be fully equipped with personal protective equipment. For work at height a five-point safety harness shall be worn and reliably anchored, hung high and used low. Operatives shall undergo regular medical examinations and strengthen self-protection.
Article 11 (Requirements for Preparing Special Construction Schemes)
A special construction scheme shall include the following main contents:
(1) Stacking, transfer and lifting of precast components, including: on-site loading and unloading, stacking and transfer, and the lifting methods and routes; calculation of the ground bearing capacity of the component storage yard; selection of lifting equipment and design of lifting gear; design of component lifting points and of the wall attachment points of tower cranes and construction hoists;
(2) Safety protection for work at height, including: the protective measures adopted for the installation of components at open edges, for cast-in-situ concrete at connection nodes and for finished-product protection and repair, as well as safety protection for simultaneous cross operations;
(3) Dedicated working platforms, scaffolding, vertical ladders, suspended platforms and other facilities, together with their attachment facilities;
(4) The temporary support system for component installation and the bearing capacity of its foundation, etc.
Article 12 (Precast Component Storage Yards and Other Requirements)
Precast component storage yards shall meet the following requirements:
(1) A dedicated storage yard shall be provided for precast components; the component stacking area shall be enclosed by barriers, and unrelated personnel, materials and equipment shall not enter.
(2) A suitable stacking method shall be chosen according to the type of precast component, the number of stacking layers shall be specified, and reliable packing blocks shall be placed between components; where racks are used for stacking, the racks shall be checked by structural calculation.
(3) The siting of the precast component storage yard shall be determined by comprehensively considering factors such as the lifting radius of the vertical transport equipment, the layout of temporary site roads and the stopping positions of unloading vehicles, and shall as far as possible be located around the corresponding building unit so as to avoid cross operations.
(4) When precast components arrive on site, their quality assurance certificates shall be checked and the concealed-work acceptance records of the lifting points, the concrete strength and other relevant items shall be verified. The lifting points and the appearance of the components shall be inspected.
(5) The storage yard, racks and auxiliary facilities such as dedicated working platforms for work at height, scaffolding and suspended platforms, as well as the temporary support systems for the installation of precast components, shall pass acceptance and be tagged before being put into use.
(6) Lifting tools used for hoisting, such as wire ropes and chain blocks, shall be inspected more frequently according to their frequency of use and shall be replaced regularly on the basis of the inspection results. The use of self-spliced wire rope joints is strictly prohibited, and the use of self-made slings and lifting gear without a design basis is strictly prohibited.
Article 13 (Supervision and Administration)
In view of the characteristics of prefabricated building construction, the municipal and district construction project supervision agencies shall focus on the following supervisory work:
(1) In view of the highly continuous nature of prefabricated building construction, strengthen supervision and urge all participating parties to fulfil their safety responsibilities. Where these Regulations are violated and serious safety hazards exist, a partial suspension of construction for rectification shall be ordered, up to a full work stoppage for rectification.
(2) Monolithic precast concrete structure works shall be a key focus of the inspection work of the construction administrative authorities at both municipal and district levels.
Article 14 (Handling of Violations)
The construction safety management of monolithic precast concrete structure works shall be incorporated into safety production standardization and dynamic assessment. The relevant entities or individuals that violate these Regulations shall be subject to regulatory interviews, demerit points and other administrative sanctions; for illegal and non-compliant acts, corresponding administrative penalties shall be imposed in accordance with the current laws and regulations.
Article 15 (Supplementary Provisions)
In addition to implementing these Regulations, the construction safety of monolithic prefabricated concrete structure works shall comply with the current laws, regulations, codes and standards.
Article 16
These Regulations shall take effect on 1 May 2025 and shall remain valid until 30 April 2030.
