Notice on Clarifying the Application Scope and Requirements of Building Information Modeling Technology in Government-Invested Projects

To all relevant organizations:
In order to implement the Implementation Opinions of Shanghai Municipality on Comprehensively Promoting the In-depth Application of Building Information Modeling Technology (Hu Zhu Jian Gui Fan Lian [2023] No. 14), give play to the leading role of government-invested projects, and promote the in-depth application of building information modeling (hereinafter referred to as "BIM") technology in this municipality, the application scope and requirements of BIM technology in government-invested projects are hereby clarified as follows:
I. Application Scope
The following government-invested large and complex public buildings, as well as infrastructure projects such as rail transit and urban-suburban railways, should apply BIM technology:
(1) Single buildings with a floor area greater than 20,000 square meters, or those with a total floor area greater than 100,000 square meters, including cultural, sports, medical and health, and education projects with diverse functions or complex architectural space layouts;
(2) Stations and depots of rail transit or urban-suburban railway projects.
II. Application Requirements
BIM technology application at each stage should be carried out in accordance with standards and specifications such as the Unified Standard for Building Information Modeling Technology Application (DG/TJ08-2201-2023).
At the project initiation or feasibility study stage, the project owner shall prepare a project BIM technology application plan, specifying the application stages, content, objectives, and expected results.
The construction administrative authorities shall urge and guide project owners to effectively implement the relevant provisions of the National Security Law and the Cybersecurity Law, fully protect the security of BIM data, and avoid causing leaks of national technology, economic losses, and major security risks.
III. Funding Channels
BIM-related expenses for government-invested projects shall be coordinated within expenses such as survey and design.
IV. In-process and Post-event Supervision
The construction administrative authorities shall inspect the quality of the project model at the construction permit and completion acceptance stages, and carry out spot checks on the application of project BIM technology during project implementation.
This notice is hereby issued.
