To the housing and urban-rural development commissions of all districts and counties (autonomous counties), the construction bureaus of Liangjiang New Area, Western (Chongqing) Science City High-Tech Zone, Chongqing Economic and Technological Development Zone, Wansheng Economic and Technological Development Zone and Shuangqiao Economic and Technological Development Zone, and the relevant units:

In order to thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council on building a Digital China, actively carry out the requirements of the Municipal Party Committee and Municipal Government on leading the comprehensive deepening of reform through digital transformation and on building Digital Chongqing, accelerate the digital transformation of the housing and urban-rural development sector, and promote the high-quality development of the construction industry, and in accordance with the Opinions of the General Office of the State Council on Promoting the Sustained and Healthy Development of the Construction Industry (Guo Ban Fa [2017] No. 19), the Guiding Opinions of the Ministry of Housing and Urban-Rural Development and other departments on Promoting the Coordinated Development of Smart Construction and Building Industrialization (Jian Shi [2020] No. 60), and the Implementation Opinions of the General Office of the Chongqing Municipal People's Government on Further Promoting the Reform and Sustained and Healthy Development of the Construction Industry (Yu Fu Ban Fa [2018] No. 95) and the Notice on Issuing the Implementation Plan for Building Chongqing into a Pilot City for Smart Construction (Yu Fu Ban Fa [2023] No. 53), the following notice is hereby given on accelerating the application of Building Information Modeling (BIM) technology.

I. The implementation time and scope shall follow the principle of advancing by zones, gradually expanding, and combining pilot demonstrations with widespread application. Starting from October 1, 2023 for the central urban districts of the main urban metropolitan area, from March 1, 2024 for the new main urban districts of the main urban metropolitan area and Wanzhou District, and from January 1, 2025 for the other districts and counties, the following newly built projects shall apply BIM technology throughout the whole process; for any project that fails to meet the relevant requirements for consistency between drawings and models, the construction drawing review agency shall not issue a construction drawing review certificate.

(1) Government-invested or government-led housing buildings, rail transit projects, trunk and branch utility tunnels, large and medium-sized water supply, drainage and sanitation plant and station projects, and large municipal road, bridge and tunnel projects with an investment exceeding RMB 100 million and a floor area greater than 10,000 square meters;

(2) Real estate development projects with a construction scale greater than 250,000 square meters (subject to the construction scale stated in the Construction Project Planning Permit), and single public building projects with a floor area of more than 20,000 square meters;

(3) Prefabricated building projects with a floor area greater than 10,000 square meters, and smart construction pilot projects;

(4) Three-star green building projects, green ecological residential community projects, three-star smart construction site projects, and projects rated in the Chongqing Municipal grading evaluation of outstanding engineering survey and design achievements.

In addition to the above scope of application, other engineering projects are encouraged to apply BIM technology.

II. Whole-Process Application Requirements

(1) Strengthening Survey and Design Management

1. Preliminary project planning stage. The project owner shall prepare a whole-life-cycle comprehensive BIM application plan for the project, with the core purpose of coordinating and optimizing the management of the entire design, construction and O&M process, establishing the application workflow, and clarifying the application objectives, content and expected results. The project owner is encouraged to establish, or to entrust a whole-process consulting unit to establish, a whole-process BIM management platform, so that the project owner, design unit, construction contractor and supervision unit can collaborate on a digital management platform. When entrusting the detailed engineering survey, preliminary design and construction drawing design tasks and the construction drawing design review, the project owner shall specify the concrete requirements for BIM technology application in the survey, design and construction drawing design review contracts, ensure reasonable working fees and working periods, and include the fees for BIM technology application in the project investment.

2. Engineering survey stage. The project owner shall require the surveying unit and the survey unit to provide at least three plane and elevation control points, with plane coordinates given in both the 2000 National Geodetic Coordinate System and the Chongqing Municipal Independent Coordinate System, and elevations given in the 1956 Huanghai Elevation System or the 1985 National Height Datum. During the design, construction and O&M stages of the project, the BIM model shall adopt a unified coordinate system, and the base point spatial positioning shall be expressed using the values of both the 2000 National Geodetic Coordinate System and the Chongqing Municipal Independent Coordinate System, so as to ensure effective docking between the BIM model and the CIM platform.

3. Engineering design stage. The project owner shall specify in the design contract that the entrusted design unit shall build BIM models for both the preliminary design and the construction drawing design, complete design work such as design analysis and calculation, visualization, drawing output and data output, and fully consider the BIM application needs for component production, construction management and operation and maintenance. The design unit shall, in accordance with relevant national and municipal technical standards and the technical regulations for preparing design documents, separately build a single continuous forward BIM model that runs through the preliminary design and construction drawing design of the project.

4. Construction drawing review stage. During the construction drawing design review, if the project owner fails to submit the construction drawing design BIM model as required, the construction drawing review agency shall not accept the construction drawing design review; only when the depth, accuracy, data rules, built-in views and drawing-model consistency of the construction drawing design BIM model submitted by the project owner comply with the requirements of relevant national and municipal technical standards may the construction drawing review agency issue a construction drawing review certificate.

(2) Strengthening Construction Management

1. Construction stage. The project owner shall organize the construction contractor and the supervision unit to each establish a BIM technology application work plan and incorporate BIM technology application into their daily work. The BIM model delivered by the project owner to the construction contractor shall comply with the requirements of the Design Delivery Standard for Building Engineering Information Models DBJ50/T-281 and the Delivery Standard for Municipal Engineering Information Models DBJ50/T-283. Once the standards are met, the Chongqing BIM Project Management Platform (URL: http://jsgl.zfcxjw.cq.gov.cn:8889/SzjsFilePreview/frame/fui/pages/themes/grace/grace) may then push the relevant data to the Smart Construction Site Management Platform.

The design unit shall synchronously load engineering design change information into the BIM model. In the event of a major design change, the design unit shall modify the model, and the project owner shall, in accordance with relevant regulations, re-apply for preliminary design approval and construction drawing review; the construction drawing review agency responsible for the change review shall bear the corresponding review responsibility for the changed BIM model.

The construction contractor shall cooperate in completing model adjustments and information loading. Based on the BIM model delivered from upstream, and in combination with the actual needs of project construction organization, processes, quality and safety, and production management, the construction contractor shall carry out in-depth application, and use the BIM model to conduct visualized technical briefings on key construction nodes, difficult technologies and complex processes.

The supervision unit shall properly establish data associations in the BIM management platform between the BIM model and technical verification forms, concealed works acceptance records, material and product certificates of conformity and type inspection reports, equipment inspection reports, on-site test reports, quality and safety patrol inspections, testing reports, supervision logs and the like.

3.Completion acceptance stage.Before organizing the completion acceptance, the project owner shall organize the participating units to inspect and verify the BIM model, with a focus on checking the completeness and accuracy of the model information and its consistency with the as-built drawings. Only when the BIM model information is accurate and complete and its consistency with the as-built drawings meets the requirements may the completion acceptance be organized.

(2) Strengthening Archives Management

1.The project owner shall incorporate the whole-discipline BIM archives of the project completion stage into the scope of engineering archives and hand them over to the urban construction archives management authority for filing, submit the BIM archives to the urban construction archives management platform of the urban construction archives management authority as required, and complete the archives acceptance and handover procedures.

2.The project BIM archives include model files and archival data files. The archival data files shall contain electronic data and information that can completely reflect the content of the project, including project preparation stage files, project quality responsibility files, project completion acceptance files, supervision files, construction technical files and audio-visual archives. The archival data shall be in XML format, and the archival files shall establish data associations with the corresponding BIM models. The BIM archives can pass acceptance only when their content is complete and their data format meets the requirements.

3.The project owner shall, together with the participating units, ensure that electronic identity authentication technology is used for identity confirmation and that the electronic identity remains valid over the long term. The project owner and the urban construction archives management authority shall establish the corresponding software and hardware facilities that meet the needs of editing, archiving and storage of BIM model archives for construction projects.

III. Safeguard Measures

(1) Improving the BIM Technical Standards System. The Municipal Commission of Housing and Urban-Rural Development shall take the lead in revising the current BIM technology application standards and in improving unified BIM coding standards, drawing output standards, modeling standards, as-built delivery, information management and archival filing standards, so as to ensure the normalization and standardization of model data. The Municipal Construction Technology Development Center shall take the lead in building the Chongqing BIM Building Materials Database, establish a BIM model data sharing mechanism, and promote the standardized design and production of precast components.

(2) Optimizing and Upgrading the BIM Project Management Platform.All BIM models shall be uploaded and used for interaction through the Chongqing BIM Project Management Platform. The Municipal Construction Information Center shall take the lead in optimizing and upgrading the BIM Project Management Platform, unify the platform data interface standards, and enhance the docking capability with key business systems such as construction drawing review filing and smart construction site management, so as to achieve a single continuous model throughout the whole process of design approval, construction, completion acceptance and archives handover for construction projects, promoting the effective transfer of data and real-time sharing of information across all stages.

(3) Promoting a BIM-Based Approval and Supervision Model. The municipal and district (county) housing and urban-rural development authorities shall establish supervision methods and working systems suited to the promotion and application of BIM technology, and gradually promote BIM-based approval and supervision in stages such as construction permit processing, completion acceptance and housing sales, so as to meet the needs of the industry's digital transformation.

(4) Improving the BIM Fee and Pricing Mechanism. The Municipal Commission of Housing and Urban-Rural Development shall guide industry associations in optimizing and improving the reference billing standards for BIM technology application services, and gradually advance the separate itemization and accounting of BIM technology and related platform application fees by project owners.

(5) Strengthening Routine Supervision. The housing and urban-rural development authorities of all districts and counties shall be responsible for the supervision and management of the application of BIM technology in construction projects within their jurisdictions.The Municipal Commission of Housing and Urban-Rural Development shall incorporate the application of BIM technology into the credit evaluation systems for units and individuals, conduct special inspections of the work and project application in all districts and counties on a regular basis, and notify and criticize the units and individuals that fail to implement the relevant requirements for BIM technology application.

(6) Strengthening Publicity and Guidance.The application of BIM technology shall be incorporated into the application, recommendation and selection criteria for various awards and honors such as Master of Engineering Survey and Design, Outstanding Young Designer, the Luban Award and the Huaxia Award, and activities such as BIM competitions, project observation and academic forums shall be actively held to publicize the value and significance of BIM technology application, broaden society's understanding of BIM technology, and create a favorable atmosphere for the application of BIM technology.
