With the steady growth of China's economy, the 14th Five-Year Plan has further defined the direction for prefabricated buildings along with related trends such as new-type industrialization, informatization, and green development. Regions across the country are rolling out the development of green buildings and prefabricated buildings, placing particular emphasis on the share of prefabricated buildings in newly built buildings and government-invested construction projects, and the momentum behind prefabricated building development continues to build.

Notice of the Ministry of Housing and Urban-Rural Development on Issuing the Investment Estimation Indicators for Prefabricated Building Projects, Jian Biao [2023] No. 46

To advance the development of prefabricated buildings and meet the needs of investment estimation for prefabricated building projects, the Investment Estimation Indicators for Prefabricated Building Projects (TY01-02-2023) shall take effect from November 1, 2023.

Notice of the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Commerce, and the General Administration of Customs on Issuing the Work Plan for Steady Growth of the Steel Industry, Gong Xin Bu Lian Yuan [2023] No. 131    

Strengthen the promotion and application of steel structures. Actively drive improvements to the steel structure standards system, reinforce upstream and downstream collaboration across the steel-to-steel-structure industry chain, promote coordination between steel material manufacturing and steel structure research, design, fabrication, and engineering across the whole industry chain, and foster high-quality development of the steel structure industry. Encourage regions with the right conditions to give priority to steel structures in public building renovations, and actively promote the application of steel structures in bridges, underground utility tunnels, underpasses, marine structures, prefabricated buildings, and other fields. Support regions with the right conditions to take the lead in piloting and promoting hot-rolled H-beams and steel sheet piles, and in demonstrating the application of weathering steel and fire-resistant steel.

Notice of the Ministry of Industry and Information Technology and Seven Other Departments on Issuing the Work Plan for Steady Growth of the Building Materials Industry, Gong Xin Bu Lian Yuan [2023] No. 129

For 2023-2024, the main goals for steady growth of the building materials industry are: the industry maintains steady growth, with industrial value-added growth targeted at around 3.5% in 2023 and 4% in 2024. The annual average operating revenue growth of above-scale enterprises in green building materials, mineral functional materials, and new inorganic non-metallic materials exceeds 10%; the numerically controlled rate of key processes in major industries reaches above 65%; the share of production capacity at or above the energy-efficiency benchmark level in the cement, glass, and ceramics industries exceeds 15%; and the industry continues to advance toward high-end, intelligent, and green development.

Notice of the Shanghai Municipal Commission of Housing and Urban-Rural Development on Issuing the Shanghai Working Guidelines for the Architect Responsibility System (Trial), Hu Jian Jian Guan [2023] No. 421

              

The guidelines mainly define the work of the responsible architect in planning and design, project consulting, engineering design, procurement and quality management, construction technology management, and O&M, and elaborate the specific rules for each item of work, including the service scope, duties and rights, and responsibilities and obligations. They also align with the management requirements of current national laws, administrative regulations, and departmental rules. By organizing pilot programs for the architect responsibility system, the guidelines study and explore service models, supervision methods, and management approaches for the system, and work toward establishing a service framework for the architect responsibility system. They fully integrate the technical strengths of the responsible architect and his or her team in early-stage consulting, design services, professional collaboration, construction cost, and quality control, ensure the successful implementation of pilot projects, and guide project owners, design entities, and other participating parties in making good use of the architect responsibility system model over the whole project process or during selected stages.

Focus on advancing the development of prefabricated buildings. Promote the coordinated development of the prefabricated components and parts industry across the Beijing-Tianjin-Hebei region, leverage the whole-industry-chain advantages of regional prefabricated construction, and improve energy efficiency across the research, design, production, transportation, construction, and testing stages of prefabricated buildings. Give priority to steel-structure prefabricated buildings in newly built public buildings and launch pilot programs for steel-structure housing. Raise the level of building industrialization through standardized design with fewer specifications and more combinations and through the interchangeability of components and parts; promote the engineering general contracting management model; advance the application of prefabricated interior fit-out technologies, with a focus on promoting pipeline separation, integrated fit-out technologies, and the use of integrated and modularized building components and parts. By 2025, all newly built civil buildings on state-owned land that meet the conditions shall adopt prefabricated construction.

Main functions: the information platform consists of three modules - project management, industry services, and components and parts management - covering the production, transportation, and installation of components and parts. By establishing a one-code traceability management system for precast components, it achieves informatized supervision over the full life cycle of precast components.

The carbon peaking action for urban-rural development is an important part of the province's overall carbon peaking work, and building energy conservation and emission reduction is a key link in the chain toward peaking carbon emissions in urban-rural development. Relying fully on Hebei's mechanisms for realizing the value of emission-reduction products and capitalizing carbon assets, the province will progressively establish and improve a system for developing emission-reduction products and converting their value in the housing and urban-rural development sector, helping advance green development in urban-rural areas. By realizing the emission-reduction value of high-standard energy-efficient buildings and exploring approaches such as carbon inclusiveness, people can enjoy the comfort and well-being brought by high-standard energy-efficient buildings while also gaining real economic benefits from energy conservation and carbon reduction. Inner Mongolia - Baotou

Notice of the Baotou Municipal Bureau of Housing and Urban-Rural Development, the Development and Reform Commission, and the Bureau of Natural Resources  on Implementing Construction Tasks for Green Buildings, Prefabricated Buildings, and Passive Ultra-Low Energy Consumption Buildings

          

Government-invested affordable housing, office buildings, hospitals, schools, science and technology museums, gymnasiums, and other civil buildings, as well as large municipal infrastructure such as underground utility tunnels, bridges, rail transit, and bus platforms in new urban districts, shall fully adopt prefabricated construction. Commercial housing, public buildings, industrial plants, warehouses, and large shopping malls invested by social and enterprise capital should give priority to prefabricated construction. Newly built rural residential communities developed through concentrated construction and dilapidated house renovation projects in rural and pastoral areas are encouraged to give priority to prefabricated construction. Public buildings are encouraged to prioritize prefabricated steel-structure buildings, and government-invested new large-span, large-space public buildings and industrial buildings shall give priority to prefabricated steel structures.

Liaoning - Dalian

Issues found in prefabricated buildings: 1. Construction on site does not follow the drawings, and prefabrication-related indicators in the construction drawing design documents are reduced without authorization; 2. Design documents do not correspond to the prefabrication rate calculation report, and construction details fail to meet the requirements of relevant prefabricated building standards; 3. Full fit-out design documents are missing and no corresponding letter of commitment can be provided; 4. Detailed design documents for precast components are inconsistent with the design documents; 5. On-site supervision records for precast component production are missing, or the witness records are inconsistent with component production information, and concrete pouring dates are recorded in a confused manner; 6. Construction organization plans for prefabricated buildings are missing.

Jiangsu

Notice of the Jiangsu Provincial Department of Housing and Urban-Rural Development on Organizing Applications for 2023 Jiangsu Smart Construction Pilot Projects, Su Jian Han Jian Guan [2023] No. 401

          

Applications shall be submitted independently by the project's general contractor, or jointly with the project owner, design entities, and technical service providers. The application deadline is September 28, 2023.

Zhejiang

Notice issued by the General Office of the People's Government of Huangyan District, Taizhou City on Several Opinions (Trial) on Accelerating the High-Quality Development of the Construction Industry in Huangyan District, Huang Zheng Ban Fa [2023] No. 26

          

Huangyan District: projects recognized as Taizhou municipal prefabricated demonstration projects receive an award of RMB 80,000. Building industrialization bases honored as national-, provincial-, or municipal-level demonstration bases receive awards of RMB 4.5 million, RMB 3 million, and RMB 1.5 million respectively; awards for steel-structure industrialization bases are increased by RMB 1 million, RMB 500,000, and RMB 200,000 respectively.

Anhui - Hefei

Notice of the Hefei Municipal Bureau of Urban-Rural Construction on Standardizing the Management of Marking and Labeling of Precast Concrete Component Products for Prefabricated Buildings in Hefei, He Jian Chan [2023] No. 4

              

Vertical load-bearing precast components shall fully adopt electronic tags (RFID), and other components are encouraged to adopt electronic tags (RFID), with corresponding reading and display equipment and management platforms provided at factories and on construction sites.

Fujian

Announcement of the Fuzhou Municipal Bureau of Urban-Rural Construction on Public Consultation on the Implementation Opinions on Promoting the High-Quality Development of Prefabricated Buildings in Fuzhou (Draft for Comment)

          

For new building projects in Fuzhou with an above-ground gross floor area of 10,000 square meters or more, the following scope and standards apply: from 2024, more than 50% of the floor area of new buildings in the six urban districts of Fuzhou (including Binhai New City) for which land contracts are newly signed (or new land allocation decisions are obtained) shall be built using prefabricated construction; within the urban areas of other counties and county-level cities, more than 40% of the floor area of new building projects for which land contracts are newly signed (or new land allocation agreements are obtained) shall be built using prefabricated construction. Municipal state-owned investment projects (including those in which state-owned capital holds a controlling stake) for affordable housing, education, healthcare, and multi-use office buildings shall adopt prefabricated construction for 100% of their floor area. Prefabricated buildings shall comply with the relevant recognition standards of the state and the province.

Shandong

Main contents of the Guidelines: 1. General Provisions; 2. Basic Requirements; 3. Design and Review; 4. Construction Management; 5. Acceptance and Supervision. The Guidelines shall be trialed for one year from the date of issuance.

Henan

Notice of the Henan Provincial Department of Housing and Urban-Rural Development on the Implementation Opinions on Fulfilling the Primary Responsibility of Project Owners for Construction Quality, Yu Jian Zhi An [2023] No. 206

          

These Implementation Opinions shall take effect from September 1, 2023. Project owners shall not designate the prefabricated building components and parts, building materials, or equipment that the construction contractor should purchase for the project under the contract, nor designate manufacturers or suppliers.

Hubei

Promote prefabricated buildings. Adjust and expand the implementation scope and regions for prefabricated buildings, strictly manage project approval, land supply, planning permits, construction permits, and completion acceptance, and drive the active adoption of steel-structure prefabricated construction in public buildings, infrastructure projects, and residential buildings. Comprehensively promote the application of prefabricated components and parts such as precast internal partition walls, precast stair panels, precast floor slabs, and insulated precast external wall panels. By 2025, newly built prefabricated buildings shall account for more than 30% of new construction floor area province-wide, of which Wuhan shall reach more than 50%, and Xiangyang, Yichang, and other recognized national model cities shall reach more than 40%.

Hunan - Loudi

Promote prefabricated farm housing in line with local conditions, and launch pilot programs for steel-structure farm housing, steel-structure village activity buildings, and steel-structure infrastructure. By 2030, prefabricated buildings shall account for 40% of new urban buildings built in that year, and the loss rate of construction materials on site shall fall by 20% compared with 2020.

Guangdong - Shenzhen

Shenzhen: further expand the implementation scope of prefabricated buildings and drive their large-scale development. From 2023, in principle all newly built civil building and industrial building (research and development or industrial premises) projects citywide shall be constructed using prefabricated methods.

The Implementation Plan for Carbon Peaking in Yunnan's Urban-Rural Development Sector consists of five parts and 22 articles, setting out work targets for two phases, 12 key tasks, four safeguard measures, and three implementation requirements. On the premise of ensuring quality and safety, more buildings are encouraged to adopt prefabricated technology systems, and pilot construction of steel-structure housing will be explored. By 2025, prefabricated buildings and buildings adopting prefabricated technology systems shall account for 30% of new urban buildings built in that year across the province, with the central Yunnan urban cluster reaching 35%; by 2030, the provincial average shall reach 40%. Improve the interchangeability of precast components and building components and parts, and promote standardized design with fewer specifications and more combinations. Explore and promote prefabricated steel-structure and timber-structure farm housing in line with local conditions.

Letter of the Gansu Provincial General Station of Construction Engineering Cost Management on Soliciting Opinions on the Gansu Provincial Budget Quota for Prefabricated Building Projects

          

This quota sets the standards for the consumption of labor, materials, and machinery shifts required to complete the sub-item works of prefabricated building projects per specified unit of measurement, and serves as the basis for preparing investment estimates, design budget estimates, and maximum bid price limits for state-funded construction projects. The quota applies to new, expanded, and renovated prefabricated concrete structure and prefabricated steel structure building projects. The quota comprises four chapters: prefabricated concrete structure works, prefabricated steel structure works, building components and parts works, and measures items.

Ningxia - Yinchuan

Announcement of the Yinchuan Municipal Development and Reform Commission on Publicly Soliciting Comments and Suggestions on the Yinchuan Carbon Peaking Implementation Plan (Draft for Comment)

         
Strengthen the supervision and guidance of building energy conservation, green building, and prefabricated building projects; progressively implement the 75% energy-efficiency design standard for residential buildings; and achieve a 100% enforcement rate of energy-efficiency standards for new buildings. By 2025, prefabricated buildings shall account for more than 30% of the floor area of projects started in the same period, all newly built residential buildings shall meet the 75% energy-efficiency requirement, and 100% of new buildings shall comply with green building standards; by 2030, the building envelopes of newly built residential buildings shall meet the 83% energy-efficiency requirement and those of newly built public buildings shall meet the 78% energy-efficiency requirement, and the share of prefabricated buildings in the floor area of projects started in the same period shall increase further.

Xinjiang

Notice of the Department of Housing and Urban-Rural Development of Xinjiang Autonomous Region on Issuing the Responsibility Assignment Plan for Implementing the Implementation Plan for Carbon Peaking in the Autonomous Region's Urban-Rural Development Sector

          

In 2023, prefabricated buildings shall account for 25% of new urban buildings built in that year, and the region shall have no fewer than 10 prefabricated building industrial bases. By the end of 2025, prefabricated buildings shall account for 30% of new construction floor area across the region; by the end of 2030, the share shall exceed 40%. No fewer than 10 prefabricated building industrial bases shall be established.
