2021 Citywide Development Targets for Prefabricated Buildings

In order to promote green urban development, strengthen the industrialization, standardization, digitalization, and intelligent development of the building industry and the construction of the second batch of national model cities for prefabricated buildings, and advance the transformation and upgrading of the construction industry, and in accordance with the Hebei Provincial Regulations on Promoting the Development of Green Buildings, the Qinhuangdao Special Plan for Green Buildings (2020-2025), the Implementation Opinions of the General Office of the Qinhuangdao Municipal People's Government on Vigorously Promoting the Modernization of the Building Industry, the Several Policy Measures of Qinhuangdao on Vigorously Promoting Prefabricated Buildings, and the Qinhuangdao Implementation Plan for Building a National Model City of Prefabricated Buildings (2020-2025), and in light of the 2021 provincewide development targets for prefabricated buildings set by the Provincial Department of Housing and Urban-Rural Development and the actual development conditions of our city, the development targets for this year are formulated as follows.

I. Work Targets

(1) Newly built affordable housing projects (including price-capped housing) and projects invested by the government or predominantly by the government within the citywide administrative area shall be planned and constructed in accordance with prefabricated building standards. Affordable housing projects that stand as independent buildings, invested by social capital with government repurchase, shall be constructed using prefabricated methods.

(2) Newly built public buildings with a single above-ground floor area of more than 5,000 square meters within the citywide administrative area shall be constructed using prefabricated methods (more than 3,000 square meters in Lulong County). All commercially developed residential building projects within the citywide administrative area shall include prefabricated buildings (above-ground floor area) at no less than the following proportions: 45% or more in the Qinhuangdao Economic and Technological Development Zone, Beidaihe New District, and Haigang District; 40% or more in Shanhaiguan District, Beidaihe District, and Funing District; 30% or more in Lulong County; and 25% or more in Changli County and Qinglong County. Citywide, the proportion of newly built prefabricated buildings adopting prefabricated interior fit-out technology shall reach 20% or more.

(3) Industrial factory buildings and warehousing facilities within the citywide administrative area shall, in principle, fully adopt steel structures.

(4) Strive to establish one national-level prefabricated building industrial base.

II. Key Tasks

(1) Vigorously promote policy implementation. Fully implement the Several Policy Measures on Vigorously Promoting Prefabricated Buildings issued by the municipal government. In line with the annual targets and tasks, vigorously advance project construction, strictly enforce construction standards, and fulfill the requirement that every county and district allocate at least one plot of land for the concentrated construction of prefabricated buildings, so as to continuously increase the proportion of prefabricated buildings among newly built buildings. Coordinate and collaborate to steadily advance all work related to prefabricated buildings.

(2) Steadily advance the construction of the national model city. In accordance with the National Model City of Prefabricated Buildings Implementation Plan (2020-2025) and the task breakdown table, member units of the leading group shall closely focus on the annual construction and development targets and tasks, strengthen organizational leadership, refine work arrangements, improve safeguard measures, and ensure the completion of the annual construction tasks.

(3) Strengthen the development of industrial bases. Optimize production capacity and guide its rational layout, continuously improve the industrialization, informatization, and intelligentization levels of industrial bases, support enterprises in introducing and partnering with outstanding national design, construction, management, and research organizations, build influential and competitive industrial alliances and enterprise groups, strengthen the development of talent teams, and effectively play the role of industrial support. To guide industrial layout and improve capacity utilization, in principle no new precast concrete component manufacturing enterprises with an annual design capacity of less than 100,000 cubic meters will be approved.

(4) Continuously raise the construction level. Promote the integration of design, production, and construction of prefabricated buildings, strengthen effective linkage between design and production and construction, and improve the standardization level of prefabricated building components and parts. Vigorously promote prefabricated interior fit-out, advance engineering general contracting, strengthen the application of BIM technology, comprehensively promote the use of precast stairs, precast interior wall panels, and precast floor slabs in suitable buildings, deliver fully finished residences, and increase the application of integrated bathrooms and integrated kitchens.

III. Safeguard Measures

(1) Strengthen organizational leadership. The governments (administrative committees) of all counties and districts shall, in accordance with the requirements of the Implementation Opinions on Vigorously Promoting the Modernization of the Building Industry and the Several Policy Measures on Vigorously Promoting Prefabricated Buildings, closely focus on the annual construction tasks and the municipal and county special plans for green buildings, strengthen organizational leadership, formulate responsibility lists, refine work tasks, establish a full-process management mechanism for prefabricated buildings, improve safeguard measures, strengthen quality supervision, and ensure construction quality. The Office of the Municipal Leading Group will circulate reports on the implementation of work by the governments (administrative committees) of all counties and districts to ensure the completion of the annual construction tasks.

(2) Increase policy support. Strictly implement the Several Policy Measures on Vigorously Promoting Prefabricated Buildings and the Qinhuangdao Detailed Rules for Financial Subsidies for Prefabricated Buildings. All member units of the leading group shall fulfill their management responsibilities and exercise strict control over project review, approval, supervision, and policy support, implement supportive policies in connection with the model city initiative and industrial development, provide policy guarantees, and form a working mechanism of joint management and coordinated collaboration.

(3) Strengthen publicity and training. All counties and districts shall further intensify publicity efforts, actively promote the laws and regulations, policy measures, technical standards, and typical cases of prefabricated buildings in various forms, and feature the promotion of prefabricated buildings as important publicity content for events such as National Energy Conservation Publicity Week, National Low Carbon Day, and World Environment Day, so as to raise public awareness. Through exhibitions of prefabricated building products, technologies, and equipment, the public can personally experience the significance of promoting prefabricated buildings for improving construction quality and promoting green and low-carbon development, creating a favorable social atmosphere for the high-quality development of prefabricated buildings citywide.

(4) Reinforce accountability. Developers that fail to implement the prefabrication-related requirements shall be placed on the "blacklist" of untrustworthy real estate development enterprises by the municipal competent construction administrative department. For projects whose prefabricated construction method is adjusted, changed, or canceled, departments at all levels shall review them strictly and guard the gate. Projects that are unsuitable for prefabricated buildings due to special technical requirements, geographical constraints, or special usage requirements must be demonstrated by the Municipal Building Industrialization Expert Committee and then submitted to the Office of the Municipal Leading Group for the Modernization of the Building Industry for review and approval.
