On June 5, the National Development and Reform Commission (NDRC) issued the Notice on Summarizing and Promoting the Innovative Measures and Experience of the Comprehensive Reform Pilots in Shanghai Pudong New Area, Shenzhen, and Xiamen, for localities to reference and draw upon in their actual work.

This time, 16 innovative measures and practices from Shenzhen's comprehensive reform pilot are being promoted, of which 13 will be promoted nationwide and 3 will be promoted in regions that meet the relevant conditions. They mainly focus on five areas: scenarios for the deep integration of technological innovation and industrial innovation, the integrated advancement of education, science and technology, and talent development, optimizing urban renewal and factor support, expanding independent opening-up and innovative trade development, and improving people's wellbeing safeguards and government services.

Among them, in the area of optimizing urban renewal and factor support, the four innovative practices mainly involve: improving the relocation compensation, intensive utilization, and government land reserve methods for inefficient industrial land; establishing a full-chain management system for the three-dimensional development and utilization of land space; advancing registration and rights confirmation based on Building Information Modeling (BIM) and the stratified utilization of space; and promoting the scenario-based application of the digital yuan.

Innovative practices (promoted nationwide):

(1) Leveraging technologies such as blockchain, cloud computing, and biometrics to deeply integrate structured real estate information and electronic licenses and certificates with physical BIM data.

(2) Establishing a BIM technical standards system and compiling local standards and technical guidelines. Implementing BIM-assisted declaration and review for construction project planning permits. Based on a BIM 3D digital administrative approval innovation platform, the BIM files submitted for construction projects are used as auxiliary review materials to carry out BIM-assisted review and visual consultation at stages such as scheme verification and project planning.

To the development and reform commissions of all provinces, autonomous regions, and municipalities directly under the Central Government, as well as cities listed separately in the state plan, and to the reform offices of the CPC Shenzhen Municipal Committee and the CPC Xiamen Municipal Committee:

In accordance with the decisions and arrangements of the CPC Central Committee and the State Council, since the launch of the comprehensive reform pilots in Shanghai Pudong New Area, Shenzhen, and Xiamen, the pilots have adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implemented the spirit of the 20th National Congress of the CPC and of the plenary sessions of the 20th CPC Central Committee, and steadily and orderly advanced reform and innovation, with a batch of key measures achieving positive results. To fully leverage the demonstration and driving role of the comprehensive reform pilots, the National Development and Reform Commission, together with relevant parties, has summarized and reviewed the implementation of the comprehensive reform pilots and identified a batch of innovative measures and practices worthy of replication and promotion, for localities to reference and draw upon in their actual work.

A total of 41 measures and practices are summarized and promoted this time, mainly including: 9 measures on scenarios for the deep integration of technological innovation and industrial innovation, such as implementing a catalog system for the business scopes of emerging industries and establishing a list system for artificial intelligence application scenarios; 5 measures on the integrated advancement of education, science and technology, and talent development, such as promoting the deep integration of education and industrial development in emerging fields and establishing a “revolving pool” system of public-institution staffing for high-level talents; 11 measures on optimizing urban renewal and factor support, such as improving land supply and approval mechanisms for urban renewal and establishing a full-chain management system for the three-dimensional development and utilization of land space; 8 measures on expanding independent opening-up and innovative trade development, such as innovating the refund model for departure tax rebates and creating innovative service mechanisms for integrating domestic and foreign trade; and 8 measures on improving people's wellbeing safeguards and government services, such as providing refined basic public services to residence permit holders and establishing medical insurance participation mechanisms for key groups. Among them, 11 measures — including exploring financial models supporting the development of the marine economy, building “sea-air integrated” composite ports and other new customs clearance service models, innovating a maritime transport “single window”, and strengthening full-chain integrated shipping services — are planned to be promoted first in regions that meet the conditions.

Localities should proceed from their actual conditions, adapt measures to local circumstances, and creatively apply the good experience and practices from the comprehensive reform pilots to solving practical problems in their own development. They should strengthen risk prevention and control throughout the process and carry out the work steadily under the guidance of relevant departments, ensuring that replication and promotion are lawful and compliant and deliver real results.
