Implementation Plan for Digital Transformation of the Shanghai Housing and Urban-Rural Development Management Industry
(2024-2026)
To thoroughly implement the guiding principles of the 20th National Congress of the Communist Party of China, fully practice the people-centered city concept, and implement the Overall Layout Plan for Building a Digital China issued by the CPC Central Committee and the State Council, the Overall Layout Plan for Building "Digital Housing and Urban-Rural Development" issued by the Ministry of Housing and Urban-Rural Development, and the Opinions on Comprehensively Advancing Digital Transformation issued by the CPC Shanghai Municipal Committee and the Shanghai Municipal Government, this Implementation Plan is formulated to continuously advance the digital transformation of the city's housing and urban-rural development management industry, serve Shanghai's "Five Centers" initiative and the integrated development strategy of the Yangtze River Delta, follow the strategic path of consolidating foundations, empowering the overall landscape, strengthening capabilities, and optimizing the environment, comprehensively enhance the holistic, systematic, and coordinated nature of digital development in the housing and urban-rural development sector, drive the transformation of urban construction and governance through digitalization, promote high-quality development of the industry, cultivate new quality productive forces, achieve co-construction, co-governance, and shared benefits among the government, society, and enterprises, and inject strong vitality into urban development along the path of Chinese modernization.
01 Overall Considerations
By 2026, the "4321" overall framework of Shanghai's "Digital Housing and Urban-Rural Development" will be basically established, preliminarily achieving a development pattern of "IoT connectivity + data connectivity + intelligent connectivity" featuring horizontal integration, vertical linkage, and effective coordination across the housing and urban-rural development sector. "4" means accelerating the deep integration of digital technologies with the sector and advancing progress in the four major fields of digital engineering, digital housing, digital city, and digital villages and towns; "3" means strengthening a digital layout oriented toward three directions: services that benefit enterprises and residents, efficient coordinated development, and digital-intelligent innovation; "2" means building a trusted and controllable information security assurance system and an advanced and applicable standards and codes assurance system; "1" means constructing an integrated CIM platform that drives whole-domain digital transformation of the housing and urban-rural development sector through technology integration, data fusion, and business collaboration.
02 Key Tasks
Centered on achieving the development goals of "Digital Housing and Urban-Rural Development", by 2026, 36 specific tasks in four aspects will be completed as priorities:
(1) Deeply advance upgrading actions in the four major fields of digital engineering, digital housing, digital city, and digital villages and towns
-- Carrying out upgrading actions in the digital engineering field with industrial transformation and upgrading as the focal point
1. Comprehensively promote the in-depth application of BIM. Further improve policies and systems, pilot BIM model-assisted review of construction drawing design documents in building construction projects, and explore acceptance based on BIM as-built models. Further promote convergence and innovation, and accelerate the application of BIM technology inprefabricated buildingsand green energy-efficient buildings, and promote the whole-process application of BIM technology in construction and O&M. Further deepen regional BIM technology application, and explore the establishment of regional-level and project-level BIM technology application evaluation systems. Continuously promote the application of independent and controllable BIM software.
2. Vigorously cultivate smart construction industrial bases. Driven by industrialized, digitalized, and green upgrading, build a fully integrated smart construction industrial system covering the entire industrial chain, and develop industrial bases for digital design, intelligent production, and intelligent construction. Accelerate the development of the digital design system and promote integrated collaborative design. For typical construction scenarios that are "dangerous, complex, dirty, and heavy", vigorously promote the application of construction robots and smart construction equipment.
3. Advance whole-lifecycle digital management of construction projects. Gradually establish a citywide unified data sharing and application mechanism and data resource repository for construction projects, and promote whole-lifecycle digital management covering project design, construction, acceptance, and operation. Advance the linkage between the construction market and construction sites, and build a digital regulatory system covering enterprises, projects, personnel, and equipment with full-volume, full-element, cross-regional, and cross-level capabilities.
4. Build smart construction site scenario laboratories. Establish a laboratory development model featuring municipal-district coordination and government-enterprise linkage, achieve citywide coverage of multiple scenarios and data access, form site profiles, and promote differentiated supervisory inspections and tiered management. Strengthen supporting policy guidance and award incentives, accelerate the promotion and coverage of smart scenario applications, and drive the transformation and upgrading of site safety governance.
5. Promote the synergistic application of low-carbon and digital technologies in buildings. Centered on the carbon peaking and carbon neutrality goals in urban and rural construction, build and improve the building carbon emission regulatory system, establish carbon emission calculation models, strengthen scientific monitoring of building energy consumption and intelligent management of equipment operation, and create a batch of smart buildings and low-carbon intelligent buildings. Explore the development of a building internet identifier resolution system.
6. Improve the informatization platform for the construction management of major municipal projects. Continuously optimize the municipal major project management system to conduct whole-process goal management and all-round tracking and evaluation of projects. Build a merit competition management system to achieve full-process digital management of selection information. Set up a people-benefit project management system to further improve management scenarios. Establish a "3+1" whole-lifecycle management system and create an integrated digital display dashboard.

7. Draw a citywide "one map" of housing security. Achieve the mapping of housing sources for all types of affordable housing, forming all-round in-depth analysis and service guides on project distribution and rental and sales allocation. Conduct in-depth data analysis of all types of housing security applicant families, depict applicant profiles, and expand data analysis and result application on the information platform. Create a dedicated business scenario for "Homes for New-Era Urban Builders and Managers".
8. Improve application scenarios for housing management services. Continuously advance the optimization and improvement of application scenarios such as comprehensive governance of residential communities, elevator retrofitting, monitoring of commercial and office buildings, and operational safety of residential elevators; enrich the health profiles of residential community operational indicators; build safety risk assessment and early warning models for existing housing; and form tiered, visualized risk levels. Continuously advance the pilot work of "digital home" construction.
9. Achieve whole-process digital regulation of the real estate market. Promote the extension of the real estate market regulation platform to both the supply and demand sides, achieving whole-process and full-flow regulation covering land transfer, projects under construction, market launch and sales, and subsequent transactions. Advance the "one-thing" integrated service for home buying and selling.
10. Strengthen the digital preservation of outstanding historic buildings. Build a digital twin dynamic database of outstanding historic buildings; in combination with the upgrading of the historic preservation system, use 3D modeling results to empower preservation management. Strengthen the management of historic building dismantling projects, develop dynamic management programs, and integrate archives of key elements.

11. Drive the digital empowerment of urban physical examination and renewal actions. Based on the CIM platform, aggregate and share various thematic data, achieve automatic calculation and intelligent analysis of physical examination indicator data at the four levels of "city-district-street/town-community", realize whole-process management of urban renewal projects from reserve to implementation to evaluation, achieve full-flow digital control of sponge city planning, construction, and evaluation, promote digitalized inspection and appraisal before changes to building structures or design uses, and strengthen the effective linkage of the information systems for urban physical examination, urban renewal, and sponge cities.
12. Accelerate the construction of urban lifeline safety projects. Focusing on public municipal infrastructure such as pipelines and utility tunnels, and with priorities including the renovation of aging gas pipe networks, the prevention of third-party gas damage accidents, and early warning of road surface collapse, further strengthen pipeline disclosure, promote the digital management of in-building gas riser renovation and secondary water supply renovation, develop intelligent models for lifeline project safety risk assessment and early warning, monitor the operational status of urban lifelines in real time and with precision, comprehensively improve capabilities in information integration, comprehensive analysis and judgment, and coordinated governance, and efficiently prevent and respond to major and extraordinarily serious safety accidents.
13. Deeply advance "one-network unified management" in the housing and urban-rural development sector. Centered on the four categories of grid-based management matters - public safety, administrative law enforcement, social management, and professional management - further upgrade and improve the grid-based management information system, and explore the construction of a grand urban construction hotline platform. Accelerate the establishment of an urban operation management and service system for the housing and urban-rural development sector, and strengthen real-time monitoring, dynamic analysis, overall coordination, command supervision, and comprehensive evaluation of urban operation management and services. Accelerate the construction of an emergency information platform featuring horizontal interconnection and vertical linkage under the framework of comprehensive safety and emergency response. Study classified analysis and prediction models for urban infrastructure maintenance needs, and upgrade and improve the Shanghai Urban Infrastructure Construction and Maintenance Project Management Information System.
14. Build an efficient urban management law enforcement support system. Continue to strengthen the functions of the command center of the Municipal Urban Management Law Enforcement Bureau, continuously advance the construction of district-level model command centers, strengthen the application of squadron duty command platforms, and constantly improve the three-tier duty command and dispatch system at the municipal, district, and street/town levels. Strengthen system connectivity with relevant management departments, and deepen online management-enforcement linkage across departments, regions, and levels. With "two networks + enforcement" as the breakthrough point, build diverse and efficient application scenarios such as efficient supervision of construction waste, comprehensive supervision of residential communities, coordinated supervision of the urban environment, and digital governance of unlicensed buildings. Focusing on joint support for major events, joint supervision in key areas, joint disciplinary action against key targets, and joint handling of difficult issues, build digital applications for Yangtze River Delta law enforcement cooperation.

15. Build a full-element digital base map for digital villages and towns. Build a unified cluster of rural construction thematic databases, including thematic databases for roads and bridges infrastructure, rural housing, and concentrated residence projects. Build a full-element digital base map platform for digital rural areas. Actively expand the development of the village and town construction thematic database cluster and the full-element digital base map platform.
16. Improve digital roads and bridges. Build and improve the intra-village road and bridge management information system. Achieve one-map management of road and bridge facilities, whole-process tracking of project progress, and closed-loop handling of issues. Expand on-site management and special remediation functions, expand data profiling functions, and assess and display the health of road and bridge facilities, star-rated villages for long-term maintenance, and township road condition red-and-black lists.
17. Build digital rural housing. Establish a rural housing construction management and service information system to achieve closed-loop management including construction information reporting before commencement, supervision during construction, and filing of completion acceptance, as well as online selection and management services for design drawings, rural architects, and rural construction craftsmen.
18. Promote the digital management of farmers' relatively concentrated residence. Build a digital management system for farmers' relatively concentrated residence, achieving digital full-process management of stock databases, implementation plans, signed agreements, project progress, project design, project acceptance, and other aspects, as well as visualized display of business data.
19. Build an information system for the preservation and renewal management of historic and cultural towns and villages. Advance the surveying and modeling of historic and cultural preservation areas, preserved buildings, and components; supplement and improve the thematic database of historic and cultural towns and villages; establish archives for preservation objects; establish daily preservation management processes; and explore the digital management of renewal and utilization.
(2) Strengthen the development layout of services benefiting enterprises and residents, efficient coordinated development, and digital-intelligent innovation

20. Further advance "one-network handling" of government services in the housing and urban-rural development sector. Centered on key areas such as housing provident fund management, housing management, and construction industry management, continuously promote the optimization and upgrading of "efficiently getting one thing done", proactively identify more high-frequency matters and explore "smart easy handling" and "enjoy without application", deeply expand the digital scenario applications of the "Suishenma" service management, and vigorously promote cross-provincial handling of government services.
21. Continuously deepen online approval for construction projects. Improve the online approval, service, and supervision functions of the construction project approval management system, and vigorously promote full-process digital approval for construction projects. Promote full interconnection and collaborative application between the construction project approval management system and the construction market management information platform, and enhance management efficiency in the construction sector.
-- Supporting efficient coordinated development
22. Promote the integration of digital science and technology development in the housing and urban-rural development sector across the Yangtze River Delta. Using the Shanghai Housing and Urban-Rural Development Industry Science and Technology Conference and the Yangtze River Delta Construction Science and Technology Development Forum as platforms, and with BIM and CIM-related technological innovation and application as breakthrough points, establish a Yangtze River Delta regional coordination mechanism and strengthen strategic cooperation among government departments, universities, and enterprises.
23. Strengthen the open sharing and application of government, enterprise, and social data. Actively promote the sharing and opening of government data, public data, and social data in the housing and urban-rural development sector. Open up two-way sharing channels among the municipal, district, and street/town levels. Explore and promote the authorized use of industry data resources in engineering guarantees, housing insurance, credit evaluation, and cross-industry applications.
-- Driving digital-intelligent innovation
24. Deeply implement the "open competition for the best candidates" program for application scenarios. Regularly identify, select, and publish batches of core scenario demand lists, encouraging market entities to form teams to take on challenges through models such as laboratory cultivation and industry-university-research cooperation. Support activities such as industry-research matchmaking, and guide market entities to participate in the construction of digital transformation projects and scenario operations.
25. Strengthen the R&D and application of key core technologies. Conduct research on key technologies and equipment for digital transformation, and establish and improve technology systems for information infrastructure data, smart construction, and more. Promote the R&D and application of fundamental common technologies and key core technologies for smart construction and building industrialization. Explore the application of technologies such as AIGC, 3D printing, and large models. Accelerate the R&D and application of key software in the construction sector.
26. Strengthen the promotion of digital transformation practices and research results. Conduct evaluations of digital transformation work in the city's housing and urban-rural development sector, promote and publicize typical experiences in digital innovation applications, and select outstanding talents in industry digital transformation. Work with domestic research institutions to systematically review cutting-edge digital development technologies and standards achievements at home and abroad, and compile annual reports.
27. Accelerate talent education and cultivation. Focus on building a new ecosystem for the training and cultivation of high-level digital and intelligent talents (craftsmen).Strengthen basic-application academic education and continuing education in BIM, CIM, IoT and other technologies, carry out university-enterprise cooperation, and cultivate basic-application talents and high-end interdisciplinary talents.Build a high-level talent data cockpit, and improve capabilities in the collection, management, discovery, and application of high-level talent data.
(3) Build and improve the information security assurance system and the standards and codes assurance system

28. Enhance data security assurance capabilities. Establish a basic system for classified and graded data protection, and improve the working system for network data monitoring, early warning, and emergency response. Aggregate digital security capability elements and strengthen dynamic protection capabilities. Centered on new technologies such as artificial intelligence, the Internet of Things, and blockchain, build a new technology risk assessment system, and gradually form an information security standards system for the construction industry.
29. Formulate a series of data security management specifications. Improve the Data Security Management Measures of the Shanghai Municipal Commission of Housing and Urban-Rural Development, further clarifying specifications for data classification and grading, collection, storage, transmission and use, sharing and opening, early warning and emergency management, and supervision and assessment. Study and formulate normative documents such as the chief data officer system, data quality control measures, and detailed rules for objection verification and handling.
-- Improving the technical standards system for digital transformation
30. Establish and improve technical standards for the digital foundation. Optimize and improve the BIM standards system, guiding enterprises and all project participants in developing enterprise-level and project-level application standards. Comprehensively advance the standards development of the City Information Modeling (CIM) platform, and accelerate the construction of digital twin and metaverse infrastructure.
31. Improve the series of standards for engineering construction. Establish a citywide unified data standards system and project coding rules for construction projects; in combination with the characteristics of smart construction sites, build a smart site standards system framework covering "data collection, scenario application, and intelligent evaluation".
32. Improve the series of standards for urban management. From the four aspects of public safety, administrative law enforcement, social management, and professional management, focus on risks and hidden dangers, and improve management standards.
(4) Accelerate the building of an integrated support platform for whole-domain digital transformation of the housing and urban-rural development sector
-- Deeply advance the construction of the City Information Modeling (CIM) foundation
33. Accelerate the establishment of a unified and open CIM foundation. Comprehensively enhance the foundation's ubiquitous versatility, intelligent collaboration, and open sharing. Optimize and upgrade the municipal-level CIM platform, explore new technologies such as AIGC and large models, support simulation and virtual-real interaction, and build an authoritative, lightweight, open, and user-friendly urban service application system.
34. Promote coordination among the municipal, district, and street/town three-tier CIM platforms. Based on unified standards, form a three-tier CIM platform architecture, achieve data coordination, and build a CIM application system covering the entire city. Prioritize advancing the construction and implementation of CIM platforms in the five new towns, and encourage districts, streets/towns, development zones, and municipal state-owned enterprises to use the municipal-level CIM platform to expand their businesses.

35. Build a CIM+ smart application scenario system. Through intelligent integrated analysis and customized shared applications, drive "CIM+" applications to achieve marked results in key industry management and social services.
36. Cultivate CIM+-related industries. Encourage and support industries and enterprises to carry out market-oriented and specialized operations in line with the characteristics of CIM+ industry fields, and cultivate new players in the digital industry of the housing and urban-rural development sector.
03 Safeguard Measures
First, strengthen organizational support.Under the leadership of the CPC Shanghai Municipal Commission of Construction and Transportation Work, the Municipal Commission of Housing and Urban-Rural Development, together with the Municipal Housing Administration Bureau and the Municipal Urban Management Law Enforcement Bureau, will strengthen the overall coordination, holistic advancement, and implementation supervision of digital transformation work in the sector.
Second, strengthen publicity and guidance.Increase publicity efforts to create a favorable atmosphere in which the whole society pays attention to and actively participates in digital transformation, and effectively bridge the "digital divide" through innovative technology facilities and the supply of convenient services for residents.
Third, strengthen domestic and international cooperation.Plan domestic and international cooperation in the digital field as a whole, promote the joint participation of universities, research institutions, and enterprises, fully leverage the role of professional associations and organizations, make good use of platforms such as "World Cities Day", and expand the space for international cooperation.
