Recently, the Henan Provincial Department of Housing and Urban-Rural Development issued the "Henan Provincial Standard for the Management of On-site Personnel of Construction Enterprises in Building and Municipal Engineering Projects", effective from November 1, 2024. The original standard is abolished at the same time.

The project manager, project technical director and the Eight Key Site Personnel shall not be replaced at will
6.0.1 The tender documents prepared by the project owner or the tendering agency for building and municipal engineering projects shall explicitly require bidders to staff the main on-site management personnel of the construction enterprise in accordance with the relevant national and Henan Provincial laws, regulations, codes and this Standard, and shall not lower the standards without authorization.
6.0.2 The staffing of the main on-site management personnel of the construction enterprise shall be subject to a filing (record-keeping) system.
6.0.3 The main on-site management personnel of the construction enterprise must hold valid certificates to take up their posts. (Except in the circumstances specified in this article, the main on-site management personnel of the construction enterprise shall not serve simultaneously on the construction sites of two or more building and municipal engineering projects (construction bid sections).)
6.0.4 The main on-site management personnel shall not be replaced at will, and where a personnel change is genuinely required, the relevant procedures shall be followed.
3.1.1 The main on-site management personnel of construction enterprises for building and municipal engineering projects shall include the project manager, project technical director, construction worker, quality inspector, safety officer, standards officer, materials officer, machinery officer, labor officer, documentation officer, surveyor, sampling (sample-delivery) officer, cost (budget) officer and building information modeling (BIM) technician, among others.
The main contents revised in this Standard are as follows:
•The "testing technician" position in the original Standard is removed, and the corresponding work responsibilities, required professional skills, professional knowledge and other contents of the "testing technician" are also removed;
•The "sampling (sample-delivery) officer" position is added, and the corresponding work responsibilities, required professional skills, professional knowledge and other contents of the "sampling (sample-delivery) officer" are also added;
•The "building information modeling (BIM) technician" position is added, and correspondingly the work responsibilities, required professional skills and professional knowledge of the "building information modeling (BIM) technician", among other contents, are also added;

For projects over RMB 30 million, the project technical director shall hold a bachelor's degree or above and a senior professional title!
3.1.2 The project manager shall have obtained the corresponding constructor certificate;
3.1.3 The project technical director shall meet the following conditions:
1. Large-scale projects: the project technical director shall hold a bachelor's degree or above and a senior professional title in a discipline suited to the project, with more than 8 years of relevant professional technical management experience, and having served as the technical director of a project of the same structural type.
2. Medium-scale projects: the project technical director shall hold an associate degree or above and an intermediate professional title in a discipline suited to the project, with more than 5 years of relevant technical management experience.
3. Small-scale projects: the project technical director shall hold a secondary specialized school education or above and an assistant engineer title in a discipline suited to the project, with more than 3 years of relevant technical management experience.

3.5.1 All skilled workers of every trade on the construction site must be 100% certified to take up their posts.
3.5.2 Among the operating personnel, the proportion of intermediate-level workers and above shall not be lower than 20%.
3.5.3 Among the operating personnel, the proportion of senior-level workers and above shall not be lower than 5%.

The "Henan Provincial Standard for the Management of On-site Personnel of Construction Enterprises in Building and Municipal Engineering Projects" is hereby approved as a local engineering construction standard of our province, numbered DBJ41/T141-2024, and shall be implemented in our province from November 1, 2024. The original "Henan Provincial Standard for the Management of On-site Personnel of Building and Municipal Engineering Construction Sites" (DBJ41/T141-2014) is abolished at the same time.
This Standard is published on the portal website of the Henan Provincial Department of Housing and Urban-Rural Development (hnjs.henan.gov.cn) and is managed by the Henan Provincial Department of Housing and Urban-Rural Development.
