Encouraging BIM Design and BIM Model-Based Operation! Sichuan Provincial Housing and Urban-Rural Development Department Issues Notice on Strengthening Whole-Process Quality Management of Green Buildings

To the housing and urban-rural development administrative departments of all cities (prefectures) and relevant entities:
Developing high-quality green buildings is an important measure for advancing the green and low-carbon transformation of urban and rural construction, and a key focus for enhancing people's sense of gain and happiness. To thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council on promoting green development in urban and rural construction, and in accordance with the relevant policy requirements of the Implementation Plan of the General Office of the CPC Sichuan Provincial Committee and the General Office of the Sichuan Provincial People's Government on Promoting Green Development in Urban and Rural Construction, the Special Action Plan for Carbon Peaking in Urban and Rural Construction in Sichuan Province, and the Implementation Plan for the Green Building Creation Action in Sichuan Province, and to strengthen whole-process quality management of green building design, construction, acceptance and operation and further improve the quality of green building development across the province, relevant matters are hereby notified as follows.
I: Strengthening Green Building Design Management
(1) Implementing green building design requirements. Newly built urban civil buildings shall be designed in accordance with green building standards, and the schematic design, preliminary design and construction drawing design stages shall include green building content. The schematic design stage shall define the green building design objectives and main technical measures; the preliminary design stage shall define the technical options and corresponding indicators for each discipline of the green building, including the technical measures for control items, scoring items and bonus items of each discipline; the construction drawing design stage shall prepare a dedicated green building chapter (see Attachment 1) and supporting technical documents, and the relevant content shall meet the project's equipment and material procurement, fabrication and construction requirements. For green retrofit design of existing buildings, a dedicated existing-building green retrofit chapter (see Attachment 2) and supporting technical documents shall be prepared.Design institutes are encouraged to use BIM technology for forward design in green building design, and to apply BIM technology for scheme comparison and selection, performance analysis, and drawing delivery.
(2) Conducting special green building review. The special green building review system shall be improved. Construction drawing review agencies shall review the green building grade and design content against the key points and relevant requirements of green building construction drawing review, and issue a special green building review opinion based on the review results (see Attachments 3 and 4). Where the special green building review fails, the construction drawing review agency shall not issue a review compliance certificate. Cities (prefectures) are encouraged to prepare local key points for green building construction drawing review based on standards and codes, and to organize their implementation.For projects designed with BIM technology, construction drawing review agencies shall use BIM technology to conduct the review.
(3) Strictly managing design modifications. In accordance with relevant national laws, regulations and rules, no organization or individual may modify reviewed green building design content without authorization. Where modification is truly necessary, the modified content shall not fall below the local green building grade requirements (based on the time when the construction drawing review compliance certificate was first obtained), and the modified construction drawings shall be submitted to the original review agency for review as required.
II: Strengthening Green Building Construction Management
(1) Strengthening construction organization management. Before project construction, the project owner shall organize the design, construction, supervision and other entities to conduct technical briefings on green building content. Construction contractors shall, in accordance with relevant standards and codes and the construction drawing design documents, incorporate green building content into the construction organization design and implement it. Engineering supervision entities shall supervise green building content in accordance with relevant standards, codes and construction drawing design documents. Engineering quality testing institutions shall carry out green building engineering quality testing in accordance with relevant standards and codes and issue test reports.Construction contractors are encouraged to use BIM technology and to carry out visual construction process simulation, construction scheme optimization and other work based on BIM models.
(2) Implementing sampling and testing requirements. Strictly implement the current mandatory standards such as the General Code for Building Environment GB55016, the General Code for Building Energy Efficiency and Renewable Energy Application GB55015, and the General Code for Building Water Supply and Drainage and Water Saving GB55020, and test the air quality, sound insulation performance, lighting effect, air-conditioning performance, water quality and other aspects of green buildings. The relevant test results shall serve as green building quality control records.
(3) Strictly supervising engineering quality. Local housing and urban-rural development administrative departments shall incorporate green building quality management into double-random, one-open spot checks, and shall handle in accordance with the law any violations of green building regulations and mandatory standards found in design, construction drawing review, construction, supervision, acceptance and other activities.
III: Establishing a Green Building Acceptance System
From September 1, 2024 (based on the date the construction permit is obtained), construction projects shall carry out special green building acceptance against the current Sichuan Province Green Building Engineering Special Acceptance Standard DBJ51/T208 before the completion acceptance of unit works. The special green building acceptance shall be organized and implemented in the following manner:
(1) Discipline-wise acceptance. On the basis of the construction contractor's self-inspection, the project supervision entity shall organize the design, construction and other relevant entities to conduct acceptance by discipline, and fill in the Sichuan Province Green Building Engineering Construction Quality Discipline-wise Acceptance Record Forms as required (see Appendix D of the Sichuan Province Green Building Engineering Special Acceptance Standard). Sub-divisional and sub-item works that have already passed acceptance need not be accepted again.
(2) Overall acceptance. On the basis of passing the discipline-wise acceptance, the project owner shall organize the design, construction, supervision and other relevant entities to accept the overall quality completion of the green building in accordance with the construction contract, relevant standards and codes, construction drawing design documents and other relevant materials, and fill in the Sichuan Province Green Building Engineering Construction Quality Special Acceptance Report (see Attachments 5 and 6).
IV: Standardizing Green Building Evaluation Management
Evaluation of newly built green buildings takes place after the completion acceptance record of the building project is filed. A pre-evaluation may be carried out after the construction drawing design of the building project is completed.
(1) Optimizing the pre-evaluation process. Pre-evaluation is implemented in the form of self-assessment plus construction drawing review: on the basis of a self-assessment by the project owner or its entrusted design institute, the project passes the special green building review of the corresponding grade. Pre-evaluation does not grant a green building label certificate. For projects that need to apply for green finance policy support, local housing and urban-rural development administrative departments shall provide support.
(2) Promoting label evaluation and certification. Applications for star-rated green building label certification follow the voluntary principle and are submitted by the project owner, the operating entity or the proprietor; design, construction, consulting and other relevant entities are encouraged to participate jointly in star-rated green building label applications. The housing and urban-rural development bureaus (commissions) of each city (prefecture) certify one-star green buildings and grant the label, conduct preliminary review and recommendation of two-star green buildings, and pre-review and recommend three-star green buildings. The Department of Housing and Urban-Rural Development certifies two-star green buildings and grants the label, and conducts preliminary review and recommendation of three-star green buildings. The certification process for three-star green building labels is carried out in accordance with the relevant requirements of MOHURD. Star-rated green buildings that receive green finance policy support or special funds for urban and rural construction development shall obtain the green building label certificate of the corresponding grade; other star-rated green buildings are encouraged to apply for green building labels. Cities (prefectures) are encouraged to introduce support policies for star-rated green buildings.
Localities are encouraged to carry out green retrofits of existing buildings in line with local conditions and to promote star-rated label certification for existing buildings.
V: Improving Green Building Operation and Management
Strengthen the operation management of green buildings, improve the operating efficiency of green building facilities and equipment, and encourage incorporating daily operating requirements such as water saving and energy saving of green buildings into property management contracts. Regulate housing decoration and fit-out activities and take effective measures to protect the building envelope, energy consumption monitoring equipment and systems, renewable energy application systems and other facilities. Operating entities or proprietors are encouraged to conduct operation self-inspections with reference to the green building operation self-check form (see Attachments 7 and 8). Operating entities or proprietors of projects that have obtained green building labels shall strengthen green building operation management, compare operating indicators with the star-rated indicators declared for the green building, and promptly report the main annual operating indicators to the Green Building Label Management Information System each year. Where the main indicator data are not reported or not reported truthfully for more than two consecutive years and rectification is not completed as required, the green building label shall be revoked in accordance with regulations.Operating entities are encouraged to use BIM models for operation management.
VI: Consolidating the Principal Responsibilities of All Participating Parties
Project owners must strictly fulfill their primary responsibility by incorporating green building requirements into design, construction and supervision contracts and specifying the work content and quality of the design, construction and supervision entities. Design institutes must design in accordance with green building standards and codes and contract agreements, and prepare green building design documents. Construction contractors must strictly regulate construction activities and construct in accordance with relevant standards and codes, reviewed and approved design documents, and construction contracts. Engineering supervision entities must strictly carry out supervision activities in accordance with relevant standards and codes, reviewed and approved design documents, and supervision contracts. The housing and urban-rural development bureaus (commissions) of each city (prefecture) must strengthen the management of the survey, design, construction and operation stages of green buildings in their regions, reinforce whole-process quality management, and ensure that all green building technical measures are implemented and effective.
Cities (prefectures) are encouraged, on the basis of implementing this notice and in light of local conditions, to formulate detailed measures for whole-process quality management of green buildings.
This notice is interpreted by the Department of Housing and Urban-Rural Development of Sichuan Province. It takes effect on September 1, 2024 and is valid for 5 years.
