To implement the requirements of the Several Opinions of the Ministry of Housing and Urban-Rural Development and Other Departments on Accelerating the Development of New-Type Building Industrialization (Jian Biao Gui [2020] No. 8), the Notice on Further Advancing the Reform of Construction Drawing Design Document Review for Engineering Construction Projects in This Municipality (Hu Jian Jian Guan Lian [2021] No. 288), and the Implementation Opinions of Shanghai Municipality on Comprehensively Advancing the In-Depth Application of Building Information Modeling Technology (Hu Zhu Jian Gui Fan Lian [2023] No. 14), and building on pilots in selected projects, an intelligent assisted review subsystem based on Building Information Modeling (hereinafter “BIM models”) technology will be launched, starting from February 1, 2024, in the Shanghai Municipal Approval Management System for Engineering Construction Projects (hereinafter the “Municipal Engineering Approval System”), to further improve the efficiency of construction drawing review and the quality of survey and design. 01System Functions
01 Main Functions
The system’s function is to carry out intelligent assisted review of selected code provisions across the architectural, structural, water supply and drainage, HVAC, and electrical disciplines for the BIM models of building construction projects.
02 System Access
Relevant parties should go to the Shanghai “One-Stop Government Services” portal — Government Services — Approval Management System for Engineering Construction Projects (https://gcls.sh.gov.cn), and enter the “Download Zone” to view and obtain the relevant documents, operating instructions, and tool software for download. After logging in to the Municipal Engineering Approval System, enter the corresponding module to upload, review, and view models.
02Scope of the Pilot
The pilot covers newly built, renovated, and expanded building construction projects in this municipality that are required to apply BIM technology.
Pudong New Area may, based on the actual progress of high-level reform and opening-up, expand the pilot scope, extend the review functions, and take the lead in piloting.
03Review Process and Requirements
01 BIM Modeling
For building construction projects within the pilot scope, the project owner and the design firm shall, in accordance with the Modeling and Delivery Requirements for Construction Drawings and As-Built Building Information Models of Shanghai Building Construction Projects (Trial) (Hu Jian Jian Guan [2021] No. 725) and the Modeling Manual for BIM Intelligent Assisted Review of Shanghai Engineering Construction Projects (Attachment 1), carry out modeling for the architectural, structural, water supply and drainage, HVAC, and electrical disciplines for use in BIM intelligent assisted review. At the same time, the design firm shall, in accordance with the Operating Manual for the Approval Management System for Engineering Construction Projects of Shanghai - BIM Intelligent Assisted Review Subsystem (Structural Auxiliary Tool) (Attachment 3), produce standardized drawings and build structural calculation models, so that the structural discipline can carry out intelligent review using the structural calculation model.
02 Format Conversion and Pre-Check
After the design firm completes modeling in accordance with the modeling requirements, it uses the tool software to pre-check and convert the model. Once the model passes the pre-check, it is converted and exported as a model file in “.EDM” format, for carrying out intelligent assisted review of code provisions across the architectural, structural, water supply and drainage, HVAC, and electrical disciplines. At the same time, for the structural discipline, the design firm, in accordance with the Operating Manual for the Approval Management System for Engineering Construction Projects of Shanghai - BIM Intelligent Assisted Review Subsystem (Structural Auxiliary Tool) (Attachment 3), uses the structural auxiliary tool to pre-check and convert; after passing the pre-check, it converts and exports a structural review file in “.SDM” format.
03 Upload, Browse, Submit, and Review
The design firm uploads the model file when the engineering construction project applies for construction drawing review or parallel approval of the construction permit. The project owner shall, after checking the accuracy and consistency of the model against the construction drawing design documents, submit the application for construction drawing review or parallel approval of the construction permit. The construction drawing review agency shall verify the results of the computer-based intelligent assisted review in the system, generate review comments, and feed them back to the project owner and the design firm. The municipal and district construction administrative departments can view the models and review comments of projects that have undergone BIM intelligent assisted review. 04Organizational Safeguards
01 Strengthen In-Process and Post-Event Oversight
The municipal and district construction administrative departments and the administrative committees of special areas must fully recognize the importance of carrying out intelligent assisted review, improve in-process and post-event oversight measures, and subsequently phase in the submission of BIM models at the comprehensive completion-acceptance stage of engineering construction projects, using BIM models to assist on-site acceptance. The Municipal Survey and Design Management Center shall properly conduct in-process and post-event oversight of intelligent assisted review for engineering construction projects approved at the municipal level, and supervise and guide the district construction administrative departments and special-area administrative committees in carrying out such oversight. The Municipal Station for the Administration of the Building and Building Materials Market shall incorporate the status of BIM intelligent assisted review into its annual inspection of BIM technology application implementation.
02 Strengthen Publicity and Training
Relevant parties should step up efforts to publicize intelligent assisted review, and accelerate the improvement of the BIM technology application capabilities of project owners and design firms, as well as the intelligent assisted review capabilities of construction drawing review agencies.
03 Accelerate the Application of Results
All participating parties should accelerate the translation of BIM intelligent assisted review results into practical use, applying the BIM model on a “one model all the way through” basis across the full life cycle of the engineering construction project, and forming a virtuous cycle of BIM technology application.
04 Continue to Optimize Functions
The system should undergo continuous optimization and upgrading, carry out various cutting-edge studies, and gradually explore the use of the internationally recognized Industry Foundation Classes (IFC) standard for building information modeling in BIM intelligent assisted review.
