Stepping into the Middle East: China State Construction's MiC (Modular Integrated Construction) Wins First Official Market Access in Dubai

Recently, China Construction Middle East Co., Ltd. (abbreviated as CSCEC Middle East), a subsidiary of China State Construction, together with China Construction Hailong Technology Co., Ltd., obtained the in-principle pre-approval license for low-rise and multi-story MiC (Modular Integrated Construction) granted by Dubai Municipality, becoming the first Chinese enterprise to obtain this authoritative qualification for the Dubai market.

DM certification is a mandatory entry requirement for concrete modular systems to access the Dubai market. The approval of this certification fully demonstrates the localization and adaptation level of China Construction Hailong's smart-construction MiC (Modular Integrated Construction) technology system, validates that our country's modular construction technology has gained recognition in Dubai's high-end market, and provides strong support for domestic green construction technology in expanding overseas markets.

The new wave of the construction industry going overseas is gradually shifting from traditional engineering services toward the coordinated export of “product standards and construction systems.” China Construction Hailong has laid out an overseas modular-building business, promoting advanced domestic technical standards and construction concepts to “go global,” and achieving whole-process localization of modular buildings across dimensions such as technology, standards, codes, and services. Previously, Dubai's building-approval system had long been established on the basis of traditional concrete-building rules, with no approval cases yet for full-MiC multi-story permanent buildings, and the market-entry threshold was relatively high. To this end, CSCEC Middle East and China Construction Hailong joined forces to tackle the technical challenges, drawing on mature domestic experience and benchmarking against Dubai's local DBC codes and international building codes. Targeting the special working conditions of the Middle East—high temperatures, sandstorm resistance, and fire protection—they developed a green-construction solution adapted to modular buildings. Through pragmatic and efficient government-enterprise coordination, they successfully completed the system certification, prompting Dubai Municipality for the first time to open an approval channel for prefabricated modular systems to overseas enterprises, breaking Dubai's long-standing approval practice of relying on traditional cast-in-situ concrete systems, and helping China's modular construction technology advance into overseas markets.

In the domestic market, as of now, China Construction Hailong has delivered 125 benchmark projects, with its business covering 24 cities across 15 provinces nationwide, a cumulative gross floor area of 5.81 million square meters, and 139,930 MiC modular components applied, widely used in affordable housing, urban renewal, commercial residential buildings, schools, hospitals, hotels, apartments and dormitories, and various public buildings.
