Overall Approach
Thoroughly implement the decisions and deployments of the Provincial Party Committee and Provincial Government on building a “strong construction province” and the spirit of the province-wide housing and urban-rural development work conference. Adhere to scientific and technological innovation as the driving force, focus on industrial chain cultivation, vigorously develop new construction methods, accelerate the formation of new quality productive forces, promote the quality improvement and expansion of smart construction and prefabricated buildings, facilitate the transformation and upgrading of construction industrialization, digitalization, and green development, continuously improve construction standards and building quality, and drive the province-wide construction industry’s high-quality development to a new level.
Goals and Targets
In 2024, the province will commence 68 million square meters of new prefabricated buildings, with newly commenced prefabricated buildings aiming to account for over 40% of new construction, and individual project prefabrication rates reaching 50% or above. Deepen the national smart construction pilot in Chengdu and provincial-level pilots in Mianyang, Yibin, and Dazhou, and select 30 engineering projects province-wide for expanded smart construction pilots. Cultivate and develop a group of leading enterprises with core technologies and application markets in the smart construction field, striving to build industry clusters.

Improving the Technical Standards System
Revise and improve the Sichuan Province Detailed Rules for Calculating the Prefabrication Rate of Prefabricated Buildings, compile the Sichuan Province Smart Construction Project Evaluation Standard and the Sichuan Province Municipal Engineering BIM Modeling and Delivery Standard, and promote the coordinated development of smart construction and prefabricated buildings. Continue to advance standardization by compiling standard design atlases for PC/PS prefabricated school teaching buildings and dormitory precast components, and building standardized component BIM model libraries. Support backbone construction enterprises in developing and applying standardized precast component support systems to improve construction efficiency.
Cultivating and Strengthening the Industrial Chain
Accelerate the construction of the Sichuan Construction Industry Internet and build a prefabricated building supervision and service platform. Guide Chengdu to build a smart construction industrial chain technology R&D incubation park, support qualified regions in building or converting a batch of industrial chain product bases, providing industrial chain technology services and products for smart construction development, and creating a full-chain industrial ecosystem. Encourage component manufacturing enterprises to carry out intelligent transformation of production lines, and promote the integration of modern information technology, intelligent technology, and construction industrialization.
Accelerating Technological Innovation and Application
Support backbone construction enterprises in collaborating with universities, research institutes, and software and equipment manufacturing enterprises to carry out R&D and results transformation in engineering digital construction and supervision software, construction machinery, equipment, and intelligent robots. Strengthen the adoption of BIM information technology by design and construction enterprises, leading digital technology application software development and innovative application. Support the adoption of modern information technology, artificial intelligence, and construction robots in construction methods and techniques. Conduct research and results transformation on topics such as Analysis and Practice Results of Construction Robot Applications and Analysis and Practice Results of Construction Industrialization and Smart Construction Industrial Chain Status.
Promoting BIM Technology Application
Expand the scope and depth of BIM information modeling technology application throughout the entire construction process. Enhance BIM technology application in design schemes, detailed design and review of construction drawings, cost analysis, schedule control, construction management, component production, and building O&M to achieve “one model throughout.” Accelerate the seamless integration and deep convergence of digital technology with the real economy, and promote the fundamental transformation of construction projects from factor-driven and investment-plan-driven approaches to innovation-driven construction methods and quality-efficiency-driven development.
Organizing Project Pilots and Demonstrations
Continue to advance smart construction pilots and prefabricated building project demonstrations in Chengdu, Mianyang, Yibin, and other locations. Deepen and expand pilot results, and summarize and publish a batch of replicable and scalable experiences and practices. Support all localities in designating a certain proportion of projects for smart construction pilots and Grade-A prefabricated building project demonstrations, expanding digital and intelligent smart construction application scenarios. Support qualified smart construction and prefabricated building projects in carrying out technology innovation demonstrations to drive and lead the integrated development of the industrial chain. Vigorously Promoting Prefabricated Interior Fit-Out
Focusing on projects such as affordable housing, schools, hotels, healthcare facilities, and industrial parks, actively promote prefabricated interior fit-out technology to achieve integrated construction and fit-out. Guide the active promotion and use of prefabricated interior fit-out technology in old residential community renovation and old housing renovation, and extend prefabricated interior fit-out to home renovation and smart home applications. Accelerate the cultivation of enterprises with prefabricated interior fit-out capabilities, enhance product integration and on-site assembly capabilities, and announce a batch of prefabricated interior fit-out pilot enterprises. Support prefabricated interior fit-out projects in competing for excellence awards.
Strengthening Engineering Quality and Safety Supervision
Implement the requirements of the Notice on Strengthening Whole-Process Engineering Quality Control for Prefabricated Buildings. With the goal of improving development quality, strengthen quality supervision in the design, construction, and acceptance processes, and promote standardized design of prefabricated buildings, standardized production of components, and standardized management of construction sites. Organize province-wide prefabricated building quality supervision inspections. Accelerate the promotion of smart construction technology products related to construction safety to assist and replace hazardous, tedious, dirty, and heavy manual labor, reducing safety risks for workers.
Strengthening Professional Talent Development
Establish a professional personnel and vocational training education mechanism for smart construction and prefabricated buildings. Encourage construction enterprises to develop school-enterprise cooperation and innovative talent training models. Support construction-related colleges and universities in adding smart construction and prefabricated building related majors and courses to train professionals suited to the development of new-type construction industrialization. Guide backbone construction enterprises and schools to conduct skills competitions and enhance independent school-enterprise training capabilities. Guide enterprises to strengthen training and assessment of personnel for critical on-site construction positions such as sleeve grouting and component connection for prefabricated buildings, requiring qualified assessment before taking up posts.
Extensively Carrying Out Publicity and Guidance
Compile and publish the Sichuan Smart Construction Development and Application White Paper. Organize experts by specialty, topic, and region to conduct policy briefings on smart construction and prefabricated buildings, technical system application training, and case experience sharing across the province, promoting the social and economic benefits and technology applications of coordinated development between smart construction and construction industrialization, telling the story of the modern construction industry well, raising public awareness and attention, and enhancing social influence.
