Shenzhen Housing and Construction Bureau Publicly Solicits Pilot Projects for Automated Calculation of BIM-Based Prefabricated Building Design-Stage Scores

Notice of the Shenzhen Municipal Bureau of Housing and Construction on Soliciting Pilot Projects for the BIM-Based Automatic Calculation of Design-Stage Scoring for Prefabricated Buildings          
To all relevant organizations:

To implement the requirements of documents such as the Action Plan for Promoting the Development of New-Type Building Industrialization in Shenzhen (2023-2025) and the Notice on the Implementation Opinions (Trial) on Accelerating the Application of Building Information Modeling (BIM) Technology, further strengthen the whole-process application of Building Information Modeling (BIM) technology, and improve the level of informatization application and the efficiency of expert review for prefabricated buildings, this bureau is now soliciting pilot projects for the BIM-based automatic calculation of design-stage scoring for prefabricated buildings. The relevant matters are hereby notified as follows:

I. Application Process (1) Eligible Applicants

The development and construction organization or the design organization of a prefabricated concrete building project.

(2) Application Period

From the date this notice is issued until June 30, 2025.

(3) Application Requirements

The pilot projects applied for shall be prefabricated concrete building projects that use evaluated automatic calculation software (modules) (see Attachment 1 for details) to automatically calculate the design-stage scoring.

(4) Application Method

1. The applicant shall complete the Application Form for Pilot Projects of Automatic Calculation of Design-Stage Scoring for Prefabricated Buildings (see Attachment 2 for details), specifying the project applied for and filling in the application commitment, etc.

2. The applicant shall deliver the application materials to the designated address: Room 606, 6th Floor, East Tower, Lianhua Building, Hongli West Road, Futian District, Shenzhen. Contact: Engineer Jiang, 13006643807.    

3. Qualifying projects may use the BIM-based automatic calculation of design-stage scoring for prefabricated buildings to complete expert review and related work.

II. Pilot Review Process (1) Application in the Design Stage

In the design stage, pilot projects shall complete the BIM modeling of the prefabricated building and use automatic calculation software (modules) to automatically calculate the design-stage scoring for the prefabricated building. Before organizing the expert review meeting for the design stage of the prefabricated building, they shall submit a lightweight BIM model and the Letter of Commitment for the Pilot of Automatic Calculation of Design-Stage Scoring for Prefabricated Buildings in Shenzhen (see Attachment 3 for details), and are not required to provide a technical scoring calculation report for the prefabricated building.

The lightweight BIM model can be opened and viewed directly on a computer or a mobile device, and shall cover data information such as the positioning, volume, and weight of vertical components; the positioning, horizontal projected area, and weight of horizontal components; and the positioning and length of internal and external partition walls (including both masonry and non-masonry walls).

(2) Expert Review Stage

For the on-site review of pilot projects, a technical scoring calculation report for the prefabricated building is not required. On site, the automatically calculated BIM model of the prefabricated building project shall be demonstrated, the technical scoring calculation report for the prefabricated building shall be exported using the automatic calculation software (modules), and the specific technical scoring results and the automatic calculation process shall be explained to the review experts.

The BIM model for the automatic calculation of design-stage scoring for prefabricated buildings shall meet the depth requirements for design-stage scoring of prefabricated concrete buildings (see Attachment 4 for details).

When issuing review opinions, experts shall provide the Expert Review Opinion for Prefabricated Building Projects in Shenzhen (Pilot Projects for Automatic Calculation of Design-Stage Scoring) (see Attachment 5 for details) for pilot projects of automatic calculation of design-stage scoring for prefabricated buildings.

(3) Material Upload Requirements

After the review, the construction organization shall upload the prefabricated building review materials to the Shenzhen Prefabricated Building Service Management System as required. Pilot projects are not required to upload a calculation report; instead, they shall upload the Letter of Commitment for the Pilot of Automatic Calculation of Design-Stage Scoring for Prefabricated Buildings in Shenzhen to the column for the Detailed Calculation Report of Technical Item Ratios.    

III. Work Schedule

Pilot projects that have completed their applications shall complete the expert review of the design stage for prefabricated buildings within the pilot work period.

IV. Work Requirements

(1) Strengthening Work Organization

The competent authorities of all districts shall attach great importance to this work and collaborate closely, follow up on the pilot projects, and strengthen control and inspection before, during, and after the process. District authorities that coordinate the automatic calculation pilot work with outstanding results will be awarded additional points in the ecological civilization assessment.

(2) Feedback on Problems and Suggestions

Enterprises that encounter problems or wish to make relevant suggestions during the advancement of the pilot work may provide feedback to the Survey and Design and Construction Science and Technology Division of the Municipal Bureau of Housing and Construction.

(3) Updating of the Software (Module) List

The list of automatic scoring calculation software (modules) for prefabricated buildings will be updated in real time according to the progress of the pilot work, and specific updates and adjustments will be published by this bureau.

This is hereby notified.
