In order to further accelerate the construction of Xiamen as a pilot city for smart construction, and in accordance with the Guiding Opinions of the Ministry of Housing and Urban-Rural Development and Other Departments on Promoting the Coordinated Development of Smart Construction and Building Industrialization (Jianshi [2020] No. 60), the Work Plan of the Fujian Provincial Department of Housing and Urban-Rural Development on Accelerating the Development of Smart Construction in Fujian Province (Min Jianzhu [2023] No. 13), the Xiamen Pilot City Implementation Plan for Smart Construction (Xiafu Gui [2023] No. 6), and the Several Opinions of Xiamen Municipality on Promoting the High-Quality Development of the Construction Industry (Xiafu Gui [2024] No. 7), these measures are formulated.    

01 Promoting the application of smart construction technologies

Newly started building projects with a floor area of 50,000 square meters or more, as well as government-invested building projects, shall apply smart construction technologies to the fullest extent possible.Among them, BIM digital integrated design and smart site platforms are mandatory items, and at least two of the following intelligent equipment items shall be selected: construction robots, intelligent construction elevators, 5G unmanned tower cranes, and climbing building machines.

02 Vigorously developing prefabricated buildings

Commercial residential projects on land supplied by tender, auction, or listing in Siming District and Huli District; hotel and office building projects exceeding 100 meters in height that are newly put out for tender, auction, or listing citywide; and state-invested newly started projects for affordable housing, education, healthcare, and comprehensive office buildings shall, in principle, all adopt prefabricated construction.

03 Increasing project funding rewards

To encourage more enterprises to take the lead, projects rated as national-, provincial-, or municipal-level smart construction pilot (demonstration) projects will receive funding rewards of RMB 1 million, RMB 800,000, and RMB 500,000 respectively.

04 Providing financial support by reference to green buildings

For projects recognized as municipal-level or above smart construction pilot projects, financial institutions may provide green finance support by reference to green buildings.

05 Implementing optimized floor area ratio verification

For real estate projects on newly transferred land parcels with a total floor area of 50,000 square meters or more that clearly apply smart construction technologies, an optimized floor area ratio calculation rule of up to 5,000 square meters may be enjoyed; for commercial housing projects recognized as prefabricated buildings, the floor area of precast exterior walls or the precast portion of composite exterior walls may be excluded from floor area ratio calculations.    

06 Optimizing the engineering construction pricing systemFor government-invested projects that adopt BIM technology, related costs shall be included under other engineering construction costs.The Municipal Bureau of Housing and Construction will promptly compile supplementary quota standards for smart construction to provide precise pricing references for the construction market, ensuring that project costs are controllable and benefits attainable.

These measures take effect on February 1, 2025 and remain valid for 5 years. Funding rewards shall be shared by the municipal and district governments under the current fiscal system.
