Hefei Opens Applications for 2023 Smart Construction Incentive Funds -- Subsidies up to RMB 2 Million!

To the construction authorities of all counties (cities), districts, and development zones, and all relevant units:

In accordance with the requirements of the "Notice of the General Office of the Hefei Municipal People's Government on Issuing the Several Policies of Hefei to Promote Economic Development" (He Zheng Ban [2023] No. 7) and the "Notice on Issuing the Implementation Rules for the Several Policies of Hefei to Promote Economic Development (Urban-Rural Construction Section)" (He Jian [2023] No. 50), the relevant matters for the application of certain policy reward and subsidy funds are hereby notified as follows:

1. Scope of Rewards and Subsidies

1.Support for Smart Construction: For projects during the period from January 1, 2023 to December 31, 2023 in which construction enterprises accelerate digital, networked, and intelligent transformation and upgrading, a subsidy is given at 20% of the investment amount, up toa maximum subsidy of 2 million yuan.

2.Green Buildings and Building Energy Efficiency: For newly built civil buildings during the period from January 1, 2023 to December 31, 2023 that meet the standards of ultra-low energy buildings, near-zero energy buildings, or three-star green buildings, a reward is given according to the building area at standards of 100 yuan/sqm, 150 yuan/sqm, and 50 yuan/sqm respectively, up toa maximum reward not exceeding 3 million yuan.    

3.Existing Building Renovation: For projects during the period from January 1, 2023 to December 31, 2023 that implement energy-saving renovation of existing buildings, with a building area of more than 5,000 square meters and an energy-saving rate of 20% after renovation, a subsidy is given at a standard of 20 yuan per square meter of the verified renovated building area (with an additional 3 yuan for projects using the energy management contract model), up toa maximum reward not exceeding 1.5 million yuan.

2. Application Entities

1. Support for Smart Construction: Construction industry enterprises such as survey, design, construction, and engineering consulting enterprises that are registered within the administrative area of Hefei, have independent legal person status, and have obtained the corresponding qualifications.

2. Green Buildings and Building Energy Efficiency: The project owner or owner unit of newly built civil building projects within the administrative area of Hefei.

3. Existing Building Renovation: In accordance with the principle of "whoever invests benefits," the application entity should be the owner of the renovation project within the administrative area of Hefei, or the property management unit, user, or energy-saving service institution entrusted by the owner.

Enterprises with dishonesty records within the validity period are not eligible for this policy.

3. Application and Review Period

(1) Support for Smart Construction and Existing Building Renovation

1. Enterprise application: March 15, 2024 to April 14, 2024;

2. Preliminary review by counties (cities), districts, and development zones: April 15, 2024 to April 28, 2024.

The Municipal Bureau of Urban-Rural Construction shall complete the review within 15 working days after receiving the materials submitted by the counties (cities), districts, and development zones, and form review opinions to submit to the joint review group.

(2) Green Buildings and Building Energy Efficiency

The "enjoy without application" policy (enterprises, based on the departmental notices received, confirm information such as the enterprise bank account, contact person, and eligible policy funds on the Hefei Industrial Policy Comprehensive Service Platform, without the need to provide application materials). The "enjoy without application" period starts on March 25, 2024 and ends on April 14, 2024.    

4. Application Methods, Conditions, and Materials

For details, see the "Notice on Issuing the Implementation Rules for the Several Policies of Hefei to Promote Economic Development (Urban-Rural Construction Section)" (He Jian [2023] No. 50, Attachment 1). Please bind the paper version of the application materials with a cover (Attachment 2) using perfect binding.

Important note: Both online application and paper materials are indispensable. Submitting only paper materials or applying only online will be regarded as the project not being applied for.

5. Review and Fulfillment Procedures

Policy fulfillment is strictly handled according to the procedures of "enterprise application, county/district recommendation, departmental preliminary review, joint review, fulfillment publicity, and government approval." Among them, for the "enjoy without application" policy, enterprises do not need to provide application materials. For details, see Attachment 1.
