To the housing and urban-rural development authorities of all districts and cities, and all relevant organizations:

In order to advance the smart construction pilot program in our city to high standards, accelerate the coordinated development of smart construction and building industrialization, and comprehensively improve the smart construction level of engineering projects, and in accordance with the requirements of the Implementation Opinions of the Qingdao Municipal People’s Government on Promoting the High-Quality Development of Smart Construction in Qingdao (Qing Zheng Zi [2023] No. 19), the Municipal Housing and Urban-Rural Development Bureau has organized the compilation of the Evaluation Indicators for Smart Construction Projects in Qingdao (Trial), further clarifying the work requirements for each stage of engineering projects, so as to serve as a guiding document for the planning and implementation stages of engineering projects and as the basis for evaluating construction outcomes.

Evaluation Indicators for Smart Construction Projects in Qingdao (Trial)

         

      

Explanation of the Evaluation Indicators   

       

I. Background

Since 2020, the national, provincial, and municipal governments have actively promoted the coordinated development of smart construction and building industrialization. In 2022, Qingdao was selected as one of the first batch of national smart construction pilot cities. On June 30, 2023, the Qingdao Municipal Government issued the Implementation Opinions on Promoting the High-Quality Development of Smart Construction (Qing Zheng Zi [2023] No. 19), setting clear goals and tasks for smart construction work. To better guide construction projects in implementing smart construction requirements, the Qingdao Municipal Housing and Urban-Rural Development Bureau organized the compilation of the Evaluation Indicator System for Smart Construction Projects in Qingdao (Trial) as a guiding document for the planning of smart construction projects and the evaluation of construction outcomes.

II. Composition of the Indicators

In light of Qingdao’s actual conditions, six first-level indicators and 15 second-level indicators have been established.

The first-level indicators correspond to six aspects: project planning, digital design, smart production, smart construction, the building industry internet, and implementation benefits. The second-level indicators fall into three categories: control items, general items, and preferred items. Control items are mandatory and must be met; general items involve a certain degree of implementation difficulty and higher requirements, and are in principle expected to be implemented; preferred items involve greater implementation difficulty and even higher requirements, and are optional items that enterprises are encouraged to implement.

The score of a first-level indicator is the sum of the scores of its second-level indicators. Evaluation results are graded into three levels: one star, two stars, and three stars. A score of 70-79 is one star, 80-89 is two stars, and 90 or above is three stars.

II. Application of the Indicators

(1) Guiding Project Planning

1. When preparing the project construction plan or a special smart construction implementation plan, the project owner should organize all participating parties to refer to the Evaluation Indicators and, in light of the actual conditions of the project, clearly define the construction goals of the project as well as the requirements for digital design, smart production, smart construction, the building industry internet, and other aspects.

2. Relevant departments may refer to the Evaluation Indicators when organizing reviews of project implementation plans and providing supervision and guidance.

(2) Evaluation of Project Outcomes

The Qingdao Municipal Housing and Urban-Rural Development Bureau, together with relevant departments, will evaluate the smart construction implementation performance of projects included in the smart construction pilot project database and projects voluntarily declared by enterprises, in accordance with the Evaluation Indicators. Based on the evaluation results and relevant regulations, projects that achieve notable outcomes and form innovative experience will earn market-entity credit assessment rewards for the relevant parties, and greater efforts will be made to publicize and promote good experience and good practices.
