Recently, the Guangdong Provincial Government Services and Data Administration issued the "Key Work Priorities for Building Digital Guangdong in 2025". Key Work Priorities for Building Digital Guangdong in 2025
To fully implement the guiding principles of the 20th National Congress of the Communist Party of China and of the second and third plenary sessions of the 20th CPC Central Committee, and to earnestly carry out the decisions of the fifth plenary session of the 13th Provincial Party Committee, the following key work priorities are formulated to coordinate the building of Digital Guangdong and to empower the high-quality development of the province's economy and society through holistic, systematic and collaborative digitalization.
I. Accelerate the Cultivation of Digital Development Engines
(1) Build a Highland of Digital Technology Innovation
1. Break through key core technologies. Improve the central-local collaborative management mechanism of the Guangzhou and Pengcheng national laboratories, and deepen the development of major platforms such as the Guangdong-Hong Kong-Macao Greater Bay Area Quantum Science Center. Promote the pilot testing and maturation of research achievements, and set up no fewer than 30 provincial-level pilot-test platforms in the first batch. Further implement programs such as "Strong Chip Guangdong" and core software breakthroughs, and optimize the implementation of a batch of major flagship industrial technology projects. 2. Promote collaborative industrial innovation. Improve the collaborative innovation system with manufacturing innovation centers as its core nodes, and support the development of innovation centers for national printing and flexible display, high-performance medical devices, 5G medium- and high-frequency devices, ultra-high-definition video (jointly built) and new-type energy storage. (Led by the Provincial Department of Industry and Information Technology.)
(2) Deepen the Market-Oriented Allocation Reform of Data Elements
3. Promote the development and utilization of data resources. Accelerate the legislation of the Guangdong Provincial Data Regulations and issue implementation opinions on speeding up the development and utilization of provincial public data resources. Build a public data resource registration platform. Establish a provincial data group and advance the authorized operation of provincial-level public data. Encourage localities to carry out the authorized operation of public data in light of local realities. Improve the regulatory rules of data exchanges, launch pilot programs for data property rights registration, and promote the recording of enterprise data assets on balance sheets. Cultivate a batch of outstanding application scenarios and develop high-quality data products and services. (Led by the Provincial Government Services and Data Administration; the Provincial State-owned Assets Supervision and Administration Commission and other units are responsible according to their division of duties.)
4. Cultivate and expand the data industry. Draft a provincial action plan for promoting the high-quality development of the data industry and raise the standing of the Guangzhou and Shenzhen data exchanges. Advance the development of data element agglomeration zones. Support regions with the right conditions in developing the data annotation industry. Deepen the pilot work on data brokers and explore the certification of data enterprises. Organize the Guangdong regional round of the 2025 "Data Element x" Competition. (3) Deeply advance the "AI+" initiative
5. Accelerate the R&D and scenario-based application of large models. Support enterprises and public institutions in carrying out the R&D, filing and practical application of AI large models. Launch pilot programs for AI-empowered new-type industrialization. Support the building of open-source communities and open-source platforms. Promote the development of high-quality datasets in key industries, and expand featured application scenarios for industry-specific large models and embodied intelligence. 6. Develop the AI industry. Support enterprises in integrating industrial chain and innovation chain resources for AI and robotics. Build a tiered enterprise cultivation system in the AI and robotics fields and open a "green channel" for key projects. II. Vigorously Promote High-Quality Development of the Digital Economy
(4) Raise the Development Level of Digital Industries
7. Develop the next-generation electronic information industry. Support leading enterprises in strengthening R&D on emerging industries such as AI-enabled smartphones and AI PCs. Promote the move of electronic components toward the high end, and step up the cultivation of emerging industries such as BeiDou and virtual reality. Do a good job in cultivating "chain leader" enterprises and providing follow-up services to key complete-electronics manufacturers. Develop several featured industrial parks for next-generation electronic information. (Led by the Provincial Department of Industry and Information Technology.)
8. Develop the software and information services industry. Strengthen the monitoring and analysis of industry trends and the operating performance of key enterprises. Ensure that policies such as the immediate refund of value-added tax upon collection for software products are implemented effectively. Reinforce the industrial agglomeration and spillover effects of Guangzhou and Shenzhen, the two "China Famous Software Cities", and support key parks in establishing provincial-level featured industrial parks. 9. Develop the semiconductor and integrated circuit industry. Accelerate the construction and capacity ramp-up of major projects such as CR Micro, Founder Micro, CanSemi and GreaterChip; shore up weaknesses in integrated circuit manufacturing and advanced packaging and testing; develop the materials and equipment industries; and plan a photonic chip industrial innovation platform. 10. Develop the ultra-high-definition video industry. Develop new types of display terminals and strengthen the integrated application of new displays across industries. Develop system-level ultra-high-definition video products and promote the upgrading of display terminal equipment in industry, culture and tourism, education and commerce. Increase the supply of high-quality ultra-high-definition content. Implement the ultra-high-definition home-access initiative and raise the share of ultra-high-definition cable TV set-top boxes to 75%. Build "Smart Audiovisual" cloud industrial parks (zones) and laboratories. (Led by the Provincial Department of Industry and Information Technology and the Radio and Television Bureau.)
11. Develop the digital creative industry. Raise the technological level of intelligent equipment and promote the clustered development of new business formats such as animation and gaming, e-sports and digital sports. Accelerate the digitalization of film, radio and television, and support the creation of high-quality digital content. Select and cultivate a batch of "chain leader" enterprises in the digital creative industry chain. Promote open-source production paradigms, advance the establishment of a provincial-level OpenHarmony innovation center, and broaden applications in industry scenarios and consumer fields. 13. Develop the low-altitude industry. Formulate a provincial implementation plan for low-altitude airspace management reform. Explore the creation of demonstration application scenarios. Issue an implementation plan for empowering the high-quality development of the low-altitude economy with data, and step up the promotion of drone applications in government affairs. (5) Accelerate the Digital Transformation of Industries
14. Accelerate the digital transformation of industry. Issue a provincial action plan for the digital transformation of manufacturing, accelerate the development of national pilot cities for new-type manufacturing technology upgrading and for the digital transformation of small and medium-sized enterprises, and build the provincial manufacturing digital transformation promotion center to high standards. Carry out tiered cultivation of smart factories. (Led by the Provincial Department of Industry and Information Technology.)
15. Promote the development of smart agriculture. Integrate digital technologies into the marketing system for agricultural products, and continue to implement the "Internet+" program for bringing agricultural products out of villages and into cities. Explore building a Guangdong Agricultural Smart Brain. Continue to carry out the "E-Commerce Empowering the 'Hundred-Thousand-Ten Thousand Project'" campaign to broaden online sales channels for agricultural products. Upgrade the Digital Supply and Marketing Cloud Platform and enhance the digital connectivity of organizations that link with and support farmers. (Led by the Provincial Department of Agriculture and Rural Affairs; the Provincial Department of Commerce and the Provincial Federation of Supply and Marketing Cooperatives are responsible according to their division of duties.)
16. Deepen the digital transformation of the service sector. Support national digital service export bases in growing bigger and stronger, and cultivate a batch of key digital trade enterprises. Build an upgraded version of the cross-border e-commerce comprehensive pilot zones and promote the "cross-border e-commerce + industrial belts" initiative. Support transport and logistics enterprises in improving transport-transfer efficiency, and promote intelligent facilities and equipment such as automatic sorting and smart transshipment. 17. Promote the development of digital finance. Encourage banking and insurance institutions to improve their digital finance governance mechanisms. Enrich application scenarios for the digital yuan. Encourage fintech enterprises to list, pursue merger and acquisition financing, and issue special corporate bonds. Promote the establishment of fintech subsidiaries in Guangdong by licensed financial institutions, and support securities, fund and futures institutions in increasing their investment and R&D in fintech. Raise the level of digitalization in financial regulation. (Led by the People's Bank of China Guangdong Provincial Branch; the Financial Office of the Provincial Party Committee, the Guangdong Regulatory Bureau of the National Financial Regulatory Administration and the Guangdong Regulatory Bureau of the China Securities Regulatory Commission are responsible according to their division of duties.)
(6) Strengthen Innovation Demonstration in the Digital Economy
18. Establish the National Digital Economy Innovation Development Pilot Zone. Issue a construction plan for the pilot zone and encourage regions with a solid digital economy foundation to take the lead. Conduct a province-wide survey of platform enterprises and promote innovation demonstrations for the integration of the digital and real economies. Explore the establishment of a digital economy indicator system and organize key cities and industrial parks to monitor the digital economy. III. Deepen the Reform and Development of Digital Government
(7) Enhance the Government's Digital Foundational Capacity
19. Improve government services capacity. Implement the "efficiently handle one matter" tasks, improve list-based management of key matters and routine advancement mechanisms, and prepare work guidelines and service guides. Study expanding the value-added service content of key platforms such as "Yue Sheng Shi" and "Yue Shang Tong". Deepen the building of "Credit Guangdong" and improve credit repair and data sharing mechanisms. Relying on the new electronic tax bureau, advance the intelligent approval of more high-frequency tax and fee matters. Successfully hold the province-wide government services skills competition and convene the joint conference on "cross-provincial handling" cooperation for government services. Promote the market-oriented operation of the "Invest in Guangdong" platform. (Relevant provincial units are responsible according to their division of duties.)
20. Deepen the "One Network for Unified Management" capability. Issue an action plan for upgrading "One Network for Unified Management" in provincial governance. Improve the management mechanism of the "One Network for Unified Management Cockpit" and aggregate more governance themes. Build a resource library of common components. 21. Strengthen data sharing and application capacity. Improve the provincial-level responsibility lists for government data sharing and opening. Advance the datafication of core operations and put in place a full-process management mechanism for business indicators. Strengthen the capabilities of the provincial data resource "One Network for Sharing" platform and support innovative applications of government data. Build a five-tier linked grassroots block-data platform covering the province, cities, counties, towns and villages, and ensure that grassroots reporting data is "submitted only once". 22. Strengthen the coordination capacity for digital government development. Make better use of the provincial incentive and subsidy fund for the balanced development of digital government foundational capacity, consolidate the annual project pipeline, and promote the construction of a batch of digital government demonstration projects. Accelerate the establishment of a mechanism for translating plans into implemented projects, and advance full-process performance management of key projects. Reinforce rigid constraints on project approval and explore comprehensive cost assessments of grassroots burdens. (Led by the Provincial Government Services and Data Administration.)
(8) Improve the Government's Digital Performance Efficiency
23. Build a new digital model for economic governance. Improve the economic security monitoring and early-warning platform. Raise the level of digital supervision and management of funds for government investment projects. Innovate in the development of the "Yue Economy" platform and pilot the construction of a trusted data space for economic governance. 24. Deepen the development of smart regulation. Advance the building of "Real-Scene 3D Guangdong" and the large-scale application of BeiDou, and strengthen the development of the new-generation public geographic information service platform (Tianditu). Promote the construction of an urban lifeline engineering monitoring platform. Develop applications such as "Integrated Regulation Access" and "Food Safety Access" for market regulation informatization. Build a modern marine ranch monitoring, early-warning and forecasting network. Advance the upgrading of the marine comprehensive law enforcement command system. Improve the construction of the smart eco-environment cloud platform and optimize business systems such as the wall-chart campaign for water pollution prevention and control and the comprehensive application for air pollution prevention and control. Deepen digital applications for natural ecological protection and strengthen business collaboration and comprehensive data analysis. 26. Advance smart housing and urban-rural development, transportation and water conservancy. Deepen the application of Building Information Modeling (BIM) technology and promote the development of city information modeling (CIM) foundational platforms across the province. Carry out the provincial "one axis, two networks" demonstration for the digital transformation of transport infrastructure and build smart highway pilot projects. Promote the development of smart ports. Accelerate the construction of digital twin river basins for the Xijiang, Hanjiang and Jianjiang rivers, and deepen pilot work on digital twin water networks. Implement the provincial water conservancy "space-air-ground-water-engineering" integrated monitoring and sensing foundation-strengthening and capacity-enhancement action. 27. Advance the development of digital government offices. Strengthen organization, user and contact management on the "Yue Zheng Yi" platform, and build common capabilities such as AI assistants and mini programs. Promote the application of AI technology in the management of state-owned assets by administrative and public institutions. Deepen the development of the digital CPPCC platform and advance phase two of the digital people's congress. (9) Accelerate the Building of the "Digital Bay Area"
28. Facilitate cross-border travel and exchange in the Guangdong-Hong Kong-Macao Greater Bay Area. Promote "cross-border handling" of government services and advance the two-way deployment of self-service equipment between Guangdong and Hong Kong and Macao. Upgrade the services of the "Wan Shi Tong" platform and optimize the functions and applications of the Guangdong-Hong Kong-Macao customs clearance information platform. Promote the digital integration of cross-border travel services in the Greater Bay Area. Optimize projects such as "Cross-Border One Lock", "Combined Ports" and "One Port Pass". Improve the collaborative information platform for vessel safety inspections among the three places and promote remote re-inspection measures for collaborative inspections. Build an information management and comprehensive service module for the "Guangdong-Hong Kong-Macao Yacht Free Travel" scheme. 29. Explore the development of a "Data Special Zone" in the Guangdong-Hong Kong-Macao Greater Bay Area. Explore mechanisms for the secure, compliant and orderly cross-border flow of data. Build facilities such as cross-border trusted data spaces, and accelerate the creation of a hub for the exchange of core information elements in the Greater Bay Area. 30. Advance the development of a smart city cluster in the Guangdong-Hong Kong-Macao Greater Bay Area. Convene meetings of the Guangdong-Hong Kong special task force and promote the formulation of a list of cooperation items. Improve the industrial standard system for the Internet of Vehicles and advance the Shenzhen-Hong Kong Internet of Vehicles interconnection project. Promote the digital upgrading of high-grade waterway infrastructure in the Greater Bay Area. Strengthen IT support for the 15th National Games and the National Games for Persons with Disabilities and Special Olympics, and build "Smart National Games". (10) Develop Inclusive Digital Public Services
31. Accelerate the digitalization of education, social security and employment services. Build Guangdong into a smart education pilot province, promote the province-wide, all-staff and full-process application of the national smart education platform for primary and secondary schools, and develop an education digital middle platform, digital foundation and comprehensive service platform. Deepen the "one-card" application scenarios for resident services based on the social security card, and encourage localities to improve card-reading terminal equipment. Optimize the province-wide integrated employment information platform and advance the upgrading of business systems such as social security. 32. Advance the digitalization of healthcare and elderly care services. Develop telemedicine and carry out online services such as internet-based diagnosis and treatment and health consultation in a standardized manner. Optimize the "Yue Yi Bao" platform, expand the coverage of digital services such as mobile medical insurance payment, electronic prescriptions and family proxy services, and promote full-process "mobile handling" services using the medical insurance code. Deepen the province-wide application of the provincial elderly care service management system and expand functions related to the management of elderly care institutions and services for senior citizens. (11) Deepen Smart Social Governance
33. Improve emergency command capabilities. Upgrade the "Smart Emergency Response" integrated application platform, strengthen the aggregation and innovative application of video and data resources, explore the use of large models to enhance intelligent dispatching functions, and improve comprehensive analysis, integrated application and decision support for natural disaster risk monitoring and early warning. (Led by the Provincial Department of Emergency Management.)
34. Strengthen the monitoring, prevention and control of local financial risks. Continue to promote, in cities with the right conditions such as Guangzhou, Shenzhen, Dongguan, Zhuhai, Shantou, Qingyuan and Zhanjiang, the inclusion of financial regulatory matters within the scope of comprehensive grid management. Enrich the channels for collecting financial risk information, optimize risk analysis models, and continue to build a province-wide system for the prevention and control of local financial risks. 35. Deepen the "Rapid Response to Public Concerns" mechanism. Draw on Beijing's experience of Party-building-led "immediate response to complaints" and improve our province's "Rapid Response to Public Concerns" work system. Revise the Guangdong Provincial Measures for the Administration of the 12345 Government Services Hotline and promote list-based and standardized management of public livelihood appeals. 36. Accelerate the digitalization of the rule of law. Strengthen the development of digital courts, advance the in-depth application of electronic case files, and explore intelligent applications in support of adjudication work. Further implement the digital procuratorial strategy, deepen the application of the "One Network" procuratorial information system, and advance the construction of intelligent and digital procuratorial infrastructure. (12) Build a Digital Life Enjoyed by All
37. Create a green and smart lifestyle. Strengthen the integrated innovation of energy data and promote the integrated development of power sources, grids, loads and storage. Explore province-city-county integrated digital and intelligent management of carbon peaking and carbon neutrality, and promote the construction of zero-carbon smart parks and green intelligent buildings. Improve the comprehensive forestry management platform and the forestry monitoring data management platform, and launch a management application for the precise improvement of forest quality. 38. Promote the development of new culture and tourism business formats. Tap into digital cultural resources with local characteristics and strengthen the digital preservation and application of distinctive local cultural heritage. Strengthen the development of the "Cultural Guangdong" platform to enable province-wide sharing of digital cultural resources. Enhance the online-offline integration capabilities of cultural and artistic groups across the province. Build a province-wide database on the development of the cultural and related industries. 39. Strengthen the role of digital technologies in enabling a better life. Implement the "Digital Three Products" initiative for the consumer goods industry and accelerate the digital transformation of industries such as food, home appliances and furniture. Release evaluation standards for digital homes. Vigorously promote pilot projects for intelligent connected vehicles. Continue to advance the pilot application program for autonomous driving launched by the Ministry of Transport. (13) Promote Integrated Digital Development of Urban and Rural Areas

Improve the business modules of the provincial integrated information platform for the "Hundred-Thousand-Ten Thousand Project" (the province's high-quality development program for counties, towns and villages), and advance the construction of data lineage. Create AI-enabled scenarios for decision-making consultation, information analysis and image comparison. Establish a co-creation model for applications based on "government sets the stage, enterprises participate and multiple sources invest". 41. Advance digital development in urban and rural areas. Promote city-wide digital transformation and pilot projects for digital villages. Guide cities with the right conditions in exploring new approaches to the digital governance of megacities. (14) Accelerate the Construction of Digital Infrastructure
42. Promote ubiquitous connectivity of basic network facilities. Improve the coverage of "dual gigabit" networks and support regions with the right conditions in piloting 10-gigabit optical networks. Support Shenzhen and Shaoguan in applying for national-level internet backbone direct-connection points, and support Shenzhen in taking the lead in opening up value-added telecommunications services such as internet data centers. Promote the "Setting Sail" initiative for the large-scale application of 5G. Plan low-altitude infrastructure on the basis of the province-wide "1+3" low-altitude flight support system.
