In June 2015, the Shanghai Municipal Commission of Housing and Urban-Rural Development (hereinafter referred to as the “Shanghai Municipal Commission of Housing and Urban-Rural Development”) organized the compilation of the “Shanghai Building Information Model Technology Application Guide (2015 Edition)” (hereinafter referred to as the “Guide (2015 Edition)”), which mainly covered 23 basic BIM technology application items for the design, construction and O&M stages, providing a reference basis for the application of BIM technology in Shanghai.
In June 2017, the Shanghai Municipal Commission of Housing and Urban-Rural Development organized a revision of the “Guide (2015 Edition)” and released the “Shanghai Building Information Model Technology Application Guide (2017 Edition)” (hereinafter referred to as the “Guide (2017 Edition)”), expanding the application items to 39.
As the application of BIM technology in the city has continued to deepen, the industry’s understanding of the content, scope and depth of BIM applications has gradually changed as well.To adapt to the needs of the industry, to further enhance the application of BIM technology, and to implement the requirement of the “Implementation Opinions on Comprehensively Promoting the In-Depth Application of Building Information Modeling Technology in Shanghai” (Hu Zhu Jian Gui Fan Lian [2023] No. 14) regarding “upgrading and improving the relevant BIM technology application guidelines,” the Shanghai Municipal Commission of Housing and Urban-Rural Development, in light of the latest industry standards and market needs, organized a revision of the “Guide (2017 Edition),” comprehensively reviewed and upgraded the application items and content, and completed the compilation of the “Shanghai Building Information Model Technology Application Guide (2025 Edition)” (hereinafter referred to as the “Guide (2025 Edition)”; the original document is attached below for download), expanding the application items to 62 (the list is attached below).

Purpose and Use of This Guide
This guide mainly elaborates on the various applications of BIM technology throughout the entire lifecycle of building projects and facilities, including the purpose and significance of applications, data preparation requirements, operational workflows and deliverable requirements, while ensuring alignment with relevant national and local technical standards. Its main uses are:
1. To guide construction, design, contractor, component production, O&M and consulting organizations in the city in applying BIM technology in their projects, serving as a reference basis for developing BIM technology application plans, project tendering, contract signing and project management.
2. To provide a reference for relevant institutions and enterprises in developing BIM technology standards.
Main Content of This Revision
The guide has been expanded from 39 application items in the “Guide (2017 Edition)” to 62 application items. The main additions and improvements are as follows:
1. Improving application content:The chapters on model output of engineering drawings, detailed construction design, and review and delivery of as-built models have been refined and improved; the content on the implementation modes of whole-lifecycle BIM application, data transfer and digital as-built delivery has also been improved.
2. Adding application content:New application content has been added at the levels of construction progress, safety and quality, including model-assisted intelligent drawing review, digital surveying and cut-and-fill analysis during the construction implementation stage, quality inspection and digital pre-assembly of precast component fabrication, construction quality control based on digital surveying of the actual engineering scene, digital construction monitoring, and construction management and control based on virtual-real integration.
3. Adding applications for the component production stage:Applications related to the industrialized production and processing stage of precast components within the component plant have been added, specifically including precast component coding, precast component production data, intelligent production, collaboration, and storage and transportation.
4. Subdividing the specific content of building performance simulation analysis applications:The analytical applications have been subdivided into computational fluid dynamics simulation, energy consumption analysis, daylight analysis, evacuation simulation, sightline analysis, acoustic analysis, carbon emission calculation and analysis, and the like, and a recommended table of applicable stages and building types for performance analysis has been added.
5. Deepening application content for the O&M stage:The functions and use scenarios of BIM-based O&M systems have been deepened for the O&M stage, covering space management, asset operation management, facility and equipment maintenance management, safety management, energy consumption management, operational services and the like, guiding project owners to better formulate O&M application plans and implementation schemes.
BIM Application Items for Each Stage of Building Construction Projects

The “Guide (2025 Edition)” balances practicality and guidance with more comprehensive content, and it is hoped that it will continue to provide better guidance and reference for the application of BIM technology in the city. The development of BIM technology is a process of continuous improvement, andthe “Guide” will continue to be refined and updated. We warmly welcome more enterprises and experts to provide support and suggestions for the further improvement of the “Guide (2025 Edition),”and to help build an ecosystem of standards and software for the “last mile” application of the “Guide” in projects, so that the “Guide (2025 Edition)” gradually becomes the most practical reference manual for the application of BIM technology in China’s construction industry.
